Steven Outlaw has been named the next executive director of the Florida Public Safety Institute.

Outlaw has more than 30 years of law enforcement experience and was the former interim Tallahassee Police Chief. To learn more, click here.

Outlaw is replacing E.E. Eunice, the previous executive director at FPSI. Eunice began his career at Tallahassee Community College in 2000 and served as Campus Police Chief.

NEW: National Surface Mine Rescue Training and Competition
The Florida MSHA State Grants Program has spearheaded a National Standardized Contest Rules Task Force for surface mine rescue training and competitions. We hope to host the first National Surface Mine Rescue Training and Competition in 2022/2023 at the National Mine Health & Safety Academy in Beaver, West Virginia.

We plan to publish the final rules draft in October, and will be presenting to teams and other interested parties for discussion during breakouts at all conferences and events from October through mid-November prior to our final distribution in early December. 

Florida will continue to host our regional training and competition. In addition, all state regional competitions will run as normal.

Cecilia is a bilingual occupational health, safety & wellness specialist who is a licensed primary health/doctor of medicine in Venezuela. She specializes in basic life support, ASHI CPR/AED/FA (Spanish), behavioral-based ergonomics and is an MSHA-approved instructor. Cecilia also has had the opportunity to work in surface mines in Venezuela, México and Bolivia. 

Cecilia is headquartered in Doral, Florida and will be serving the Miami-Dade, Florida Keys/Monroe and Space Coast counties. We’re very excited about launching our Hispanic Outreach Program and website in January 2023 and having Cecilia on our team in Doral.

So far this year, nine miners have been killed and 185 have been injured in accidents involving powered haulage equipment. Year to date, this is the highest number of powered haulage fatalities since 2006.

The safety of mining’s most precious resource – the miner – is a critical mission at the Mine Safety and Health Administration. MSHA hosted a national Stand Down for Safety Day on July 20, focused on powered haulage and vehicle rollovers to help educate miners, save lives and prevent injuries.

MSHA developed safety guidance and the Florida Mine Safety Program has produced two award-winning powered haulage safety videos. I encourage you to review these materials.
Upcoming Course
The next MSHA Part 46 or Part 48(b) New Miner Training will be held August 11-13 in Bartow, Florida.

MSHA New Miner Training is an introductory course for newly-employed, inexperienced miners or individual contractors needing to conduct work at a mine site.

The 24-hour course provides comprehensive instruction of mine safety and health subjects, including First Aid/CPR certification.

WHO WE ARE
The Florida Mine Safety Program (FMSP) aims to educate those who partake in mining operations by assisting mining companies and mining contractors with their health and safety training. For more than 30 years, the program has operated as a federally-funded grant program under the Mine Safety and Health Administration (MSHA), whose mission is to prevent death, disease and injuries in the mining industry. This is done through a variety of training courses, conferences and informational seminars offered by FMSP. These courses highlight proper emergency evacuation plans, health and safety standards and more. FMSP diligently works to ensure that miners working in both Florida metal and nonmetal operations are aware of the health and safety standards and are effectively trained to take precautionary measures. Through a collaborative effort, FMSP and MSHA Educational Field and Small Mine Services (EFSMS) work together to reduce the frequency and severity of mining accidents and ensure a safe environment for all.
