City of Elmhurst prepares to assist in new operation requirements

On Friday, May 29th the City of Elmhurst will enter into the Phase 3 stage of the State's  Restore Illinois Plan . Phase 3 allowances include but are not limited to  outdoor dining operations, re-opening all retail businesses, outdoor classes and one-on-one personal training from fitness providers, and personal care services.  State issued  Guidelines for Reopening in Phase 3  present unique challenges to businesses, in particular for food and beverage operators, physical fitness providers, and salons/spas. City staff has been examining ways to assist local business owners maximize their space while adhering to social distancing guidelines and reduced occupancy levels as Elmhurst moves through the various Phases of the plan.

On Tuesday, May 26th,   Staff presented recommendations to the Public Affairs & Safety Committee  for assisting businesses through Phase 3. Considerations included a variety of ways in which the City can allow increased outdoor operations through a no cost Temporary Use Permit to eligible business operators.

Mayor Morley will be signing an executive order based on these recommendations, which will allow for the following:

  • Use of public & private properties for expanded dining operations

  • Use of public & private properties for outdoor fitness classes

  • Continued dedication of parking spaces for curbside/carry-out pick-up from local businesses

Applications for the aforementioned Temporary Use Permits can be found here .

Illinois Mask Requirements
The State has mandated Illinoisans to wear a face mask or covering shield when leaving your home or reporting for essential operations. This is especially important when people cannot maintain 6-feet of social distancing. Example areas include shopping at essential businesses, picking up food, visiting a health care provider, traveling on public transportation, walking through condo or apartment complex common areas, when interacting with people providing essential services, when feeling sick, coughing, or sneezing.
