Guadalupe County
On March 31, Guadalupe County established TX-PACE and entered into an interlocal agreement to join the Alamo Area Council of Governments’ (AACOG) regional PACE program. Guadalupe County is part of the San Antonio-New Braunfels MSA. Its county seat, Seguin, is a manufacturing hub, with over 30% of employees serving the industrial sector.
Hardin County
On March 24, Hardin County, located in the coastal plains of southeast Texas, established a TX-PACE program. Hardin County is part of the Beaumont-Port Arthur MSA. The county seat is Kountze. Hardin County is home to the Big Thicket National Preserve, the biological crossroads of North America. With 9 ecosystems, Big Thicket is recognized as a biosphere preserve by UNESCO.
Boerne, Texas
On March 24, the City of Boerne established its PACE program. Rich in history, Boerne, the county seat of Kendall County, was settled by Free Thinker Germans and is home to the oldest continuously organized German band in the world outside Germany. This beautiful Texas Hill Country destination is part of the San Antonio–New Braunfels MSA.
Fredericksburg, Texas
On January 21, the City of Fredericksburg entered into an interlocal agreement to join AACOG’s regional PACE program, bringing TX-PACE to the heart of Texas Hill Country. Historic Fredericksburg is on the National Register of Historic Places. Known for its wineries, food, and German heritage, Fredericksburg is also the birthplace of Admiral Nimitz and home to the world class National Museum of the Pacific War.
Leon Valley, Texas
On October 15, City of Leon Valley also entered into an interlocal agreement to join AACOG’s regional PACE program. Leon Valley, an independent city in Bexar County, is surrounded by the City of San Antonio and is also part of the San Antonio-New Braunfels MSA.

New PACE Project

Firsts in Waco
The Containery, a visionary mixed-use space in Waco, Texas combines a century-old vacant brick garage with 60 shipping containers to create 38,000 square feet on four stories of retail, restaurants, offices, event space and boutique hotel rooms. The $856,450 PACE assessment will improve the property’s energy and water efficiency with upgraded HVAC, roof insulation, windows, and plumbing and generate power onsite with solar PV panels. The Containery backs up to the Dr. Pepper Museum and is blocks from Magnolia Market and the Silos.

City of Dallas Sets The Standard
Congratulations to the City of Dallas, ranked 4th in EPA’s 2020 Energy Star rankings with 297 Energy Star buildings that avoided 188,000 MTCO2e emissions and reducing energy costs by $32 million in 2020.
Wheaton Engineering Engineers Life Saving Equipment
Long time TX-PACE supporter and Corpus Christi based industrial engineering firm, Wheaton Engineering designed a decontamination unit specifically adapted to limit the effects of COVID-19 on employees entering and leaving facilities. Originally designed for industrial plant access, this measure is easily adaptable to any facility including medical facilities, government offices, military installations, and emergency centers. Boerne Establishes PACE While Practicing Safe Social Distancing
The City of Boerne, TX became the first city to hold its PACE hearing remotely in response to COVID-19.

Texas PACE Authority is a nonprofit organization that advances Property Assessed Clean Energy (PACE) projects in Texas by administering a uniform commercial and industrial PACE program on behalf of local governments. This model approach ensures local governments can establish an effective TX-PACE program quickly and economically, providing a tool for property owners to invest in more efficient infrastructure.
Texas PACE Authority is committed to expand this vibrant program to every region in Texas, working with all parties – property owners, contractors, lenders, and local governments to bring energy and water improvements that are both economically sound and environmentally friendly. To date, 45 local governments have established TX-PACE programs reaching 60% of the Texas population.
