COVID-19 Updates for Healthcare Providers,
First Responders & Long-Term Care Facilities

- Attn: Nursing Homes and Intermediate Care Facilities for Individuals with Intellectual Disabilities: Individuals who live and work in high-risk congregate living facilities, such as nursing homes and Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID), are most at risk for spreading infection and developing complications from COVID-19. Therefore it is recommended that:
- Staff in nursing homes and ICF/IIDs receive routine testing every two weeks and
- Residents tested when they have symptoms and when they are admitted or transfer into the facility.

- The Governor's Task Force on Caregiving is seeking public input on draft policy proposals to help support and strengthen the direct care workforce, increase access to care, and improve the quality of caregiving in Wisconsin. The task force wants feedback from people in Wisconsin with a wide range of perspectives and experience, including family caregivers, paid direct support professionals, people receiving care, communities of color, and people living in urban and rural settings. Materials on the policy proposals have been posted to the task force website. The task force invites you to take the public input survey, available through July 14.
- Q: What is the definition a close contact? If a person has 15 minutes or more of exposure over the course of a day, would they be considered close contact?
- A: Based on CDC and DHS guidance, one definition of a close contact is being within 6 feet of a person with confirmed or probable COVID-19 for at least 15 minutes during a single day. For example, this could be 15 + minutes of sustained contact closer than 6 feet or three, five minute periods of contact closer than 6 feet over the course a day. Both of these examples would be considered close contact. Close contacts should wait at least 48 hours after exposure before they are tested, because SARS CoV-2 is most commonly first detectable 3-5 days after exposure. A negative test result does not exempt a close contact from the requirement to quarantine, which should be continued for the recommended 14 days in all cases. In some cases, repeat testing near the end of the quarantine period may be considered to exclude asymptomatic infection before resuming activities that involve close contact with individuals at risk for severe COVID-19. - The Winnebago County Health Department is working on a community-wide solution to increase testing availability and accessibility in our area. If your organization is interested in collaborating with us on this initiative, please email David Zerbe at dzerbe@co.winnebago.wi.us. At this time, we do NOT have asymptomatic testing available in Winnebago County and based on the newly released state testing framework, we are unlikely to see it widely available in the near future. The health department will suggest a symptomatic person who is looking for testing start with their primary care provider. There is limited community testing available at Advocate Aurora Health in Oshkosh for residents who have at least one symptom.
