ENVIRONMENTAL SERVICES CHANGING OFFICE HOURS
On Monday, February 10, the Environmental Services Department office hours will change to 7 am to 4 pm. T he change is being made to the office hours to align with the hours of the Environmental Control Division who operate from 7 am to 4 pm, and the Collections System Division and Reclaimed Water Division who operate from 6:30 am to 3 pm. The level of service we provide will not change. The current practice for after hours emergencies will continue. Customers that need to report after hours emergencies will be directed, by our telephone system, to call the police dispatch line who will be in touch with the on-call technician.

EL DE ORO NEIGHBORHOOD - AGING INFRASTRUCTURE
Residents from the El De Oro neighborhood have recently reached out to the City of Largo to request that City staff evaluate the failing stormwater assets in their neighborhood.  The Engineering Services, Environmental Services and Public Works Departments will work together to evaluate and correct any safety hazards, or situations that could lead to a sanitary sewer overflow or flooding.  A similar effort to this occurred in 2015.   That work was intended to serve as interim repairs for a larger multi-million dollar capital project that will replace the neighborhood's entire stormwater collection system and roadways. City staff forecast this unfunded Capital Improvements Program (CIP) project to be scheduled for construction in 2026. In the mean time, Engineering Services staff will work with the El De Oro Homeowners Association to ensure all known hazards are identified and corrected using the multiple Department approach.

2020 MUNICIPAL GENERAL ELECTION
The election will take place on November 3, with projected qualifying dates of July 16-30. Offices subject to election in 2020 are Seat 3, Seat 4 and Mayor. As of this writing, the following candidates have opened campaign accounts:

REDEVELOPMENT OF CLEARWATER TRAILER CITY
A Development Order was issued on January 29, to allow for the redevelopment of the Clearwater Trailer City Mobile Home Park located at 1650 Clearwater-Largo Road N. The Development Order will allow for the construction of ALTA Belleair Apartments, five 4-story buildings with 255 total dwelling units, parking, associated landscaping improvements and a public connection to the Pinellas Trail from Clearwater-Largo Road. This project received an Affordable Housing Density Bonus Agreement that provided them a higher density in exchange for 38 units in the project to be leased as Workforce Housing for a 30 year term.

OUTDOOR CAFE COMING TO LITTLE SAIGON PLAZA
A Small Scale Site Plan Approval Memo was issued on January 3 to convert an existing detached 1,200 sq. ft. storage building at 14100 US Highway 19 N, into an outdoor cafe with approximately 1,600 sq. ft. of outdoor seating.

IMPROVEMENTS COMING TO SMALL MOVES PROPERTY
On January 24, a Small Scale Site Plan Approval Memo was issued to reconfigure an existing onsite drainage swale and to develop two pervious (i.e., crushed shell) parking areas to accommodate six (6) oversized trucks and ten (10) new standard parking spaces to service the existing business located at 2960 East Bay Dr. Improvements will also include a 6 ft. high opaque PVC fence and landscape buffers along the northern property boundary abutting Residential Low (RL) and a streetside landscape buffer along East Bay Drive.

CHARTER REVIEW COMMITTEE
The application process for the Charter Review Committee began on Wednesday, January 22, after City Commission approval of Resolution No. 2252, which established the committee. As of this writing, 20 applications have been received, with two having been disqualified. The application period will close on Friday, February 14 and the appointments will be made at the February 18 Regular City Commission Meeting. This week's Largo Leader contains a front page article and full color ad for the Charter Review Committee. Copies of the applications will be provided with the agenda memo for this meeting.
