Governor Sisolak Announces Roadmap to Reopening
On April 30, Governor Sisolak announced the unveiling of the “ Nevada United Roadmap to Recovery ”, a broad-based plan to address the phased loosening of restrictions and phased reopening of certain non-essential businesses across Nevada.

Under the expanded stay home order issued on April 29, the current “Stay Home for Nevada” phase is extended through May 15 or such time as the state meets predetermined public health criteria. These criteria include 14 days of continually decreasing trends in COVID-19 hospitalizations, sufficient hospital and PPE capacity to maintain more than crisis standards of care, sufficient testing capacity for symptomatic patients, an expanded contact tracing workforce and the ability to protect vulnerable populations and minimize outbreaks in special settings like health facilities and nursing homes. Hospitalizations have already begun a downward trend, the State’s testing capacity has been increased significantly and the Battle Born Medical Corps volunteers, along with other health professionals are preparing plans to conduct aggressive contact tracing.

Undertaking Phase 1 or “Battle Born Beginning” will focus on limited reopening of certain businesses and activities while maintaining certain social distancing measures. While many nonessential businesses will be voluntarily reopening under strict limitations, bars, nightclubs and large public events. During this phase, Counties will be empowered to work on enforcement and guidance as most appropriate to their locality. This phase is anticipated to last 2-3 weeks as local governments focus on monitoring and reporting of new COVID-19 cases and the overall status of public health.

Phase 2 or “Silver State Stabilization” will focus on broader opening of commercial and retail businesses while offering looser restrictions that still prioritize some level of social distancing. This will be accompanied by robust contact tracing, data reporting and point-of-care testing to measure the effectiveness of relaxed regulations.

Phase 3, titled “On the Road to Home Means Nevada” will focus on the ability to ease restrictions on mass gatherings and lift the travel advisory to allow modified operations to accommodate nonessential travel. Public health focus at this point will be on the availability of a robust “sentinel system” to quickly identify and respond to cases as they are reported.

Phase 4 “Our New Normal” will indicate the return to normalcy, but under increased hygiene and public health awareness conditions. During this final phase, it is anticipated that social distancing recommendations will be removed, and most businesses will return to operating at normal, or near normal capacities.

Across the span of these planned phases, gaming operations will remain subject to the authority of the Gaming Control Board and will reopen under GCB oversight.

Local Government Announce Loosening Restrictions
While the Governor’s Stay at Home order has been extended through May 15, several local governments have announced that they are loosening restrictions in several limited categories. These categories are all covered by the latest directive issues by the Governor on April 29. Below are listed the loosened restrictions by jurisdiction.

Clark County - “Per Gov. Steve Sisolak's latest directive, effective Friday, May 1, Clark County will reopen all of its tennis courts, pickle ball courts and disc golf courses throughout the Las Vegas Valley.”

City of Las Vegas - “The city of Las Vegas will now allow curbside pickup of retail items, packaged liquor and cannabis. Beginning tomorrow, the city will issue free permits for the city’s package liquor and marijuana dispensary licensees that will allow these businesses to offer curbside operations under the governor’s latest direction. City staff will reach out to these businesses to let them know of the changes.”

City of North Las Vegas - “City staff will be reaching out to businesses to notify them of the updated directive. The directive allows non-essential retail businesses to resume retail sales on a curbside or home delivery basis only, beginning May 1. The City has also extended, by 30 days, the temporary licenses allowing liquor stores to deliver packaged alcohol and restaurants to sell alcohol in conjunction with to-go and delivery food orders.” Additionally, golf courses, tennis and pickle ball courts will all be reopening Friday.

City of Henderson - The City of Henderson will be allowing nonessential businesses to resume on Friday, provided they operate on a curbside pickup and delivery model. Temporary curbside pickup for liquor and marijuana will continue to be allowed. Henderson will also be opening golf courses, tennis and pickle ball courts within their jurisdiction.
