JL POA Board Briefs
Donna Harran, the JL POA Board president welcomed 61 residents using the Zoom format. Zoom procedures were reviewed. All Board members were present.
Minutes presented by management were approved with minor changes.
- Financial Presentation was made by Bernie Halligan, the POA Treasurer. In most categories the expenses of the POA were in line for the period. Salaries to Security Staff were slightly over budget due to overtime hours during the pandemic when a number of security officers were out on quarantine, requiring a few officers to fill all positions.
Cash on hand for the POA was $649,113 with revenue being up over the previous month. Reserve funds for the period were $,061,109. Reserve expenses for the period were $93,719. Revenue had increased some $31,928 over the previous period mainly due to the funds from JL Cable.
President Donna Harran thanked Mary West for her commitment to the Long Range Planning Committee as Mary had notified the Board of her resignation from the committee. In the interim Donna Harran appointed Elaine Bliss to take on this role.
Other Committee updates included:
- Carlotta Dillion to assume the position as chairperson of the Welcome Committee.
- Creation of the Capital Reserves Task Force Members to include:
- Michael Murphy, Chair
- John Mehok
- Stuart Robinson
- Mark Granada
- Liaison appointment by the JL POA Board to various committee included;
- Security- Katherine Wunder
- Cable TV and Realty-Katherine Wunder
- Communications-Donna Harran
Bill Gould as the new Board member representing the Club and Marina talked about limited opening of golf course off-campus and updated everyone on progress with ELS on Marina Repairs. New docks are on order, and work on the Intracoastal Seawall is currently in progress.
The Manager stated that the POA office will continue to remain closed to visitors due to Covid-19 concerns. A number of staff are still on site with others working from home. If you need help just call or email the POA office for assistance. Recent storms had caused an issue with the computer system, but those issue have now been restored.
Manager stated that the POA had previously made a decision to reduce the number of vehicle entries into the community by our vendors during the past weeks due to the Covid-19 virus. We believe this program has been successful in reducing any owners from exposure to the virus. It is now felt that each owner can be in a position to make this decision individually/collectively whether or not they want workers inside the home. As of April 22, the decision to allow contractors into individual homes, and condos will be decided by the owners or condo Boards. Please continue to use good judgement on this issue and think of others in the community who might be vulnerable.
The contract with Illustrated Properties, which manages the sales operation on side, is about to expire. The chair asked Katherine Wunder and Barry Anstine to review the current agreement and come back to the board with a recommendation to move forward.
Port Dickinson submitted a request to obtain a Water Use Agreement with the POA if details could be worked out.
A letter outlining a limited time variance will be sent to 3370 Bridgegate to provide a temporary variance at this address for the boat docked there which is currently in excess of the pier easement agreement.
Security gave update on fire in golf cart storage at Waterbend. Palm Beach Counties response time to the scene was under 12 minutes.
Concrete restoration on Dickinson Bridge is going very smoothly. The walkway and underside of bridge concrete repairs would be completed by end of this week, April 30

Management requested funds to remove and replace the failing bulkhead on the north side of the Barrow Island bridge. (The south side had been restored previously.) Bids were reviewed and Construction Technologies was awarded the work for $62,500.
DCB will be meeting on May 5
th
via zoom technology. 20 Applications are in process so far.
Landscape Committee chaired by Diane Gustafson said they were working with landscape architect, Parker Yannette on designs for North Entry. Diane also reported 8 different species of butterflies were now present on butterfly island.
