First CAP Chief of Education and Training to be Next National Vice Commander
Civil Air Patrol’s next national commander/CEO, Maj. Gen.-select Ed Phelka, has chosen Col. Regena Aye — the first CAP chief of Education and Training, who oversees Volunteer University and the Mentoring Program — as his national vice commander. The announcement was made today after Aye was confirmed by CAP’s Board of Governors.
Aye, a resident of Osage City, Kansas, will join Phelka on Aug. 26 for a change of command ceremony in Dallas with Maj. Gen. Mark Smith, the current national commander/CEO.
“I am delighted to learn of Col. Aye’s selection as Civil Air Patrol’s next national vice commander,” Smith said. “During the years that I have known her, she has excelled at everything she has done in CAP. This includes her service as commander of the North Central Region and orchestrating the complete revamping of our adult volunteer professional development program.
“Col. Aye will complement Gen. Phelka perfectly. They, and the team they are assembling, will continue to lead CAP on our journey to achieve even greater levels of excellence and professionalism.”

Texas Wing's Wilson is 100th Cadet to Earn Wings Through Air Force-Funded Program |

CAP is marking a major milestone after Cadet Chief Master Sgt. Andrew Wilson of the Texas Wing’s David Lee (Tex) Hill Composite Squadron became the 100th cadet to earn his private pilot certificate through CAP’s Cadet Wings program.
Wilson, seen here next to the CAP aircraft used for his initial flight training, received his certificate following a check ride with a Federal Aviation Administration examiner on the Fourth of July at San Marcos Regional Airport, just days before reporting to the U.S. Merchant Marine Academy.
“It was a good day,” Wilson said. “I’m excited to have it done, and for what comes next.”

100 and Counting: Three More Cadets Participating
in CAP's In-Residence Training Receive Certificates

Three more cadets participating in CAP's in-residence Great Lakes Region Advanced Flight Training Academy in Columbus, Indiana, are the 101st-103rd graduates of the Cadet Wings program.
Clockwise, from top, are Cadet 2nd Lt. Christina Tart (#102) of the Florida Wing's St. Augustine Composite Squadron, Cadet Lt. Col. Mary Moor (#101) of the New Jersey Wing's Raritan Valley Composite Squadron and Cadet 1st Lt. Peter O'Connor (#103) of the South Carolina Wing's Aiken Composite Squadron. Moor earned her FAA private pilot certificate July 8, a day before Tart and O'Connor received their certificates.
Collectively, these CAP cadets are the second, third and fourth flight students at the academy in Indiana to receive their certificates.

Ten cadets from six CAP wings, including Cadet 2nd Lt. Malachi Feil, at left, made solo flights in the North Central Region Glider Flight Academy, held at Sunflower Glider Port in Yoder, Kansas.
Six certified flight instructors for gliders, three tow pilots and five senior staff members used six gliders and three powered planes to share fundamental principles of flight with 18 cadets in all during the 10-day course, conducted in heat exceeding 100 degrees. In addition to the eight who soloed, seven earned their pre-solo wings.

CAP Takes Top Honors
for Emergency Services
Civil Air Patrol has captured the three highest national-level awards for volunteers and volunteer organizations from the International Association of Emergency Managers.

National Headquarters was notified July 9 that CAP and two of its members had secured the:
- 2021 National Emergency Management Volunteer Organization of the Year Award, going to CAP's Arizona Wing.
- 2021 National Emergency Management Uniformed Services Auxiliary Emergency Manager of the Year Award, going to John Desmarais, top right, CAP director of operations.
- 2021 National Emergency Management Volunteer of the Year Award, going to Lt. Col. Bob Ditch, bottom right, of the Arizona Wing and CAP's National Emergency Service Academy-Mobile Training Team.
The awards will be presented in October at the IAEM's annual conference in Grand Rapids, Michigan.

'100 Days of Giving' Challenge Nears Halfway Point |
|
Operation Pulse Lift's “100 Days of Giving” challenge has reached 282 units of blood collected from CAP members in 41 wings. Approaching its halfway point, the campaign is 56% toward its goal of 500 units.
The CAP challenge was made in anticipation of a critical time of the year for the American Red Cross, which issued a national alert last week announcing a severe blood shortage with a need for Type O donors.
So far, members of the Southwest Region are leading the donor challenge with 81 units of blood.

Take This FAA Safety Test to Fly CAP-Issued sUAS |
|
Any CAP senior member, cadet, aerospace education member or student who flies a CAP-issued small Unmanned Aerial System recreationally is now required by the FAA to take The Recreational UAS Safety Test (TRUST). This applies to all outdoor sUAS STEM Kits (Quadcopter, RC Aircraft and VTOL).
Indoor flights do not occur in the National Airspace System and are therefore not regulated by FAA. However, CAP's Aerospace Education team strongly suggests all members flying sUAS, whether indoor or outdoor, take the TRUST. It is the safe and responsible approach to make sure CAP is FAA-compliant.
TRUST is free and can be taken online through the Academy of Model Aeronautics website. Instructions on taking the test and registering the completion certificate on eServices can be found here.

The Minnesota Wing is at the focus of “This Week in CAP History.”
In 2010, members from four squadrons attended the Great Minnesota Air Show, but not just to see the planes. They assigned to marshal arriving and departing planes at the show, including U.S. Air Force and U.S. Marine Corps aircraft.
