Federal Policy Update
Education Funding in the Federal FY22 Budget
Earlier this month, the Biden Administration released the general outline of their proposed 2022 federal budget. This initial budget continues historic funding into community schools and low-income districts. Title I schools are slated to receive $36.5B, an increase of $20B for high poverty students. Increased investments as such will ensure that low-income students will receive high quality education and enrichment to continue work to close the achievement gap.

COVID-19 has created a drop in quality of life for America’s students, especially those from low-income communities. In an effort to get students back on the right track physically and mentally, the Biden Administration has included community schools in this initial request with an allocation of $430M. If approved, this funding would help support schools in providing wrap-around services that care for the whole child. 

Not included in this general budget outline are discretionary funds for FY22, including allocations to 21st Century Community Learning Centers. The full FY22 budget is expected to be released later this spring. The Iowa Afterschool Alliance will continue to keep you updated about funding sources throughout the year. Legislation
Provides businesses with income, franchise, monies and credits, and gross premiums tax credits for providing child care benefits to employees of the business, and including applicability date provisions.

This bill survived the second funnel. It currently sits in the Senate Ways and Means subcommittee with Dawson, Goodwin and Petersen. Has not received action since February 16.
Establishes a new graduated phase-out for families exiting the Child Care Assistance program. Families earning between 225%-235% of the federal poverty level are required to pay 33% of child care costs. Families earning between 235%-245% of the federal poverty level are required to pay 45% of child care costs. Families earning 245%-250% of the federal poverty line are required to pay 60% of child care costs.

This bill has survived the second funnel. It currently awaits a floor vote in the Senate. Placed on calendar under unfinished business on April 8.
Makes education appropriations for the fiscal year beginning on July 1, 2021.
