from MAYOR MARGOT GARANT

It is great to see our Village is vibrant and robust once again! It was a challenging journey, but as a team, we have made it work. There is the possibility that Covid will bring us more twists and turns, but we are up for the challenge because we are Port Jefferson Strong! 

I have so many people to thank for my re-election to my 7th term. First, my mom and dad for teaching me that there are no political secrets or million-dollar algorithms - but just basic rules of traditional family-raised household values that will get us through everything, even a worldwide pandemic. 

I want to thank my core supporters, many of who are lifelong friends. They have worked hard to support this administration. They value, respect, and appreciate the work we do and the principles that guide our policies and decisions. I want to also thank the staff of this Village and many department heads, both new and old, that make everything happen on the ground for us. 

I want to thank Stan and Kathianne. Together we represent three generations of resident interest and various departments within the Village, and although we ran as team unity, Stan and Kathianne are strong, smart leaders within their own distinction and deserving of their re-election.

I am grateful for those who came before me, former mayors, especially Sandra Swenk, Hal Sheprow, and Jeanne Garant who have left an indelible footprint on the Village with their examples of leadership, service, and vision. I am also grateful for, the Trustees that I have served with over my 12-year tenure, both old and new. They have helped advance agendas and function as the needed checks and balances.

I have faced many unique and challenging obstacles during my days in office - fighting giants such National Grid, overcoming hurricanes and coastal storms that tear away our coastlines, monitoring EPA Superfund clean up initiatives, embracing green energy and innovative wind power projects, rebuilding blighted neighborhoods and steering us safely and calmly through a worldwide pandemic.

I have faced each and every one of the issues that have come across my desk- and although I may not resolve them to your individual favor - I have always resolved to the best interest of this overall community - because that's why we are here. 
Whether it’s day one on the job or day 2,556, we are here to work for you, to protect and preserve our quality of life. When making decisions, we will always do our best to make sure that decisions bring us closer in unity and makes us a stronger community - every day.

It is so exciting to witness the evolution happening uptown. Progress is happening! Here is an aerial view of the developments that are in the works. The potential is shining through! Check out the planning board meetings (the second Thursday of the month) and the Village Public meetings (the first Monday of the month) to keep apprised of all of the future happenings with these developments.

Little by little, it becomes a lot!

At the annual Swearing In Ceremony, Mayor Margot Garant, Trustee Stan Loucks and Trustee Kathianne Snaden were administered their oath of office by Village Clerk Barbara Sakovich. They will serve a two year term for our Village. Just click on the link to view.

I would like to thank the residents of Port Jefferson for allowing me the honor of serving you for two more years as your Trustee and Deputy Mayor. I will continue to work tirelessly to always do what’s in the best interest of our community by always keeping you informed and involved.

The school held its annual graduation this year in person with unlimited guest invitations. It was a beautiful ceremony and a great way to celebrate our students who had such a difficult year.

Additionally, the prom was held at the Meadow Club in Port Jefferson Station. The theme was Royal Circus Under The Big Top! Huge thank you to all of the parents and residents who helped make this night possible for our kids. As usual,
the craftsmanship and attention to detail was stunning and something our graduates won’t soon forget as they start their summer before heading off to college.

On July 21, I will be attending the next Port Jefferson Station Quality of Life Task Force meeting and will report back next month on any updates.

Managed parking will be reinstated to pre-pandemic status as of July 12, seven days a week, from 12 noon until 11 PM, effective July 12, 2021.

My next project will be to look at the beautification of uptown. I believe it is long overdue, and I will be focused on short-term projects that we can do to make uptown a more attractive place for residents, business owners, visitors, and developers.

STATE OF THE ART TECHNOLOGY
Creating efficiencies! 
Advanced technologies and new handheld devices are creating efficiencies in our Village. For the first time, our Code Department is able to use one device to see all parking sessions (whether meter or digital sessions - on one device provided by the Village's new vendor, UpSafety) Code officers are reporting a remarkable improvement in their accuracy and workflow as they enter their third month of usage. They are integrating technology to streamline their work processes. This will save Port Jefferson taxpayers, produce more revenue and provide better visitor services.
 
The system allows a Code Officer to do the following:
  • See valid parking sessions invoked by meters and/or app on the same device instantly (previously, officers were using 2 devices and a separate printer
  • Built in printer dispenses tickets on special poly-vinyl weatherproof paper - No envelopes needed
  • Photos of infractions, like parking over the lines, are printed on the tickets
  • The tickets allow for immediate payment via QR code
  • Electronically chalk vehicles parked overtime in designated areas
  • Look up out of state licenses
  • Much much more…

Our Code Supervisors can:
  • See real-time where their officers are in the village
  • See the history of exactly the route officers took for the entire day, week, or month

Our Court Supervisors can:
Instantly have cloud access to the type of tickets written, where, and by whom 

We expect in 2021 to take our residential permitting process and digitize it - such that a quick scan of a license plate by these handhelds will reveal whether or not the vehicle belongs to a resident or not. The future looks very bright for our technology in both parking and enforcement.

RECEIVING OUR PIECE OF THE PIE
Federal Stimulus is on its way!
Because of the proactive work of our Treasurer, Denise Mordente, Port Jefferson Village is receiving $831,985 from the American Rescue Plan Act (ARPA) the Coronavirus Local Fiscal Recovery fund that provides $350 billion to eligible state, local, territorial and tribal governments to bring back jobs and the economy. Because our population is under 50,000, we qualified. To get these funds, Denise followed every guideline and deadline to make this a reality. We will receive the funds in two payments, one now and one by the end of the summer of 2022.

PUBLIC SAFETY
Process, Pivot, Protect
These immediate actions have been taken in response to recent events

A. Code Enforcement immediately extended hours to 6 am. 
B. Extended hours for SCPD in the Village.
C. State Liquor Authority crackdown on underage drinking. 
D. Requesting places that serve alcohol get ID Scanners
that can detect fake IDs
E. Partnering with Governor Cuomo’s office as well as Legislator Kara Hahn
   to find solutions.
F. Meetings with Suffolk Police Department, 6th precinct inspector Reilly
for proactive engagement. 

We’re committed to making Port Jefferson Village a place where you can live, work, and play in safety. Our Code department is working hand in hand with SCPD to create a safe landscape for residents and visitors alike.
QUALITY OF LIFE INITIATIVES ARE RETURNING
Making the investment!
Some capital projects and initiatives that were on hold because of Covid are now moving forward…

• The Village Board just approved the Department of Public Works expansion project. This project will serve a multi-purpose function. In most instances, the expansion will act as a well-needed conference room for staff and the zoning and planning boards to operate. These boards currently hold their meetings at Village Hall. In emergency situations, the expansion will serve as a command center to the Village and be outfitted with technology to assist staff during the emergency. 

• We will be issuing a Request For Proposal (RFP) to install netting for the driving range at the Country Club.

• We will be issuing an RFP to refurbish the bathrooms near Rocketship Park.

• Beautification initiatives like the Art-based recycling structure have resumed.  

• Our bus trips have returned. The maiden voyage is the New York Botanical Gardens on August 18th, 9:00 am to 6:00 pm. Sign up at the Village Center.

PLANNING AND ZONING BOARD EACH SEEKING AN ALTERNATE MEMBER
Did you know that many major developments, building, and property decisions in the Village are made by resident boards- and that you can be one of those residents? The Planning Board and the Zoning Board are each seeking an alternate member. Alternate members participate as much as other board members but vote only in the absence of a current member. Read more about these Boards below:
The Planning Board is a 5 member independent board (2 alternates) that meets on the second Thursday of the month. Planning Board members are Port Jefferson Village residents with relevant experience in planning, engineering, architecture, landscape architecture, ecology, or similar fields to inform the board's discussions and decisions; members are appointed by the Village Board of Trustees. The Planning Board is charged with specific duties and responsibilities including: long-range planning; review of subdivision plans; holding public hearings and forwarding recommendations on proposed zoning changes; and reviewing major developments. Decisions made by the Planning Board are binding.
The Zoning Board of Appeals consists of a 5 member independent board (2 alternates) appointed by the Village Board of Trustees for a five-year term. The Board members review all applications based upon the Village Zoning Ordinances. All zoning designations are represented on a zoning map located at the Village Building & Planning Department along with a detailed explanation of each designation within the Village Code. The Zoning Board of Appeals listens to cases where relief from a code requirement or a variance is needed in order to grant a building permit, dimensional variances, Special Exceptions (Permits for various uses specified in the Zoning Ordinance). Commercial Certificates of Existing Use or where an interpretation of code is necessary.

The Tradition Continues
Our 2021 graduates were treated to a prom at the Meadow Club in Port Jefferson Station this year, which is different from the last 63 years. Since 1958 the prom has been held at the high school. I want to thank everyone for my re-election. I am grateful for the opportunity to continue to make this village better than it is now. That is my goal. I have a lot of unfinished business to do, and I am ready to get back to work for our village! Thanks again!

At the Country Club, we held the annual Mayor’s Cup tournament. We had 6 different flights and the following members are the winners: Bob Woods, Bill McCourt, Rick LaDoux, Daniel
Ricard, Dave McGilvray and Ray Sommerstadt. Congratulations gentlemen!

I am happy to report that the Country Club's membership is still increasing. Tennis has risen from 210 last year to 284 this year. Golf has expanded from 487 to 605. The course and the courts are in great condition. Great job to the
team that makes it all happen!

Things have pretty much returned to normal at the Village Center. All rooms are available for rent for meetings and parties. The Farmers Market is outdoor for the season. The Jill Russell stage at the Eastern end of the Jeanne Garant Harbor Front Park is now available for performances. Sign up at the Village Center.

Both East and West beaches are now open with lifeguard coverage 7 days a week. We now have a snack bar at East Beach.

There are numerous recreation, tennis, golf, camp, and swim programs available for youngsters and adults. Please check
our website or visit the Village Center for more detailed information.

I have noticed that many of the Kayak racks are empty and would ask that if you do not intend to use your space, please
notify Village Hall as we do have a waiting list.

Safety first!
Be conscientious about locking your car doors and securing your household doors at night. We still see reports of vehicles that were open and suffered a loss of property due to larceny. If you have a garage door opener in your car and leave the car open on your driveway, you’ve just given someone a way into your home. Be safe. Take some minor precautions so you don’t become a victim.

Land Stewardship
We can all make a difference, and we all need to make a difference in the declining habitat of our own area. We cannot control the over usage and overbuilding of land. BUT, we can control how and what we plant at home!
It is imperative that we plant to benefit our wildlife habitat! Planting native plants does that. These are just a couple of beneficial plants to start with:

• Coneflower
• Bee Balm
• Orange Butterfly Weed

Let’s all make a conservation effort and be a leader to other towns and villages. I always say" Flower Power," but the power is truly in the flower!

Our Animal Assistance Tip
Looking out for Bambi
Do not touch a baby deer under any circumstances. They are wild animals and should be left alone. The mothers give birth to them and leave them in a specific place. The mother can leave them for 18 to 20 hours at a time. You may even hear the fawn crying. They will do this around dusk to let the mothers know where they are and that they are hungry. In the event you feel that one has been injured or orphaned, or sick, only a licensed professional should evaluate. NEVER FEED IT ANYTHING (especially MILK!!!) You can leave a bowl of water nearby until a wildlife professional arrives.

Signs that a Fawn is sick or injured:
• Ear tips curling/hair standing up/sunken eyes (dehydration
• Flies on or around animal
• Lethargic or unsteady on feet
• Ticks around and in eyes
• They approach you

Exciting news! The Village has an official animal rescue representative…
Meet Lisa Jaeger of Jaeger’s Run Animal Rescue Inc. She is an NYS Licensed Wildlife Rehabilitator. Her focus is on the rescue and recovery of injured animals. Lisa also rescues injured wildlife for the STAR Foundation in Middle Island, Sweetbriar Nature Center in Smithtown, and the Evelyn Alexander Wildlife Rescue Center in Hampton Bays.  If you see an injured animal, call or text Lisa on her mobile phone (631) 828-9630 or email her at lisa.jaeger@elliman.com.

Summer is in full swing, the Beach Street Community Garden is thriving, the Independence Day parade was jubilant, and I hope that everyone is making the most of this vibrant season. It is truly refreshing to gather again, whether with friends at a restaurant or in Village Hall for the first in-person Board of Trustees and Planning Board meetings since early 2020. I look forward to personally meeting more residents at these meetings and around town- please stop and introduce yourself!

The Conservation Advisory Committee is beginning to discuss the addition of environmentally conscious building and landscaping standards to complement the Architectural Review Committee's update of the Village's Business District Guidelines. Using programs such as LEED and local, successful examples to start the conversation, the CAC aims to adapt appropriate guidelines to require future projects in the Village to consider environmental design as well as aesthetics.
Though COVID restrictions have largely loosened up, making it easier to travel, we are lucky to live in a Village with incredible entertainment, dining, and nature to enjoy daily in our own neighborhoods- especially during the summer. Speaking of fabulous local happenings, Port Jefferson's local nonprofit Hometown Hope is hosting their first annual Gala on July 31st from 6-10 pm at the Village Center. Hometown Hope supports fellow residents in times of need, with scholarships, and in celebration. This Gala will raise funds for all their local good doings and will feature food and drinks by local restaurants, live music, and raffles.

BEACH BASKET RIBBON CUTTING

Port Jefferson Village officials along with Relic Sustainability had a ribbon cutting ceremony for the grand opening of our beach cleaning stations. Legislator Kara Hahn, Brookhaven Town Councilman Jonathan Kornreich as well as Mayor Margot Garant, Trustee Kathianne Snaden, Trustee Stan Loucks and Trustee Kassay, who implemented this environmentally friendly initiative, celebrated with live music and a fun beach atmosphere.

These are people who bring their experience and dedication every single day.  When they say it takes a village, they’re talking about the people of Port Jefferson Village!
MEET JOE PALUMBO - Let me introduce you to Joe Palumbo, our Village Administrator. He manages the day-to-day operations of the Village across all departments, and that is no small task! Joe has quickly earned his reputation for being a highly effective problem solver. He has other reputations to uphold as well… His co-workers describe him as an effective communicator that thinks outside of the box. The position of Village Administrator requires a highly organized, punctual, and attentive person. Joe is exactly that and more! He has a perfect personality, skill set, and attitude to succeed in a demanding and robust position. He can expect just about anything to happen each day when he walks through the door! 

Joe runs weekly meetings with the department heads to go over any projects, programs, day-to-day maintenance, or work that each department may be working on. He also fields any challenges that residents haven't had addressed promptly. He has his finger on the pulse!

Joe's response to a question we've asked him reveals his dedication to achieving results…
US: What are the best things about your position?
JOE: I love overseeing the various projects that are going on in the Village and working with the different entities involved in those projects. I also enjoy the different challenges my position brings daily – no day is the same. I do my best to find a solution to any issue that may arise.

Joe also shared with us a little bit about himself. 
“I’ve always loved public service and believed that the Administrator position is a great fit for me given my experience. I truly appreciate working for this Village.”

His peers noted that he quickly became a team player and consistently displays initiative. Joe makes achieving difficult tasks a lot easier for those who work with him. 

So if you are ever in need of some assistance from Joe, you can rest assured that you will be in good hands!
• The conversion to LEDs lights that has been done will result in rebates and credits to
the Village from PSEG.

• The washout at West Beach has been repaired, resulting in restoring 5 parking spaces
to use during the beach season.

• Because of careful fiscal management, the Village didn’t lay off any employees through
the Covid19 pandemic. 

• The 6th Precinct Community Meeting is July 13th - 7:00 pm at 400 Middle Country
Road, Selden, NY. If you want to hear what is going on in the precinct or share your
concerns, this is the meeting for you.

SEE SOMETHING, SAY SOMETHING
Protecting our streets and parks is a top priority. Our 'See Something - Say Something' campaign is designed to make you a part of the solution. Signs are being posted throughout Main Street, in both uptown and downtown areas. The phone number of the supervising Code Officer is prominently displayed on each sign. We encourage residents to report any suspicious activity or other hazards. If you see something unusual or witness any concerning behavior, call (631) 774-0066. The Code Enforcement Bureau will secure the scene immediately, investigate the situation and work with SCPD. Our Code officers have a well-established relationship with SCPD. Many of them are retired, active or auxiliary officers. We also have security cameras on our streets. SCPD’s real-time crime center is tied into our camera system and can monitor them when necessary. All crimes are reported to Suffolk County Police. It will take all of us to be proactive and diligent to continue with the good work that has already been established.
