HOUSING FEASIBILITY STUDY
Ann Volz and Aejin (AJ) Yoon from Scion presented the findings of their feasibility study on campus housing. The goal of the study was to determine if there was a true demand for housing, and if so, what NVC's specific needs would be. Scion found that 80% of NVC's students and 60% of faculty and staff said campus housing is really important for recruitment and retention of students. Next steps include a forum for campus and community on May 8 and a final feasibility report to the Board of Trustees on May 9.

STATE OF THE COLLEGE/
ANNUAL REPORT
Dr. Kraft presented the college's annual report for fiscal year 2017-2018. The report provides an overview of some of the college's many accomplishments during its 75th anniversary year, and also commemorates the community spirit around the 2017 fires.

CURRICULUM CHANGES SPRING 2019
The Board unanimously approved curricular changes submitted for review and approval by the Curriculum Committee and the Academic Senate.

BOARD POLICIES
The Napa Valley College District is in the process of updating and revising its Board Policy Manual with the assistance of the Community College of California (CCLC) Policy and Procedure Service.

The Board heard first reading on the following policies:
BP 4100 Graduation Requirements
BP 5410 Associated Student Elections
BP 5420 Associated Students Finance
BP 5570 Student Credit Card Solicitation

The Board adopted the following policies:
BP 2510 Participation in Local Decision-Making
BP 5200 Student Health Services
BP 5210 Communicable Diseases - Students
BP 5510 Off-campus Student Organizations
DISTRICT REORGANIZATION
Vice Presidents Shearer and De Haro and Superintendent/President Kraft reviewed the changes to their respective areas as a result of reorganization. the changes were endorsed by the Board of Trustees.

ACCREDITATION MIDTERM REPORT
A Midterm Report is required of all institutions midway between comprehensive evaluation visits (in the third or fourth year). Dr. Wornall reviewed the Guidelines for Preparing Institutional Reports to the Commission.
LEGISLATIVE COMMITTEE
Trustee Jennifer Baker, chair of the legislative committee, introduced three pieces of legislation currently pending in Sacramento for board consideration. The board voted to support AB 612 : Addressing Food Insecurity
Increasing Access to the CalFresh Restaurant Meals Program; SB 173 : CalFresh Postsecondary Student Eligibility; and AB 1727 : Community colleges career development and college preparation courses, and directed staff to act in support of the proposed legislation.
Reports
SENATE AND ASSOCIATION REPORTS
Amanda Badgett (Academic Senate) reported that Academic Senate leaders had met with new trustees Goff and Dodd. The senate has approved revised bylaws and changes to its committee structure. The senate is accepting nominations for new officers and voting will take place on April 22.

Rafael Manzo (Associated Students of Napa Valley) was absent but Trustee Khawaja read Mr. Manzo's report. The ASNVC is considering what more they can accomplish before the end of the semester.

Jan Schardt ( Union of Classified Professionals) introduced Valerie Mull, the newly elected president of the Classified Association. 

Kristie Iwamoto (Faculty Association) reported that full-time faculty hold office hours; however, adjunct faculty are not paid for office hours, so they typically don't offer them, reducing student access to instructors. She encouraged the district to consider paying adjunct instructors for office hours. 
PRESIDENT'S REPORT
Dr. Kraft invited the board to join him at the Napa County Board of Supervisors meeting on April 16 to accept a proclamation naming April Napa Valley College District Month. He also mentioned the Puente Program's recent 15th anniversary celebration and the Phi Theta Kappa Awards Ceremony in Sacramento. He also mentioned the impending deadline for nominations for the McPherson Distinguished Teaching Award as well as the upcoming Founder's Day celebration on April 25.
