COVID-19 UPDATES:
Parking Lot and Amenity Closures


As you know, part of the Kirby Creek Village HOA is located within Dallas County, more specifically our amenity facilities and therefore we must address the following.

On April 3, 2020 Judge Clay Jenkins amended the Dallas County Shelter in Place order. This order is also referred to as the "Safer at Home" order. This order took effect at 11:10 a.m. on April 3, 2020 and will continue through 11:59 p.m. on April 30, 2020.

What does this mean for Clubhouse Rentals, Association Amenities and the April Board Meeting?

  • As noted in previous newsletters, we have suspended all clubhouse rentals through the end of April, we are also not taking new rental requests until further notice. Anyone who has a rental booked for May 2020 can keep their reservation at this time.

  • The tennis courts will also remain closed through April 30, 2020.

  • The April Board meeting will be postponed until a later date.

We will continue to monitor the Dallas county website to make sure we are compliant with regards to the shelter in place orders. If the orders are amended and extended then we will make adjustments to our closures. We will continue to keep you informed by sending out newsletters and posting the information on our website.

PARKING LOT CLOSURE

Our top priority is the safety of our homeowners, onsite staff and association vendors. We fully support the Shelter in Place orders implemented by Dallas County and will continue to find ways to help the Association remain compliant. This weekend we saw an influx of vehicles parked in the clubhouse parking lot. While we understand owners want to get out and enjoy the nice weather it is our duty to follow the state and county guidelines for social distancing. If we allow our parking lot to be accessible this opens it up to not only Kirby Creek Village owners but also anyone in Grand Prairie.

In order for us to continue our proactive measures it is in our best interest to close off our parking lot at this time. On Site staff has been instructed to cone off the parking lot effective Sunday April 5, 2020, the parking lot will remain closed through April 30, 2020. We will continue to watch for updates regarding additional extensions from the county. The parking lot will only be accessible to our On Site staff and Kirby Creek Village Vendors. Towing will be enforced.


SHELTER IN PLACE vs. DECLARATION OF LOCAL DISASTER EXPLAINED


One item to make note of is that at this time, Dallas County Judge Clay Jenkins has two orders in place.

The first is the Shelter in Place order, also known as the "Safer at Home" order which as mentioned above was amended on April 3, 2020. This is the order he extended through April 30, 2020 for all citizens of Dallas County.

The other order is called the Declaration of Local Disaster. On March 12, 2020, the County of Dallas proclaimed a Declaration of Local Disaster for Public Heath Emergency ("Local Disaster Declaration") which activated the Dallas County emergency Management plan.

On March 13, 2020, the Governor of the Sate of Texas issued a proclamation declaring a state of disaster for all counties in Texas.

On March 19, 2020 the Commissioners Court of Dallas County voted to consent to the continuance of the Local Disaster Declaration, extending the Local Disaster Declaration until 11:59 p.m. on April 3, 2020.

Then, on April 3, 2020 at 11:10 a.m. the Declaration of Local Disaster was extended until 11:59 p.m. on May 20, 2020 unless rescinded by order of the Commissioners Court and extends through May 20, 2020.

So what does this mean? Are we to shelter in place until May 20, 2020?

At this time the Shelter in place order is only in place through April 30, 2020. However, with the Declaration of Local Disaster extended through May 20, 2020 Judge Jenkins now has the affordability to extend the Shelter in Place order IF he deems necessary.

The following was posted on Twitter by Jenkins Friday April 3, 2020 further clarifying:

"The Safer-at-Home orders and the Disaster Declaration are separate documents and that the commissioner's court approved the extension to the Disaster Declaration, but that it was up to him to determine the effective dates of his Safer-at-Home order". He also noted, "the Safer-at-Home order will now run through April 30. I have the authority to extend the Safer-at-Home order until May 20 if needed, since the disaster declaration had been approved until that date".

In Summary:
The Disaster Declaration is NOT the same as the Shelter in Place order. As of right now Shelter in Place in Dallas County is only in place through April 30, 2020. However, the Disaster Declaration does allow Judge Clay Jenkins full capacity to extend the Shelter in Place order if he deems it necessary, through May 20, 2020. Therefore we at the Management office will continue to keep you informed as new information is posted by the County.

COVID-19 BOARD OF DIRECTORS NOTICE





Due to the COVID-19 pandemic the Kirby Creek Village Board of Directors has made the difficult decision to suspend clubhouse operations. All clubhouse rentals through the end of April 2020 have been canceled indefinitely. At the Direction of the Dallas County Health Department the Board felt this recommendation was required. All April rentals will receive a full refund.

Owners who have booked the clubhouse for May, June and July can continue to keep their reservation in place and as we receive additional direction from local and state authorities we can move forward with decisions that may or may not impact those bookings.

The Board also agreed that the BFMC Management Offices offices will no longer accept calls or email requests for future rentals until the current state of emergency has been lifted, at which time we will notify all owners we have reopened bookings.

In addition to the cancellation of all clubhouse rentals and suspension of bookings we have also closed the tennis courts indefinitely.

We understand the inconvenience this might cause owners, The health and safety of residents and our employees is of the utmost importance and therefore we must do our part to limit exposure. While we hope this is only temporary we sincerely appreciate your patience with this matter.

Please note that information regarding Covid-19 is fluid and you will continue to receive ongoing updates regarding Kirby Creek Villages efforts to work with the local and state authorities to slow the spread of the outbreak.

These sites will serve as a way to educate yourself on COVID-19 and how it has impacted your city and county, as well as have access to updated information directly from the Centers for Disease Control and the World Health Organization.

BOARD OF DIRECTORS NOTICE


Below is an important communication to all owners at Kirby Creek Village from your Board of Directors concerning the issues we face within our Community regarding COVID-19.


Hello Neighbors! 
 
The Board of Directors wanted to take a moment to reach out to all of Kirby Creek Village and give you an update on our current situation. 
 
The current medical crisis affecting our nation, combined with the Shelter-In-Place order from Dallas, Tarrant and surrounding counties, has put us all in an unprecedented situation. Fortunately, the current guidelines consider the work done by our management team to be “essential” so our community manager, Angela Beené will continue to be able to be in the office a few days a week to check mail. Additionally, she is also logging in to her computer from home and does have access to email and voice mail. Matt and Jennifer, our onsite Pool and Clubhouse Managers are also able to work to keep the facility in running order. The Board has put in place some measures to try to help assure their safety, as well as the safety of all of our homeowners. 
 
We have instructed Matt and Jennifer to not allow any owners or vendors inside the Clubhouse, Pool, or Tennis Courts at any time. This is to help ensure their safety and yours, as well as protect the Association, of which we are all members. If Matt or any of our vendors are onsite working outside, we ask that you observe the current CDC guidelines and leave at least 6 feet of space between you and them.
 
Angela, Matt and Jennifer as well as our Vendors do so many things for us, and are often able to respond so quickly to common area concerns. Please be aware that during this time, that type of immediate response may not be possible. Often the Association must go out and purchase supplies to conduct repairs, or hire specialists to help with a repair. Stores have limited their hours, some have limited supplies, and specialists are in high demand and face other limiting factors of their own. As always, the Board wants the needs of the Association to be met as quickly, efficiently, and professionally as possible. However, we all need to understand that there may be delays and additional challenges during this time. Please be RESPECTFUL to BFMC personnel, On-Site personnel and vendors and appreciate the fact that they are still out here, working hard, and putting themselves at risk for our benefit. We all need to exercise patience and kindness as we encounter problems. 
 
The number one issue that arises at Kirby Creek Village are grounds related. In this time where we as a nation are trying to stay healthy and safe please keep in mind as you are walking the grounds with your family or pets to please make sure you are discarding of trash and dog feces in the proper receptacles. 
 
Angela does a great job of letting our homeowners know what is happening and keeping us all up to date via the newsletter and the website. Please check your email and the website often, as she will update us any time there is an issue that has arisen in the Association. 
 
The Board has also been informed that the BFMC Property Management offices are closed to outside visitors during this time. All communication with the management team should be conducted via email or over the phone. The clubhouse will also not be available during this time, and our pool and tennis courts will remain closed. 
 
As you enjoy the community when out walking, give a friendly “hello” to your neighbors, just do it from at least six feet away. Let neighbors finish getting their mail out of the cluster boxes before you step up and get yours. Also, please make sure you are putting ALL your trash out ONLY on your established trash day, and make sure the trash bags are secure to prevent loose items from blowing through our neighborhood. 
 
We have heard about several people offering to help neighbors who cannot or should not be out during this time. If you need help please feel free to contact the Management office and they will do their best to point you in the right direction. Please keep in mind that emergencies are to be directed to the Grand Prairie Police Department via 911. For informational assistance you can call 311 for Dallas County and 817-884-1212 for Tarrant County.  
 
While this is a stressful time for many, I know that the homeowners of Kirby Creek Village will handle this challenge with dignity and respect for all.
