HCPF's 2019 Legislative Agenda

The Department would like to thank all legislators for their hard work this session. With their support, we passed the following Department agenda bills: 
  • Extending the Breast and Cervical Cancer Prevention and Treatment Program (HB19-1302)
  • Colorado Dental Health Care Program for Low-Income Seniors (HB19-1326)
  • Expanded Access to the Civil Monetary Penalty (CMP) Cash Fund (SB19-254)

Hospital Transformation Program

Additional quality scoring measures available 

An updated draft of proposed Hospital Transformation Program (HTP) quality scoring measures has been added to the Department's website. The April 29 draft includes the definitions and data sources for each statewide and local measure. This document is a working draft and will be updated as our hospital and quality workgroups continue to meet and refine the measures and specifications. The process for finalizing quality scoring measures will include collaboration and input from key stakeholders including the Department, the Centers for Medicare & Medicaid Services (CMS), the Colorado Healthcare Affordability and Sustainability Enterprise (CHASE) Board, the Colorado Hospital Association, participating hospitals, and broader stakeholders participating in the program. Midpoint Reports

On April 19, hospitals participating in the HTP submitted their Community and Health Neighborhood Engagement (CHNE) Midpoint ReportsA comprehensive overview of the CHNE process begins on Page 9 of the HTP Concept PaperCurrently, the Department is reviewing Midpoint Reports and sharing findings with hospitals. The review process is to ensure the Department has the most complete picture of how the CHNE process is progressing before plans are available to external stakeholders and the public in June 2019. The Department is using this as an opportunity to look for missing information or areas of clarification, as well as provide feedback and allow for any revisions. Reports are being reviewed by an independent reviewer against the requirements found in the Guidebook, Midpoint Report template, and Midpoint Report review criteria. 

Final Reports from HTP participants are due September 20, 2019. Hospitals must submit a Final Report at the end of the pre-waiver CHNE process, which will include information about the entirety of the process but with a primary focus on their efforts to prioritize community needs, select target populations, identify initiatives, and develop any partnerships.

House Bill 18-1136 Update

The Department  is planning  to host a series of stakeholder meetings for the 1115 SUD waiver during the months of May and June. During these meetings, Departmental staff will discuss the benefit as it has been conceptualized by that time and its implementation. Stakeholders will be invited to provide feedback on the proposed benefit and other general issues that relate to the waiver.   

The Department has concluded the procurement process and is now working with a contractor that is assisting with the waiver application process.The contractor has experience assisting other states with SUD waiver applications and is providing key support and expertise to the Department on this task.  

The Department continues to work closely with The Colorado Office of Behavioral Health to map the availability of treatment providers at all care levels as well as MAT providers. Departmental staff have conducted research on how other states are managing a variety of waiver requirements including patient placement decision making and utilization management. The Department has gathered information about existing practices related to these issues from a variety of Colorado stakeholders.

Medicaid Snapshot and County-by-County Resources

The County Fact Sheets will be updated when new data reflecting the FY 2018-19 information later this summer. These fact sheets provide an annual snapshot by fiscal year for Health First Colorado (Colorado's Medicaid Program) activity including average annual caseload and top five claim types for each county.
Legislator Resource Center

The  Legislator Resource Center  on our website is available to help legislators and legislative staff easily find information. It includes links to reports, fact sheets and overviews of the budget process to help inform legislators.
