Hot Issues 

Paycheck Protection Program
Today, the President signed the Paycheck Protection Flexibility Act, which lowers the amount of the loan required to be spent on payroll from 75 percent to 60 percent, and extends the time to spend PPP funds from 8 weeks to 24 weeks.

Entertainment
Studio executives and entertainment industry unions released
  recommendations for safety protocols and guidelines as many look to returning to set. These recommendations include prohibiting buffet-style food service, requiring masks for live audiences and having a COVID-19 compliance officer on every set.

Employment
The most recent jobs report shows that the unemployment rate has fallen from 14.7 percent in April to 13.3 percent in May, providing relief from more dire predictions of the jobless rate reaching 20 percent. The Bureau of Labor released statistics that shows 2.5 million jobs were added during the month of May.

Food Delivery Apps
The Los Angeles City Council moved forward with a motion which caps the maximum delivery fee that third-party food delivery companies can charge at 15 percent. The motion also prohibits delivery companies from charging restaurants more than 5 percent for using their services.

California Budget
The California State Legislature announced its own budget plan as an alternative to the Governor's which seeks to address the state's expected $54 billion deficit. The Legislature's plan aims to work with Congress and the White House to receive more federal aid and avoid cuts to state programs.

Elections
Governor Gavin Newsom signed an Executive Order giving California counties permission to limit in-person voting for the upcoming November 3 elections, under the condition that they also offer at least three days of early voting.

Legal Cannabis
Governor Gavin Newsom warns that the economic impacts of the COVID-19 pandemic could result in declining sales in the legal cannabis industry and reduce state revenue from the cannabis excise tax.



City Attorney Mike Feuer Speaks About Leadership During Crisis at VICA After Dark


On Thursday, Los Angeles City Attorney Mike Feuer joined VICA for a Virtual VICA After Dark during a decisive moment in the history of the city and the country. Amid ongoing protests, Feuer commended those participating in peaceful demonstrations and underlined the importance of their message of justice and accountability. 

The City Attorney discussed his office's work on enforcing the Safer at Home order to keep Angelenos safe and make a fast and safe reopening more viable. "Education is our mantra," Feuer said, stating that his office has made nearly 1,800 calls to explain the Safer at Home guidelines to business owners trying to navigate them. In the vast majority of these cases, businesses complied without further need of intervention.

The City Attorney then spoke about his office's work on tackling consumer safety during the pandemic. This included efforts against the price gouging of protective products, the sale of fake test kits, and false advertising of alleged cures for COVID-19. Feuer thanked Amazon for their cooperation in going after price gouging and misleading information on their platform. Feuer focused on the hopeful aspects of all concurrent crises, referring to Angelenos volunteering to clean up damages from vandalism. "This is the best of Los Angeles," he said, "a resilient city, a hopeful city, where we all stand up for each other."

PPP Loan Forgiveness in VICA University Webinar

On Wednesday, ColLAborate owner and co-founder, Nicole Kuklok-Waldman, led this week's VICA University Webinar on Paycheck Protection Program (PPP) Loan Forgiveness. Webinar participants learned about the most important aspects of the PPP Loan Forgiveness, such as spending within 56 days of receiving the PPP loans and the provision that 75 percent of the PPP loan should be used for employment purposes. The step-by-step application process was also explained to help improve the understanding for the PPP loan forgiveness process.

However, it should be noted that President Trump signed the Paycheck Protection Program Flexibility Act earlier this morning. The major provisions of the Paycheck Protection Flexibility Act includes the following:
  • Extends the time period in which borrowers must spend their PPP loans from 8 weeks to 24 weeks.
  • Lowers the percentage of loan proceeds that must be spent on payroll from 75 to 60 percent.
  • Extends the loan coverage period from June 30 to December 31, 2020.
  • For the portion of the loan that isn't forgiven, the measure extends the loan term from 2 years to 5 years.

COVID-19 Legal Developments

VICA invites you to join Civil Justice Association of California and VICA as we co-host this legal update for employers on new COVID-19 California and federal workplace laws.

Oppose Arbitrary Regulations on Health Care Affiliations
VICA opposes Senate Bill 977 (Monning), which would 
create excessive regulations for obtaining Attorney General approval for health care arrangements. Health care affiliations and joint partnerships play a major role in keeping health care accessible. Affiliations provides hospitals the resources needed to improve patient outcomes and are often used to rescue quality clinics and hospitals at risk of closing due to financial difficulties. SB 977 would endanger these affiliations by giving the Attorney General sole discretion to determine the criteria for approving health care acquisitions and affiliations. Because of the risky nature of these agreements, providing a level of certainty helps hospitals and health care providers mitigate those risks. However, SB 977 would create uncertainty, increase costs, and severely delay transactions needed to improve clinical services and rescue hospitals facing financial troubles. As a result, access to quality health care services would be heavily restricted.

VICA Joins U.S. Chamber of Commerce's Initiative for Addressing Inequality of 
Opportunity


Today, VICA is proud to join the U.S. Chamber of Commerce's National Initiative to Address Inequality of Opportunity. As the nation reflects on the current injustices that exists as shown in the death of George Floyd, this initiative aims to further the dialogue and explores how inequalities can be addressed through  education, employment, entrepreneurship, and criminal justice reform. This is an issue of grave importance and one we cannot stay silent on.
