CAMPBELL RIVER: Bob Bray, proponent of the province-wide petition titled "Initiative to Allow the Voluntary Formation of Twenty Charter Schools", announces the Couple Signing at Home Method.

The Couple Signing At Home Method replaces the previously announced Home Signing Method.

The Couple Signing At Home Method is provided by this proponent to B.C. provincial voters who want to sign the petition in the comfort of their own home. Two blank petition sheets are emailed to the couple. They print, sign and then mail their witnessed sheets back to the proponent. Cost is 85¢ for what would be the second step. The first step in the Couple Signing At Home Method is described below.

The first step is to register as a canvasser. Conveniently, a couple who are both canvassers can witness each other's signature. The registration process involves printing. completing, and mailing two canvasser application forms to the proponent. Cost is 85¢ for this first stamp.
Once the original copy of the canvasser application is approved by the proponent, it is scanned and a scanned copy is emailed to Elections BC so that the canvasser's name can be promptly added to a list on the Elections BC website. The registration steps are completed when Elections BC issues a canvasser identity card. The proponent emails copies of the card, a petition cover page and a petition sheet to the newly registered volunteer canvasser. Eventually, the original copy of the approved application is filed with Elections BC.

Alternatively and upon request the proponent will provide an application form by mail or email.
Opposed Signing postponed
Signatures for the recently announced Opposed Signing Alternative will not be collected during the Initiative Petition period. Instead the Opposed Sheets will be made available when the Initiative Petition period has ended. Statistics from the Initiative Petition period and afterwards will be maintained year-round on the website of the Social Mavrik Federation.
British Columbia Legislative Petitions
British Columbia is unique among Canadian provinces and territories in having a methodology for changing legislation through a petition of registered voters.

It is an opportunity for a voter to formally declare his or her opinion about British Columbia governance issues more frequently than once every four years.
Public Charter Schools
A public charter school offers an affordable choice for parents and another professional choice for educators. Innovative programs can be introduced spontaneously in a public charter school.

A public charter school is similar to a public neighborhood school: it has no tuition fees and no religious affiliation, it teaches to the provincial curriculum with certified teachers and it accepts any child as long as space permits.

A public charter school differs by having no connection with the local school board. Instead it operates as a local society registered in British Columbia with a charter from the Minister of Education.

The local society rents its facility and hires its principal who recruits its teachers and its staff. The society's school operating costs are financially supported by the same per-student grant that would otherwise be part of the budget of the local school board.

The Minister of Education decides what is in the curriculum; the professional educator decides how to teach it.
