MGPEC Annual Meeting  The Metropolitan Government Pavement Engineers Council (MGPEC) had a successful annual meeting on January 27.  Tom Peterson provided a brief Industry Outlook Presentation  during the opening general session.  This was followed by breakout sessions on  Asset Management  (Mike Skinner) and a panel presentation on Project Testing & Acceptance (Tom Clayton).

2019 Local Agency Pavement Condition and  Funding Summary Data Available!    CAPA has published the 2019 Local Agency Summary Pavement Condition Report and it is available to download from the CAPA Website . Across the state there are 88,000 lane miles of asphalt and Local Agencies are responsible for funding and maintaining 74% of that network (over 65,000 lane miles). Seventy-nine agencies have provided street funding and condition data in the 2019 edition. Of the agencies that reported both 2018 and 2019 data, 61% reported an increase in their streets budget (+55.5M), 3% reported the same budget and 36% reported a decrease (-$20.6M) with an overall net increase of $34.8M to streets programs statewide. Budget data also indicates that Capital Project spending is up +22% (up from 21% increase in 2018), Mill & Overlay programs have increased +11% (down from 19% increase in 2018) and Maintenance Programs have increased +209% (up from 12% increase in 2018). Longtime NAPA President Retires  Congratulations to NAPA President Mike Acott on his retirement.  Mike was recognized for his service to the industry during the NAPA Annual Meeting on January 18 - 20, 2019.  Mike served as President of NAPA from 1992 - 2019 and was instrumental in many advances in asphalt technology.
   We wish Mike all the very best in retirement.

Jim Wilkins, October 27, 1940 - January 30, 2019
Longtime Wagner Equipment Sales Manager James C. (Jim) Wilkins passed away on January 30, 2019.  Jim was very active in CAPA and the asphalt industry.  He served on the CAPA Board of Directors and Annual Conference Planning Committee for many years.  He was a very kind person who brought joy to all of those he worked with.  He will be greatly missed.

Upcoming Joint CAPA/CDOT AIF Technical Meeting:      
AIF Meeting, 1pm - 3pm, Tuesday, Feb. 26, CDOT N. Holly.  To be added to the meeting notice list, contact Tom Clayton.  The meeting is open to all CAPA Members.  

The Thin Lift Technical Task Force met on Wednesday January 16th. The specification was altered a bit and the definitions  of road conditions were discussed and approved. CDOT will make the necessary edits to the spec and send it back to CAPA for comments prior to presenting it to the MAC for final approval and then on to the Joint Specifications committee

Congratulations to former CDOT Pavement Design Engineer Jay Goldbaum.  Jay (seated in photo) has retired from CDOT after serving for over 25 years.  He has accepted a position with Rocksol.  We wish Jay all the very best.  CDOT has announced that Melody Perkins has been promoted to the Pavement Design Program Manager position.
Lew approved as new executive director of CDOT
A former aide to President Barack Obama has been approved as the new executive director of CDOT.   The Colorado Senate approved the appointment of of Shoshana Lew as CDOT's executive director - replacing Mike Lewis, who served over the final year of former Gov.
