We have also included additional resources for you to consider regarding requests for Personal Protective Equipment (PPE).  Note: as of the writing of this email, Vaya sent out an Urgent Provider Bulletin which we have also included below.

Dear Governor Cooper:

As a follow up to our letter submitted on March 22, 2020 requesting your action to strengthen social distancing guidance, we now ask that you issue an immediate order to Shelter in Place.

After briefing with all hospital systems throughout the State earlier today, it's clear that the cases are increasing at a rapid rate. Personal protective equipment and supplies are running low in nearly every region of the State.

We cannot afford to be led by a false sense of security created by a low number of confirmed cases. We do not have the luxury to think and act based on human time. COVID-19 follows its own timeline and pathway.

Because of limited availability of tests and high-throughput technology, we do not have the data to fully understand the magnitude or timing of the surge. We expect to see a continued multiplying effect until the
state implements a Shelter in Place directive. It is imperative that we move quickly, as it will take at least two weeks after a shelter in place order is issued before we see a change in the trajectory of cases. Hospitals and physicians throughout the State believe this is the only resort left to immediately impact the growth and spread of the virus.

APPENDIX K APPROVAL FROM CMS
In response to concerns regarding COVID-19, N.C. DHHS sent an Appendix K application for approval by CMS to be effective March 13, 2020, that would allow for exceptions to existing waiver rules for the N.C. Innovations, TBI, CAP-C and CAP-DA waivers. CMS has granted the authority to move forward with the requested flexibilities as described in Appendix K, effective March 13, 2020.

ACCESS LIFELINE - FREE WIRELESS PROGRAM
We have received questions from providers about how Vaya members can access smartphone services for telehealth purposes. The below information from Access Wireless could assist eligible members. Please note that this service is not available for members in Macon and Yancey counties. 
 
The Access Lifeline Assistance Program provides customers with a free monthly allotment of minutes/text messages or data each month. Customers may also receive a mobile phone free of charge.
 
Vaya members may qualify for Access Lifeline if they participate in one of the following assistance programs:
 
  • Medicaid
  • Federal Public Housing Assistance (FPHA) or Section 8
  • Supplemental Nutrition Assistance Program (SNAP/food stamps/food assistance)
  • Supplemental Security Income (SSI)
  • Food Distribution Program on Indian Reservations
  • Head Start (meeting income qualifying standards)
  • Bureau of Indian Affairs General Assistance
  • Tribally Administered Temporary Assistance for Needy Families (TANF)
  • 135% of Federal Poverty Guidelines
  • Veterans or Survivors Pension
