The health, safety and welfare of our property owners, residents, employees, visitors and businesses are priority one for Hot Springs Village. We encourage social distancing or sheltering in place to prevent COVID19 from spreading in our community.    
 
We also encourage supporting local businesses as can safely be achieved.  Several are offering delivery services, online services, gift certificates and other creative methods to serve their customers and we applaud their efforts.

State of Arkansas
Today, Gov. Asa Hutchinson said there have been 1,620 positive cases of COVID-19 in Arkansas. Of those, 548 have recovered. As of Thursday at 2:30 p.m., 37 people in Arkansas have died from the virus. Of the active cases, 85 people are hospitalized and 21 are on ventilators.  
 
In Arkansas, 223 health care workers have tested positive for the virus, of which 81 have recovered. There have been 118 cases among nursing home residents and 28 nursing homes in the state are being investigated.
 
Hutchinson said that there have been 150,000 new unemployment claims since March 7. He said that tomorrow he is meeting with his advisory board on post-peak recommendations as far as doing business again in Arkansas. He said he will also be joining other governors on a call with President Trump as far as reopening America.

A statewide map is available that shows national, state and county numbers in regards to COVID-19. As of April 16 at 2:30 p.m., the United States deaths attributed to COVID-19 are 30,920.

From the Board 
During the Special Board Meeting on April 15th, new board members Lloyd Sherman, Tucker Omohundro, Kirk Denger and Dick Garrison took their oath of office, joining continuing board members Diana Podawiltz, Tormey Campagna and Nancy Luehring.
 
Congratulations to Diana Podawiltz who was elected Chair, Lloyd Sherman who was elected as Vice-Chair, Marcy Mermel who was elected Secretary and appointed Parliamentarian and Daniel Aylward who was elected Treasurer.
 
When elected, Chair Podawiltz paused to share a heartfelt message with the group and all the YouTube viewers, first quoting one of the Association's attorneys that said the Board's primary responsibility was to be informed, ask the hard questions, and encouraged the new Directors to "turn over the rocks".
 
Podawiltz continued reassuringly, "We are a new board, it's a new time of governance for the Village. We have a lot of work that needs to be done post haste in order for us to be effective. Much of this involves committees, their work is an integral part of the success of HSV."
 
To that end, Podawiltz has called a Special Meeting for Monday, April 20th at 2:00 pm for four purposes:
  1. To discuss committees and related matters
  2. To review and possibly revise the job descriptions of our officers
  3. To discuss the necessity of the Retreat as we will soon be meeting in two discussion sessions each month plus our regularly scheduled board meeting
  4. To direct the Treasurer to prepare, with the help of the Finance Committee, a restated budget covering the period of June/July 1 through December 31, 2020.
The meetings will not be open to in-person viewing by the public to reduce possible exposure and spread of COVID-19. This Special Board Meeting will be live-streamed on the POA's YouTube channel at  https://www.youtube.com/user/HSVPOA.
 
Recreation

Hot Springs Village POA is working to provide additional recreational activities and online resources for our residents while we practice social distancing in accordance with CDC guidelines.

Saline & Garland Counties 
Saline County officials continue to review the impacts of COVID-19 on the 2020 County Budget. Significant revenue decreases should be expected in the following two areas:
  • County Road Funding: Less gasoline is being purchased, thus fewer gasoline tax dollars are being collected by the Arkansas Department of Transportation. A portion of these tax dollars gets passed down to the County Road Departments for local road projects.
  • County General Funding: Less State Sales Tax is being collected. This will directly impact the amount of State Turnback Funds provided to each county for general operations and services.
The bottom-line is that there will be reductions in road work and potentially to other County Services.
 
As of Thursday, 36 people have tested positive for COVID-19 in Saline County and 450 have tested negative. Of those testing positive, 13 have recovered. The total number of people who have died in Saline County remains at one.
 
In Garland County, 105 people have tested positive for COVID-19 and 1,266 have tested negative. Of the people infected, 43 have recovered. There have been no deaths resulting from Garland County cases.
