“Electric Shock Basics; Avoiding a Shocking Experience”

Non-members are welcome to attend at no cost, but there will be a nominal charge if a PDH certificate is desired.

Program Abstract: The program will provide information on proper electric shock protection for the most general set of users of electrical products. 

For protection from the hazards of electricity there are two general protection schemes used:
1) Isolation/insulation or grounding/equi-potentiality - The development of the modern electrical landscape has been built upon the ever growing provision of better insulators providing protection under a wide set of circumstances.

2) Electrical ground as a protection scheme - Universally applied throughout the power grid extending down into the individual products used every day. The ground wire, itself, is defined as a non-current carrying conductor. However, it is used as the “sewer line” in which to dump all sorts of unwanted garbage signals. But, how much garbage can it handle before it won’t serve the basic human protection needed for safety?

There will also be a focus on the characteristics of the human body to provide protection under specified conditions and a discussion of the impact of switching electronics on all of this.  

Speaker: 
Bio:  Peter Perkins, P.E. has been involved in product safety and regulatory activities for more than 40 years. For the first half of this career, he was responsible for Product Safety and Regulatory Affairs at Tektronix, Inc, the oscilloscope manufacturer. Subsequent to that he continues to be an independent product safety and regulatory affairs consultant to industry. 

He has a BS in engineering from the University of Portland and a MSEE from Oregon State University. He is a registered Professional Engineer in OR and CA, a NSPE Life Member, a Life Fellow in the IEEE, and a Certified Product Safety Manager. 

Peter has participated in standards activities for 40 years. He is an electric shock expert having served as a member of IEC TC64/WG4 (IEC 60479 series: Effects of electric shock on the human body), UL STP 101 (Leakage current of appliances), as well as convener of IEC TC 108 WG5 (IEC 60990, Measurement of Touch Current). 

He has extensive experience in safety standards for equipment as a member of IEC TC 108 (IEC 60950, IT equipment; IEC 62368 Electronic Equipment). He serves on US/TAGs for TC109 (IEC 60664, creepage and clearances), TC66 (Test & Measurement Equipment) and TC108 (IEC 60950 & IEC 62368 HBStd). 
He was an instructor in the Univ. of WI Engineering Development course ‘Getting your CE marking’. 
Peter has been involved with the IEEE PSES meetings from the beginning and written many papers on electric shock issues. He is the recipient of the 1999 IEEE EMC Michael J. DeMartini award for work in the product safety and the 2012 IEC 1906 award for longstanding skillful leadership in IEC standards development and is an IEEE PSES 2020 Distinguished Lecturer. His work is archived at www.researchgate.net.
