Documentation Requirements for Out-of-State PRTF Requests When making out-of-state psychiatric residential treatment facility (PRTF) requests, the following documentation must be uploaded into the Qualitrac provider portal at the same time the request is made: Certificate of Need (CON) Documentation of admission denials from all Montana PRTFs Interstate compact agreement for all Montana Medicaid youths admitted to out-of-state PRTFs
