Governor Beshear Takes Decisive Action to Limit Spread of COVID-19

FRANKFORT, Ky. (March 17, 2020) – Gov. Andy Beshear announced additional steps to contain and limit the spread of the novel coronavirus (COVID-19).

“It’s my job to protect my family and friends, but I believe it’s all of our civic duty to protect our communities,” Gov. Beshear said. “I will use every resource in this state, every dollar at my disposal, every personnel that we have, to do everything we can to protect everyone’s loved ones if we see a spike that is significant. Kentucky, we’ll need your help. We’ll need your help staying calm. We’ll need volunteers and we know you’ll respond. We will get through this together.”

Gov. Beshear reminded Kentuckians to remain calm, have faith and to continue doing their patriotic duty by following the Centers for Disease Control and Prevention (CDC) guidelines to protect the most vulnerable, which includes seniors and those with chronic conditions including heart, lung or kidney disease. He also delivered a special message to children, offering tips to relieve stress and anxiety, maintain a routine and stay active.

Gov. Beshear’s new actions include:

Issued guidance on closing public-facing businesses

Tuesday afternoon, Gov. Beshear issued an  executive order outlining specific steps all public-facing businesses should take  regarding closures, which include:

  • By 5:00 p.m. on March 18, 2020, all public-facing businesses that encourage public congregation or, that by the nature of the service to the public, cannot comply with CDC guidelines concerning social distancing, shall cease all in-person operations. 
  • These public-facing businesses that must close include entertainment, hospitality and recreational facilities, community and recreation centers, gyms and exercise facilities, hair salons, nail salons, spas, concert venues, theaters, and sporting event facilities.
  • Those businesses providing food, food processing, agriculture, industrial manufacturing, feed mills, construction, trash collection, retail, grocery and consumer goods, home repair/hardware and auto repair, pharmacy, and other medical facilities, biomedical and healthcare, post offices, insurance, banks, gas stations, laundromats, veterinary clinics and pet stores, warehousing, storage, and distribution, public transportation, and hotel and commercial lodging may remain open, subject to limitations provided in prior orders, but must to the extent practicable implement Centers for Disease Control guidance, including:
  • maintaining a distance of 6 feet between persons;
  • ensuring employees practice appropriate hygiene measures, including regular, thorough handwashing;
  • ensuring that employees who are sick remain home; and
  • regularly cleaning and disinfecting frequently touched objects and surfaces.

Louisville Forward, Develop Louisville and the Louisville Metro Department of Codes and Regulations realizes the important role the construction and development industry plays in the Louisville economy. It is the goal of your Metro Government to provide services that keep your business moving.

We are currently investigating and testing innovative options that will allow us to continue to provide those services to the industry in this constantly changing environment. Those services include development plan review, issuance of building permits, building and electrical inspections, and the issuance of Certificates of Occupancy.

We will continue to work with the BIA so the entire industry is aware of any changes in our processes.

Again, our goal is to keep projects moving forward, people employed, and to assist you in supporting the prosperity of Louisville and her residents.

Oldham County UPDATED 3/18/2020:

In conjunction with the Declaration of Local State of Emergency , it was announced at the Fiscal Court meeting yesterday that access inside Oldham County Fiscal Court buildings will not be permitted to the public starting at 4:30pm Tuesday. Many offices within the building will continue to operate. 

As such, Engineering and Planning & Development will continue with business in our offices communicating with the public, applicants and others via phone and email. Permit applications can be found online and submitted via email. Payment of fees can be made using a credit card. 

We are setting up a covered location at the entrance to our building in the "courtyard area" (where everyone is used to entering our building) where plans, applications and payment can be dropped off. There will be a plastic container mark for this purpose. Builders should call our permit clerk after they are dropped off to advise they are there. We are told not to have any contact and I trust everyone to honor this.
We will still be doing inspections by the usual method of phone calls to get on the inspectors calendar.

Louisville Metro Approved Online CEU Classes

If you need Metro approved classes in order to pull a permit, Louisville Metro has approved a few online classes please follow the link below:

You may email the certificates to constructionrevcs@louisvilleky.gov with the following information:
  • Company Name
  • License Number
  • Current phone number or email address in case there are further questions. 
COVID-19 Testing Information and Guidelines:
Call your doctor:   If you think you have been exposed to COVID-19 and develop a fever and symptoms, such as cough or difficulty breathing, call your healthcare provider for medical advice.

If you are a close contact of someone with COVID-19 or you are a resident in a community where there is ongoing spread of COVID-19 and develop  symptoms of COVID-19 , call your healthcare provider and tell them about your symptoms and your exposure. They will decide whether you need to be tested, but keep in mind that there is no treatment for COVID-19 and people who are mildly ill may be able to isolate and care for themselves at home.
