Public Council Sessions
Council is back in session in September, with the first session being held on
September 4th
and dealing with business issues. The second Council meeting in September will take place on September 18th
and will see discussion on our programs and services and strategic priorities. Council sessions begin at 6:00 p.m.

The much loved Water Wheels floating wheelchair has been removed from Heather Beach for the 2019 season. It will return next summer when the beach is once again supervised.
The accessible beach mat will remain at Heather Beach until mid-September, with the exception of being removed in times of impending storms (like Tropical Storms Erin and Dorian)

Tropical Storms and Impact on Cumberland County
Recently over 100 mm of rain fell across most of Cumberland County with the Parrsboro area receiving the most in the Province with 171.1 mm. Most of this rain (130 mm) fell in just 5 hours. That is a month of rain in 5 hours which overwhelmed culverts and water ways. Many roads were impacted requiring early morning response from Parrsboro Public Works and Nova Scotia TIR.
Water levels are much higher in our streams and rivers now and we are poised to get hit again from Hurricane Dorian. Dorian is expected to be a post tropical storm by the time it gets here which would see a similar amount of rain across the area however more generally in excess of 100 mm. With the rivers relatively full, another large amount of rain could see more wide spread road washouts and flooding near the streams and rivers.

Suggestions to Prepare for a Tropical Storm
- Stay tuned to your local media and Facebook pages regularly for instructions and updates.
- Familiarize yourself with some of the facts behind tropical cyclones through Environment Canada.
- Check that your emergency survival kit is complete and have it on hand.
- Clear your property of all loose items and bring outdoor furniture, children's toys and gardening equipment inside or under cover.
- Secure boats. Move vehicles/bicycles under cover.
- Fill buckets and bath with water (in case your water supply gets cut off).
- If you are prone to water in your basement move items from the floor to shelving.
- Check your sump pump to ensure its working properly.
- Know your route out if flooding occurs.
- Do not drive across flood roadways.
- If flooding occurs or you have to leave, make sure you share your situation with someone.
Afterwards
Protect your health, your house and your belongings when cleaning up after a flood:
- Avoid electric shock by turning off power to the flooded area.
- Sewage contains bacteria and viruses that can make you sick. Be careful when cleaning up. Protect any cuts or sores from getting infected.
- Wear rubber gloves, rubber boots, goggles, and coveralls. You may also need a mask.
- Wash all surfaces with hot water and liquid detergent, rinse and thoroughly dry and ventilate the area. Sanitize walls and floors.
- Where possible, open windows and doors to provide fresh air.
- Keep pets and children out of the affected area until cleaning is complete.
- Have the water removed within 48 hours to lower the chance of mold growth.
- Contact your insurance agency and document the event.
Remember 72 hour Emergency Preparedness.

- Get an emergency kit prepared.

The Municipality received notice from the Office of the Fire Marshall that there are proposed amendments to the N.S. Building Code Regulations in regards to the construction of tiny homes. Vicki has worked for the Municipality as the Recreation & Physical Activity Coordinator for almost 12 years. She has a Bachelor's degree in Recreation Management from Acadia University.

RBC Future Launch Community Challenge
As a partner in the Community Foundation of Canada Granting Program, Rural Communities Foundation of Nova Scotia is joining the RBC Future Launch Community Challenge. RCF is offering grants of up to $15,000 to five youth-led projects in rural Nova Scotia that address diverse and urgent local priorities.
The RBC Future Launch Community Challenge will enable youth to apply for funding to support their bold ideas to address urgent community priorities. It is an opportunity for young people to lead, learn new skills, gain experience, and build relationships in their local communities - all things that will help them prepare for the future of work. Later this year, RCF will also bring youth and community members together for 'Vital Conversations,' community dialogue focused on creating a better future together.
Deadline for applications is September 18, 2019.

Wellness Funds are for non-profit groups working to improve health in their communities and must address the health priorities identified by the Community Health Boards (CHBs) in their current community health plan. Over the past decade, the delivery of health services in this province has been shifting from a primarily hospital-based model of care to a health promotion, or population health based approach. This model of care seeks to maintain and improve the health of people and the communities in which they live through partnerships, and by addressing those aspects of a person's life that determine their health.

Enabling Accessibility Fund - Youth Innovation Component
The Enabling Accessibility Fund (EAF) is looking for dynamic youths who want to demonstrate leadership and their commitment to their communities by volunteering their time to build a more accessible Canada.
The EAF Youth Innovation Component provides an opportunity for youths to have a direct impact in the lives of people with disabilities by addressing accessibility barriers in public spaces or workplaces within their community or surrounding communities. Through this work, youths create greater awareness about accessibility needs and encourage organizations to apply for EAF funding to address existing accessibility barriers and build a more inclusive and accessible Canada.

Community ACCESS-Ability Program
The Community ACCESS-Ability Program reflects the Government of Nova Scotia's commitment to persons with disabilities by providing equal opportunity and improved access to community facilities. This program offers cost-shared grants to community groups for accessibility related capital improvements.
The grants may cover up to two-thirds of the direct and indirect costs of renovations, installations, and/or equipment. The sponsoring organization must raise at least one-third of the funding from other sources. Organizations can receive funding for one project per year under the program.
Who can apply?
- Registered non-profit society/cooperative in good standing
- Federally incorporated non-profit organization
- Nova Scotian Mi'kmaw Band Councils
- Municipalities
Applications are currently being accepted for 2019-2020. All projects must be completed by the end of the fiscal year, March 31st, 2020.

Age-Friendly Communities Grant
The Age-friendly Community Grant Program provides funding up to $25,000 for projects that lead to more age-friendly communities. Projects funded through the program help advance the goals outlined in Shift: Nova Scotia's Action Plan for an Aging Population.
Projects must fall into one of two broad categories:
- Age-friendly community planning: Consultation and community planning initiatives that result in robust action plans and age-friendly communities. These planning initiatives must be in partnership with local government and include consultation with and engagement of older adults, the broader community, and key stakeholders.
- Community projects: Innovative projects (could be collaborative) to develop and/or implement programs, services, resources or events that support active, healthy living; help older adults stay connected to community life; maximize the economic and social contributions of older adults; and increase social interaction and community involvement among older adults.
Applications will be accepted on an ongoing basis until 20 January 2020.

Terry Fox Run - Amherst
The annual Terry Fox Run to raise funds for Cancer Research is coming up! The event in Amherst takes place, Sunday, September 15, 2019. The Run is being held at Dickey Park and registration opens at 9 a.m., with a start time of 10 a.m. You can register to walk/run or bike a 5k or a 10k. This event is pet friendly so your fur friends are welcome also!!

Older Adult Fitness Leader (OAL) Course
Learn to teach cardio, strength, & stretch classes to older adults of varying levels of fitness.
Date: September 28 & 29, 2019
Time: 9:00 - 5:00 each day
Course Conductor: Sheila Rafferty
Location: NSCC, Truro Campus
Room 229, Forrester Hall
Exams: A written and practical exam are required to complete this course. Full certification also required completion of Exercise Theory and a 1st Aid & CPR certificate. All NSFA written exams will be done at the end of January 2020 (date to be confirmed) in Halifax at Mount St. Vincent University. If you cannot write at that time or location, a private exam proctor can be arranged for you. Practicals will be arranged between the student and the course conductor.
