CLOSURE ON HACIENDA BOULEVARD
AND GLENMARK DRIVE IN HACIENDA HEIGHTS
The City of La Habra Heights, in cooperation with the County of Los Angeles, is working to implement long-term traffic control measures for the duration of the closure on Hacienda Road. The closure on Hacienda Boulevard at Glenmark Drive in Hacienda Heights will begin on Saturday, March 23, 2019. Los Angeles County will place cement k-rails at Glenmark Drive as a temporary measure and will work to procure the materials to place a gate as a long-term measure. The area will be closed to all traffic.

At the same time, La Habra Heights City staff will clear the closure at West Skyline Drive. This will allow for the flow of traffic within the City and around the Hacienda Road closure. Public safety and emergency services will have access to the area and will continue service to La Habra Heights and Hacienda Heights. After the implementation of the road closure on Glenmark Drive, City staff will evaluate the traffic flow.

The Paramedic Membership Program (PMP) is an official subscription program of the City of La Habra Heights. The City designed this program to protect residents and businesses from out-of-pocket expenses related to First Responder/Emergency Medical Treatment provided by the La Habra Heights Fire Department.
The City of La Habra Heights received Community Development Block Grant (CDBG) funds from the Community Development Commission of the County of Los Angeles. With these funds, the City will pay the $45.00 cost of the Paramedic Membership Program for 170 senior households for calendar year 2019.

The GRANT is available to household subscriptions on a first-come, first-serve basis. To be eligible for the GRANT program, a household member must be 55 years and older, and a La Habra Heights resident.

Bulky Waste Pickup
"Bulky Waste" are large items of Solid Waste that cannot and/or would not typically fit in a regular size trash cart. This includes furniture, such as chairs, sofas, mattresses, and rugs; White Goods; Electronic Waste; residential wastes, such as wood waste, tree trunks and large branches (if no larger than two feet (2') in diameter and four feet (4') in length). Bulky Waste does not include car bodies, car parts, Construction and Demolition Debris, or items requiring more than two people to remove.

Bulky Waste Collection Service is provided to all Residential Customers. The Bulky Waste should be placed within three (3) feet of the curb, swale, paved surface of the public roadway, closest accessible roadway, or other such location agreed to by Republic Services and the Customer, which will provide safe and efficient accessibility to the Contractor's Collection crew and vehicle. Republic Services shall provide each Customer with up to two (2) free Bulky Item Collections per calendar year.

Pursuant to Section 4.5.1 of the City of La Habra Heights agreement with Republic Services

Customers are requested to notify Republic Services a minimum of forty-eight (48) hours of the need for Bulky Waste Collection Service, which shall take place on the Customer's regular Collection day.

Customers are entitled to set out five (5) items per dwelling per Bulky Item Collection. Customers that require more than two (2) Bulky Item Collection per dwelling per year may request additional Bulky Waste Collection Service for an additional charge per item in accordance with the applicable rate schedule.
The City of La Habra Heights and Republic Services have scheduled the four quarterly Saturday "Citywide Cleanup Events" for 2019.

California Spring Citrus Gardening
California is known for its colorful citrus trees, and taking proper care of them is important to ensure these trees stay healthy and fruitful for years to come. In addition to watering, pruning and fertilizing your citrus tree this spring, be sure to inspect your trees for signs of a dangerous pest called the Asian citrus psyllid and deadly citrus tree disease called Huanglongbing (HLB).
 
The pest can spread the disease as it feeds on citrus tree leaves. HLB is not dangerous to humans or pets, but it is fatal for citrus trees and has no cure. For more information, please visit CaliforniaCitrusThreat.org.

You may have noticed or will notice additional SCE crews doing inspections, infrastructure improvement work and vegetation management in your community. SCE is doing this in all high fire risk areas—approximately 35 percent of their service area. SCE understands our activities may be disruptive when they do this important safety work and will do everything we can to minimize the impact to you.

SCE appreciates your support and cooperation, as this is part of our ongoing commitment to safety and supporting California's fight against wildfires.
A few things to know about the inspections:
  • Infrastructure inspections have been an ongoing part of our regular operations for many years.
  • Some of our equipment may be on your property. In these instances, we would appreciate your cooperation in allowing crews to safely access the equipment. Some inspections may require SCE to return at a later date to perform maintenance or upgrades to equipment and/or the pruning or removal of vegetation.
  • SCE is proactively identifying, pruning, or removing trees outside required clearances that may pose a potential risk to the company's power lines.
  • In some cases, SCE may need to schedule a maintenance outage so our crews can work safely. We will attempt to notify you by phone, text, email and mail at least 72 hours prior to the outage.

These inspections are part of a larger plan to further fortify the electric system against the increasing threat of extreme conditions driven by climate change and the impacts of wildfires if they occur. PUBLIC SAFETY TIPS
Spring Has Sprung - Fire Safety Tips for the Warmer Months
It is easy to associate at-home  fire protection with the colder months   with the use of space heaters, fireplaces, decorative candles, and tangled strings of holiday lights. But, just because we are less inclined to turn the heat on does not mean we should not still be vigilant when it comes to protecting ourselves and our property from fire hazards. As you transition from sweaters to shorts, deep fryers to grills, and indoor holiday parties to backyard barbecues, keep an eye on these areas:

Grills
Fire is unavoidable when it comes to preparing the perfect kabob or rack of ribs on the grill, which means you have got some inherent risks right from the get-go. In fact, the NFPA reports that an average of 8,900 home fires are caused by grilling each year. Here are some fire safety tips for the grill:
  • While the meat is marinating, be sure to check each potentially problematic point of the grill including the propane tank, the hose, and all connecting points.
  • Charcoal should be soaked with charcoal starter fluid only, so do not let the pyro-happy Boy Scout in your family go anywhere near the grill with a container of lighter fluid, no matter how cool he swears it will be!
  • Make sure the grill is clean—failing to clean the grill before and after use is a contributing factor in nearly 20% of all grill structure fires.
  • Make sure the grill is set up in an open, outdoor area with nothing flammable (plants, paper products, etc.) nearby.

Outdoor Fire Pits
The necessary safety precautions for an outdoor fire pit (s’mores, anybody?) are much the same as for a grill, plus a few others:
  • Never leave young children unattended near a fire in the pit.
  • Fill a bucket with water and set it next to the pit before you even begin building the fire.
  • Avoid throwing leaves, pine cones, pine needles and paper into the fire. They catch fire quickly and can result in dangerous floating embers.
  • Unless there’s an emergency, avoid dumping the entire bucket of water on the fire to put it out. Instead, spread the pieces of fuel as far apart as possible and gently sprinkle water over them until there are no more glowing embers. This prevents the scatter of embers and a thick cloud of smoke.
  • Toast your marshmallows over the embers rather than the flames. This not only gives them that perfect golden crust, but prevents them from catching on fire.

Chimneys
As cozy as it was in January and February, come April and May chances are you will be less inclined to build a fire in the living room fireplace. As easy as it is to just scoop out the ashes, close it up, and forget about it until November, go ahead and have the chimney inspected as part of your spring cleaning effort. The NFPA recommends having a chimney inspected and thoroughly cleaned at least once a year anyway, and getting it out of the way this time of year often means ridding it of buildup that would only cause more damage if it hung around until the fall. Plus, chimney technicians will be more likely to have flexible schedules in the springtime.

Smoke Alarms
You knew this one was coming, right? The batteries should be changed once a year anyway, so just go ahead and roll it into your spring cleaning ritual. As the spring and summer days progress, do not forget to  test the smoke alarms   (there should be at least one on every floor of the house) each month.

Dryers
If you are lucky enough to have the space for a clothesline, consider drying your clothes and linens outside during these lovely warm months—is there anything better than the smell of freshly-laundered sheets after they’ve been dried by a soft spring breeze? If that’s not an option, keep in mind that the leading cause of clothes dryer-related fires is a failure to keep them clean. Scooping out the lint basket takes all of about 12 seconds, so be sure to clear it out every time you throw a load in. The NFPA also recommends cleaning out the vent pipe at least once a year, so might as well add that to the spring cleaning list, too.
