COVID-19 Retainer Payment Funding Guidance Webinar

CCOs Letter to Providers on Care Manager's Role
As requested by our Executive Directors, we advocated for relief from the CCOs regarding their direct contact to our program sites. Today, the CCOs sent this letter to residential providers, outlining the CCO Care Manager's role in contacting programs or individuals in the residential setting during the COVID-19 pandemic.

Interim Guidance Regarding Community Habilitation
The Office for People With Developmental Disabilities (OPWDD) published " Interim Guidance Regarding Community Habilitation." The guidance addresses the delivery of Community Habilitation via telehealth, temporary modification of the limitations on service location, delivery of service to students, supporting families through Community Habilitation, and Life Plan and Staff Action Plan (SAP) updates. The guidance also notes that Administrative Directive Memorandum (ADM) #2015-01 remains in effect.

Interim Guidance Regarding Care Planning Activities
OPWDD published " Interim Guidance Regarding Care Planning Activities." The guidance captures the various compliance requirements that are temporarily waived by Appendix K and Executive Order 202. Chapters should take note that COVID-19-related SAP updates are waived until sixty days following the cessation of the state of emergency.

Updated Unemployment Insurance and Recovery Rebate Fact Sheets
The Arc of the US provided an  updated fact sheet detailing the implications of Unemployment Insurance policy changes from the Coronavirus Aid, Relief, and Economic Security (CARES) Act for people on Social Security, SSI, and Medicaid. A dditionally, they have revised their  stimulus payment fact sheet to reflect that SSI recipients will now receive automatic payments. 

Updated CDC FAQ
Today, The Centers for Disease Control updated their COVID-19 Frequently Asked Questions, which contains an array of general information about COVID-19. 
 
Executive Order 202.18: Face Masks 
In addition to Executive Order 202.17, which mandates the of face masks by the general in settings where social distancing is not feasible, EO 202.18 states: " Any person utilizing public or private transportation carriers  or other for-hire vehicles, who is over age two and able to medically tolerate a face covering, shall wear a mask or face covering over the nose and mouth during any such trip; any person who is operating such public or private transport, shall likewise wear a face covering or mask which covers the nose and mouth while there are any passengers in such vehicle." As previously reported, t his EO also confirms that all gatherings and business and workplace restrictions and school closures remain in place through May 15.

Chapter Governance
We previously advised that annual membership meetings, which require a certain quorum of in-person members (20 or 50 depending on Chapter membership size), should be postponed, and that Chapters should carry over their current officers and board members until the in-person meeting restrictions are lifted. This is still an acceptable approach, but EO 202.18 makes clear that annual meetings for non-profits can be held remotely or by electronic means. If your Chapter wishes to conduct a remote meeting, you should feel free to proceed. Otherwise, the holdover method is also acceptable.
