FEMA Grants 
Many Chapters have asked about the availability of FEMA grants. Guidance and information about these grants can be found below, including: 
Some of our Chapters have already applied, and we believe Chapters can and should be doing this individually. We will continue to supply you with additional information as it is received. 

Mid-Size Business Lending Program: Newly Announced 
Recently, a second phase of federal loans was announced for mid-size businesses with up to 10,000 employees. Unfortunately, unlike the Paycheck Protection Program, these are truly loans. Forgiveness based on employee retention is not a feature. In addition, the loan rates are adjustable, and the rates exceed our Key Bank borrowing rates by between 0.25% and 1.75%. If you are interested in one of these loans, please contact Kate Jerian or Cyndi Borozny. More information regarding the Main Street Lending program can be found on the  Federal Reserve's website.

Matilda's Law
The Governor announced "Matilda's Law" several weeks ago in conjunction with his New York State on PAUSE order. Unfortunately, virtually no guidance was provided on Matilda's Law beyond the initial the press release. It is clear that this is a directive for individual citizens, rather than employers. This being said, several Chapters have received calls from the New York State Attorney General's Office inquiring about compliance and communication regarding Matilda's Law. To that end, we have solicited several samples from Chapters and provided a template memo to staff for your use. Several of the samples included an employee sign-off feature. We do not think is necessary, nor would we recommend asking employees to self-disclose their age or underlying medical conditions. Please feel free to use the template as you see fit. 

OPWDD Guidance on Return of Residents After Hospitalization 
On April 10, OPWDD issued an advisory titled "Hospital Discharges and Admissions to Certified Residential Facilities." We were surprised to receive this advisory, as our understanding, as recently as Friday, was that DOH would be working with a group of our medical directors to develop such guidance.  The Guidance clearly states that certified residences are not to deny readmission from a hospital based solely on a confirmed case of COVID-19 or a suspected diagnosis of the same.
