Legislative Update -

H0380 - Idaho's conformity bill was sent to the full House with a Do Pass recommendation today. Here are the specifics it covers:
  • Medical expense threshold reduced back to 7.5% of AGI on Schedule A
  • Mortgage insurance deduction
  • Mortgage debt relief excluded from income
  • Tuition expense deduction
  • Energy efficient commercial building
  • Support contractors for armed forces
  • Investment Tax Credit for energy property
  • Foreign subsidiary expense deductions
  • 5-year cost recovery for energy property
  • Increase age of mandatory distributions 70.5 to 72 years
  • Payment of student loans are now a qualified 529 withdrawal
 
This bill updates Idaho Code section 63-3004 , to January 1, 2020. Once it passes the House, it should get through the Senate fairly quickly, and be passed by mid-month. But I don't want to jinx it.

If you are interested, you can watch/listen via Public TV. All committee meetings are streamed, but two favorites are House Revenue & Taxation and Senate Local Government & Taxation .
