District 6 Newsletter
March 2020

Dear Neighbor,

With local diagnosis of Covid-19, the City is responding robustly to the public health emergency. At the time of this writing there have been nine infected County residents. On Tuesday, at the March 3rd  City Council meeting, we will be receiving the latest information about the City's Emergency Operations Center activation. The City of San Jose is coordinating directly with Dr. Sara Cody and County Health to manage information, response, and public education.
There is a City Pandemic Management Team formed who will prepare for continuity of city operations. To help you prepare as residents of the city, here are a few things to remember: A person's risk for COVID-19 is not related to race, ethnicity, or culture.

Crime Prevention Public Presentations

Crime Prevention Through Environmental Design or CPTED (pronounced sep-ted) is used to influence crime rates. Studies show that by combining security hardware, psychology, and site design, that a physical environment could be developed that would, by its very nature, discourage criminal activity. Focusing on the design features of the projects to be built, CPTED uses foresight to determine how these projects may create incidents of crime and generate calls for police services. CPTED is based on principles that provide systemic change and support and problem solving approaches to crime. These proactive strategies of CPTED help us to improve the quality of life within our communities. They are as follows:

* Access control
* Surveillance
* Defensible / Territorial Space
* Maintenance
* Premise Liability Issues

To schedule one of these public presentations for your community group, or business, contact the San Jose Police Crime Prevention Specialist assigned to your San Jose neighborhood. Contact information here

ADU Amnesty Program

Did you construct an accessory dwelling unit (ADU) or convert a garage, basement, or room into a separate living unit - also called an ADU - without obtaining a building permit? Or, did you buy a property with an unpermitted ADU?

Insurance companies will NOT cover a fire, damages, or injuries relating to an unpermitted unit. Protect both occupants and yourself by legalizing your unit. The City's new ADU Amnesty Program waives penalties and may help you save more than $10,000 in fees while you take the steps to legalize your unit, improve the unit's safety for occupants, and reduce your liability. The program allows for using the building codes from the year the unit was built, and provides 5 years to complete items not relating to immediate health and safety issues.

You can explore the program without disclosing your name and address by reviewing the Self-Assessment Checklist, and then calling the ADU Amnesty Coordinator with your questions.

Safe Parking and Temporary and Incidental Shelter

In 2019, over 6,000 people were counted as experiencing homelessness in San José on any given night and over 1,000 of them sleep in their vehicles. The City of San José developed a Safe Parking Ordinance that allows private property owners to designate their parking areas in places of assembly for safe parking. The ordinance approved by City Council in February 2019 included amendments to the Municipal Code, specifically to Title 20 of the San José Municipal Code (Zoning Code).

The property owner does not need to obtain a permit and may design operations from hours, type of vehicles, and target population. If you are a property owner and interested in partnering with the City of San José on this important endeavor, please contact Lorena Diez with the City of San José's Homelessness Response Team at (408) 975-4456 or lorena.diez@sanjoseca.gov for more information.
