Congressman LaMalfa represents California's 1st Congressional District, which is home to more than 13,500

NOW OPEN!
PALCUS is pleased to announce that the 2020 application cycle for the PALCUS National Scholarships is now open.
The program was established by the Rosa Family in 2012 and is maintained by donations by Marc F. Rosa with matching funds from Merrill Lynch and other donors. This year the Alexandre António DaCosta Simões Memorial Scholarship was also added.
To be eligible, students must be a
current college undergraduate (at least freshman) or graduate student in an approved program of study. For more about eligibility and procedures, please visit:

Make Portuguese Count™ in the
Portuguese Classroom!
Teachers of Portuguese can take advantage of the 2020 U.S. Census already in full swing.
Use this "teachable moment" to engage your students with lessons in civic engagement, ethnic identity and Portuguese Pride in your own Portuguese classrooms.
Teachers at the
"Encontro de Professores de Português" at Rhode Island College in October, 2019 adapted lessons from the U.S Census website "Statistics in Schools" to teach about the Census. The lessons were refined and translated into Portuguese by Dr. Silvia Oliveira and her interns at the Institute for Portuguese and Lusophone World Studies for grades K - 12.
The Census has already started!

SUSPENSION OF CONSULAR SERVICES
In an effort to contain the COVID-19 pandemic, the U.S. Federal Administration, and authorities in affected States have implemented strong measures aimed at restricting gatherings, movement of people and the normal delivery of services.
Given this situation and having as its first concern the protection of users, employees, and their families, the Secretariat of State of the Portuguese Communities, with the agreement of the Portuguese Embassy in Washington, D.C., authorized the temporary suspension of services to the public of the Consular network of Portugal in the United States of America until further notice.
The closure is effective as of Tuesday, March 17th, 2020, and therefore all existing appointments are canceled.
As soon as it proves possible to ensure the service to the public again, the existing appointments will be rescheduled.
While the consular posts are closed to the public, they will only handle cases in person when they are duly documented emergencies This should be flagged in emails sent to consular posts or the Consular Emergency Office.
Emergency situations are limited to the issuing of Single Travel Permit (Título de viagem Único) or temporary passport, or support in consequence of serious cases of road accidents or the like, that may require transfer of mortal remains (in which relevant documentation has to be issued).
Issuing travel or identification documents and their delivery, acts of civil registration, and notary services are not considered emergencies in view of the widespread confinement in place.
We kindly ask for your understanding, bearing in mind that the only purpose of this measure is to protect the wider community.

Department of Homeland Security Outlines New Process for Americans Returning from Certain European Countries, China, and Iran
In order to help prevent the spread of travel-related cases of coronavirus in the United States, today the Department of Homeland Security (DHS) Acting Secretary Chad F. Wolf issued a
Notice of Arrival Restrictions outlining the process for American citizens, legal permanent residents, and their immediate families who are returning home after recently visiting certain European countries (listed below), China, and Iran.
Effective for flights taking off at 11:59 PM EDT on Friday, March 13th, Americans returning from all restricted countries will now be required to travel through the following 13 airports:
- Boston-Logan International Airport (BOS), Massachusetts
- Chicago O'Hare International Airport (ORD), Illinois
- Dallas/Fort Worth International Airport (DFW), Texas
- Detroit Metropolitan Airport (DTW), Michigan
- Daniel K. Inouye International Airport (HNL), Hawaii
- Hartsfield-Jackson Atlanta International Airport (ATL), Georgia
- John F. Kennedy International Airport (JFK), New York
- Los Angeles International Airport, (LAX), California
- Miami International Airport (MIA), Florida
- Newark Liberty International Airport (EWR), New Jersey
- San Francisco International Airport (SFO), California
- Seattle-Tacoma International Airport (SEA), Washington
- Washington-Dulles International Airport (IAD), Virginia
Upon arrival, travelers will proceed to standard customs processing. They will then continue to enhanced entry screening where the passenger will be asked about their medical history, current condition, and asked for contact information for local health authorities. Passengers will then be given written guidance about COVID-19 and directed to proceed to their final destination, and immediately home-quarantine in accordance with CDC best practices.
"While the overall risk of serious infection from the coronavirus to the general public remains low at this time, the Trump administration is taking these aggressive measures to keep the risk low, requiring all Americans returning from affected areas in Europe to be funneled through 13 airports for screening upon their return to the U.S.," said Acting Secretary Wolf. "To minimize disruptions to travelers, TSA, CBP, and air carriers are working to identify qualifying passengers before their scheduled flights. These passengers will be rerouted to one of the 13 airports by their airline at no cost to them."
Wolf continued: "I understand this new process will be disruptive to some travelers, however this action is needed to protect the general public from further exposure and spread of the coronavirus. Once back in the U.S. it is imperative that individuals honor self-quarantine directives to help protect their loved-ones and communities."
President Trump determined that the potential for widespread transmission of the coronavirus by infected individuals seeking to enter the United States threatens the security of the homeland. Therefore, the Department is taking action in furtherance of the public health interests advanced by the March 11th
presidential proclamation which suspends entry to nearly all foreign nationals who have been in certain European countries, China and Iran at any point during the 14 days prior to their scheduled travel to the U.S.
These European countries, known as the Schengen Area, include: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland. This Presidential Proclamation does not apply to U.S. citizens, legal permanent residents, nor their family members under the age of 21, and other individuals who are identified in the proclamation. Nor does it apply to cargo and economic shipping.

Book Launch: Similing in the Darkness

Tagus Press, the publishing arm of the Center for Portuguese Studies and Culture at the University of Massachusetts Dartmouth, announces the publication of
Smiling in the
Darkness
by
Adelaide Freitas, translated by Katharine F. Baker and with a foreword by João de Melo.
Many people of Portuguese descent take pride in claiming that the word "saudade" is untranslatable.
In reality, we
come close with a melding of bittersweet nostalgia, bone-deep longing, and an endless yearning for what one can never have again-or indeed may never have had. Adelaide Freitas dipped her pen in
saudade
to
tell of family separation and bonds that never loosen. In her authentic
Azorean
voice, she recounts the immigrant experience and centrifugal impulses that force people apart in spite of their desperation to cling to one another. In their sensitive rendering, the translators have captured the nuances of Freitas's novel
Smiling in the Darkness,
with special care for those who have her native language in their heritage and heartfelt
saudade
for its loss.
Adelaide Freitas
(1949-2018) was a celebrated author of prose and poetry, and a professor at the University of the Azores. In 2018, Freitas was honored by the Legislative Assembly of the Autonomous Region of the Azores with the Insígnia Autonómica de Reconhecimento (Commendation of Recognition).
João de Melo
is the author of over twenty books, including Happy People in Tears
, which won multiple literary awards in Portugal.

was translated by Katharine F. Baker with Bobby J. Chamberlain, Reinaldo F. Silva, and Emanuel Melo.

MAPS Announces Organization's "Builders" to be Recognized at 50th Anniversary Gala - Postponed to September 19th, 2020
The Massachusetts Alliance of Portuguese Speakers (MAPS) is celebrating its 50th anniversary in 2020 with a special fundraising gala in April which will highlight the health and social services organization's rich history by honoring a group of more than 50 individuals who were instrumental in its creation, development and expansion. The black-tie, entertainment-filled event will take place at the Boston Marriott Hotel in Cambridge on April 25, 2020, and will also highlight some of MAPS' main achievements ever the past half-century, divided by decade.

In order to create a singular voice to advocate for the Portuguese-American and Luso-American communities at large, the Portuguese-American Leadership Council of the United States Inc. (PALCUS) was founded in 1991 as a non-partisan, non-profit, organization headquartered in Washington, D.C.
The PALCUS mission is to address domestic and international concerns of the Portuguese-American Community.
The Council conducts an expanding program of educational and public affairs activities on issues of interest to the Portuguese-American community and of salience to the Luso-American Relationship.
PALCUS is committed to serving the community through increasingly active government relations efforts, the promotion of a greater awareness of ethnic accomplishments and encouraging stronger ties between Portugal and the United States. In this role PALCUS advances the community professionally, politically and culturally while working to ensure that issues directly affecting our community are addressed through our network of government and community leaders.
