Legislative Process

In support of our advocacy focus on you, managers and management companies, this week I spent time testifying in front of the Senate Judiciary Committee in opposition of SB 323 (Wieckowski) , commonly known as the Elections Bill. Click the link for easy reference to the Bill. After what appeared to be promising questions from the Committee Members, the Committee did pass the vote to move the Bill to Senate Housing Committee. We also met with Senator Wieckowski’s senior legislative staff and separately with senior staff in the Senate Housing Committee to discuss our concerns on the Bill. While it’s not clear if the Senator will consider our proposed amendments and make the appropriate compromises in the Bill, we did make our concerns, as well as our opposition of the Bill as it’s currently written very clear. Depending on if he addresses our concerns in any amendments, I will be back in the Capitol on the 22 nd of April to testify in front of the Senate Housing Committee.

While in the Capitol, I also made time to meet with senior legislative staff and the sponsor of AB 670 (Friedman and co-sponsored by Wieckowski) , commonly known as the Accessory Dwelling Units (ADU). Click the link for easy reference to the Bill. We raised a number of concerns in this Bill, and the author was very open to our discussions and suggestions. Based on Governor Newsome’s agenda to address the housing challenges in California, it is anticipated this Bill will pass, so we are drafting language that could better assist you in working around this Bill.

In cooperation with our colleagues, and to further help you in the transition of documents when taking over new clients, we are co-sponsors with CAI on SB 434 (Archuleta) . This Bill addresses the needs of a management company to obtain, or turnover, documents and Association records upon transitioning of that account. In our discussions, we have been successful in adding language that better protects you.

Interested in these Bills, or any Bills under current statutes or pending, please click here for an easy link. I encourage you to follow some of this as some potential Bills could have an impact on your management and the clients you manage. I will certainly keep you informed as we move forward through this political process.

Proctored Exams Reintroduced

As part of our efforts to continuously provide the highest level of education offered to you in your local area, we are returning to proctored exams. As our credential courses go through revision, the proctored exam will replace the current online format. Whenever possible, the proctored exam will be built into the class session as our instructors will serve as the exam proctors. In addition, the exams will assess the application of knowledge rather than simply recalling course information. In this way, the CCAM certification will truly represent the confirmation of skill competencies that have been identified for community managers practicing in the state of California.

Proctored exams have been launched for both the Foundational Ethics and the Advanced Ethics courses. The exam may be submitted through a link provided during the class session or by completing a paper version, the template for which is included in the Student Notetaking Guide. Exam scores will appear on your Certification Status Report within 2 weeks of taking the exam. In the event a retake is needed, arrangements are to be made with Patty Sedia, our Education and Credentialing Administrator. You can reach Patty by phone (949-340-6812) or email ( psedia@cacm.org )
