Early Learning Bills Continue to Advance
Thousands of paper cut-outs of children's hands adorn the Capitol during United Way's Children's Week.
It was quite apropos that during Children's Week when thousands of children, advocates, and parents converged on the Capitol that two key bills intended to provide early learning teachers with career ladders upon which to advance their livelihoods passed key committees.
HB 1027
by Representative Vance Aloupis (R; Miami-Dade) and SB 1456 are companion bills that require the Office of Early Learning to develop early learning professional development training and course standards for school readiness program providers and identify both formal and informal early learning career pathways with stackable credentials and certifications, which allow early childhood teachers to access specialized professional development. The House bill is now poised to go to the House floor, while SB 1456 is referenced next to the Appropriations Subcommittee on Education.

High School Graduation Requirements (Fetteroff; R-Volusia) - Current law requires financial literacy to be taught as a part of a one-half credit economics course, which falls under the three required social studies credits a student must achieve to earn a standard high school diploma. The bill increases the number of social studies credits needed to earn a standard high school diploma to three and one-half credits to include one-half-credit in financial literacy as a separate course. The bill adds financial literacy to those courses that may be satisfied by passing an assessment aligned to the state's financial literacy standards. The bill limits taking the financial literacy course or passing the assessment to those students in grades 11 and 12. Passed by the PreK-12 Quality Subcommittee on March 27.
CS/SB 442 Postsecondary Education for Certain Military Personnel

illsborough, Pasco, Polk)
- Requires creation of
a uniform system to enable service members and veterans of the United States Armed Forces to earn academic college credit at public postsecondary educational institutions for college-level training, education, and experience acquired in the military. The bill delineates the minimum required procedures for evaluating military credentials and experience and awarding academic college credit based on such credentials and experience. Passed by the Military and Veterans Affairs and Space Committee on March 26.
CS/SB 1222 Services for Veterans and their Families
(Harrell; R-
Martin, St. Lucie, Palm Beach
) -
Allows the Department of Children and Families (DCF) to create the Florida Veteran's Care Coordination Program to provide statewide, dedicated behavioral healthcare referral services to veterans. Should DCF establish the program, the bill provides that DCF may contract with the managing entities, who may then enter into agreements with Florida 2-1-1 Network participants in providing program services. Passed by the Military and Veterans Affairs and Space Committee on March 26.
