Keystone Fund Under Attack
Help Protect Dedicated Funding for Parks & Recreation!

The Keystone Park, Recreation and Conservation Fund, commonly known as the Keystone Fund, has provided invaluable financial support for parks, recreation facilities, trails and other assets for over a quarter century.
But now-at a time when Pennsylvanians in record numbers are using their parks and trails for mental health and physical fitness in the midst of a pandemic-the Pennsylvania House is poised to vote on a bill that creates great uncertainty for the future of the Keystone Fund and could result in the elimination of Keystone funding altogether.
It is critically important for citizens who value parks, recreation facilities and trails to stop this legislation. Please ask your state House member to oppose House Bill 2004. Below are some background details on the Keystone Fund and a sample letter. We encourage you to personalize this letter with emphasis on parks, trails and recreation facilities in your local community. Thank you!
Background
The Keystone Fund was created in 1993 by a combined 244-3 vote in the General Assembly, and an accompanying bond referendum was approved by 67% of the voters across Pennsylvania. The Keystone fund uses a small portion of the realty transfer tax to create a powerful, dedicated stream of funding for investments in parks, recreation, conservation, libraries, education and historic preservation.
In its 26-year legacy of success that has benefited the entire Commonwealth, the Keystone Fund has:
- Invested over $1 billion in thousands of projects, making real and lasting improvements to the economy and quality of life in Pennsylvania.
- Supported over 8,700 community park development projects including ballfields, playgrounds, pools, picnic areas and recreation centers.
- Supported over 645 trail projects for walking, biking and other recreation uses, and helped to make Pennsylvania a national leader in rails to trails.
- Helped preserve more than 161,000 acres of green space for county and local parks and open space.
- Funded hundreds of state park and state forest improvements including construction and rehabilitation of restrooms, parking lots, bridges, visitors' centers, water fountains, sewage treatment and other facilities.
- Leveraged approximately $3.13 in direct local investments for each $1 of state funds invested.
Last week a House committee approved House Bill 2004, which allows the General Assembly to wrest control of the Keystone Fund, to determine how the funds are used,
and decide whether there will even be any funding at all for the program and all of the parks, trails and recreation
assets that it supports.
Currently money from the realty transfer tax is automatically transferred to the Department of Conservation and Natural Resources (DCNR) and other recipient agencies under the Keystone Fund's enabling legislation. House Bill 2004 would make the entire appropriation-whether and how it is made-contingent on the General Assembly. Passage of the bill would create huge uncertainty for whether projects could be funded.
This uncertainty creates particular problems for larger multi-year projects such as a rail-trail or community park rehabilitation taking place in several stages. These projects often require DCNR, county and local governments, businesses, and non-profit and other community organizations to make multi-year commitments to funding and other resources in order for the projects to be completed. These projects will be much more difficult to plan and complete if House Bill 2004 becomes law.
