Memorial Day Weekend
As we enter into the Memorial Day weekend, we would like to provide you with some helpful information and public health guidance so that we may remember and honor our fallen heroes safely.

Celebrate Memorial Day safely while Physical Distancing

  1. Thank a Vet in your life by calling, video chatting or sending them a special message
  2. Tour a Virtual Memorial Exhibit. Google Arts & Culture has 360° tours of some our most famous veteran and war memorials.
  3. Send a message or care package to active military members. 
  4. Decorate your yard – go Red, White & Blue!
  5. Throw a Virtual Party
  6. Start your home summer movie nights
  7. Get outside – enjoy a walk, hike or a bike ride
  8. Barbecue – whether inside or outside there are some great recipes you can still enjoy, and finish it off with a nice iced drink or dessert

Be safe and enjoy the Memorial Day weekend!
Memorial Day Service Changes

Reminder: City Hall offices will be closed on Monday, May 25 in observance of Memorial Day.

Also, trash service pickup will be delayed one day, for a Thursday collection.
A Reminder to Residents and Visitors
As you spend time outdoors, it is important to use our parks and open space while following important public health guidance:

  1. Do not visit if you feel ill. Come back and enjoy the park when you no longer have symptoms.
  2. Adhere to the 6-feet physical distancing requirement at all times with individuals outside of your household.
  3. Keep a clean face covering with you to wear if you are nearby individuals outside of your household.
  4. Avoid group gatherings; the Order only permits you be with members of your own household at this time.

Donated Face Masks to LASD
Thanks to the Chinese People's Association for Friendship with Foreign Countries donation, this week the City of Rolling Hills Estates was able to offer a stock of face masks to Captain Powers and the Lomita Sheriff's Station.
Small Business Assistance
California Small Business Loan Guarantee Program (via IBank) is making available $50 million in state funding, providing potential capital for individuals who do not qualify for federal funds.

Small Businesses located in California with 1-750 employees that have been negatively impacted or experienced disruption by COVID-19 and nonprofits are eligible.

U.S. Small Business Administration (SBA) has declared all California counties eligible for the Economic Injury Disasters Loans.

This SBA declaration makes Economic Injury Disaster Loans available to impacted small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and private non-profit organizations.

SBA loans can be approved up to $2 million but are limited to the economic injury determined by SBA. These loans are intended to assist through the disaster recovery period.

In response to the COVID-19 pandemic, small business owners in all U.S. states, Washington D.C., and territories are eligible to apply for an Economic Injury Disaster Loan advance of up to $10,000.
This advance will provide economic relief to businesses that are currently experiencing a temporary loss of revenue. Funds will be made available within three days of a successful application. This loan advance will not have to be repaid.

This advance may be available even if your EIDL application was declined or is still pending and will be forgiven. If you wish to apply for the Advance on your EIDL, please visit https://covid19relief.sba.gov/#/   as soon as possible to fill out a new application. In order to qualify you need to submit this new application even if you previously submitted an EIDL application . Applying will not impact the status or slow your existing application.

L.A. County's Economic Resiliency Task Force Sets Sights on July 4 Reopening

L.A. County's Economic Resiliency Task Force - created last month to help the County improve the economy, create jobs and return to full employment - has announced its plan to reopen L.A. County by July 4.

The task force, comprised of representatives of County departments, cities, and industry work groups (in diverse areas ranging from bio science, hospitality and education to sports, entertainment and the arts), is forging ahead with concrete proposals for resuming operations safely.

This week's task force meeting included a presentation by the Los Angeles Economic Development Corporation (LAEDC), which underscored the high stakes and urgency of the local economic situation as the COVID-19 crisis continues. Industry representatives described the impacts of COVID-19 on their sectors, as well as some common critical needs:
  • safe reopenings
  • customized guidance & health/safety protocols for sectors
  • new public-private partnerships
  • and revenue streams to create jobs

As Memorial Day Weekend Approaches, LA County Announces New Openings

Los Angeles County has announced three new openings in advance of the holiday weekend, allowing increased outdoor and retail activities for residents. Beach bike paths are now open, indoor malls can open for curbside service, and car parades will be allowed. 

Beach Bike Paths and Parking Lots
The opening of bike paths follows the May 13 announcement that County beaches would be available for active recreation. Allowable recreation activities now include swimming, surfing, running, walking, skating, and biking. Beach bathrooms remain open, and beach parking lots at Dockweiler State Beach, Will Rogers State Beach, Zuma Beach, and Surfrider Beach will be open at partial capacity. Santa Monica lots are closed, as are most public beach lots in coastal communities.

Safety protocols and additional information about beach visits include: 
  • #BYOM—Bring your own mask. Everyone needs a face covering while out of the water if there are other people nearby. Infants and children under the age of 2 should not wear cloth face coverings.
  • Practice physical distancing. Stay at least six feet away from other people who are not in your household. Avoid crowded areas or crowding around others at the beach.
  • Gatherings of any size or other events are not allowed on the beaches including athletic competitions, youth camps, or recreational programming.
  • Chairs, umbrellas, canopies, coolers, and grills are not allowed.
  • Piers, volleyball courts, and boardwalks are closed except for the purpose of customers accessing retailers curbside and doorside and essential businesses along the boardwalk.
  • Concessions and food vending are not allowed. Bring what you may need with you.

Indoor Shopping Malls
The County will also open indoor shopping malls for curbside service. Retail establishments and their customers must practice social distancing and wear face coverings, and the businesses must also be in compliance with the conditions laid out in this Checklist for Retail Establishments Opening for Curbside Pickup . It is recommended that shopping malls create clearly-marked curbside or outside pickup points that maintain physical distance with visual cues or other measures, and have purchased goods available there or available through home delivery. Retailers located within a mall may take orders and deliver goods to the public outside of the mall from these marked locations.

Car Parades
Car parades are now allowed so that graduations, birthdays and other special days and achievements can be safely celebrated. Car parades can not include participants on a bicycle, a motorcycle, a convertible with the top open, or a vehicle with no doors such as a golf cart. If any of the windows on a vehicle is open, the occupants of the vehicle must wear a face covering.

Any organization coordinating a large-scale parade must have a designated organizational host who is responsible for ensuring compliance with the rules for the parade and adherence to the State’s Stay At Home Order that precludes gatherings. Only those personnel of the organization necessary to facilitate the parade and to ensure compliance can be present at the location designated by the host. 

The host must: 
  • At its own cost, arrange for and provide security sufficient to ensure compliance with the State’s Order and address any traffic and safety issues.
  • Develop a parade plan that deals with State’s Order, traffic and safety issues, parade participants, and social distancing requirements.
  • Ensure participants and personnel adhere to the face covering and physical distancing requirements.
  • The host may provide a significant document to one vehicle parade participant at a time, such as a diploma or other paper, while adhering to face covering and social distancing requirements.

The parade must: 
  • Take place in an outside location large enough to accommodate the social distancing requirements.
  • Proceed by the host’s invitation only, with the parade limit of vehicles tied to the capacity size of the location.
  • Not allow sales or exchanges of any items or food. 
Supervisor Hahn Proposed Plan to Allow Retail to Reopen with Safety Protocols
Los Angeles County Supervisor Janice Hahn is urging Governor Newsom to allow retail businesses statewide to reopen under the same health protocols that “essential” retail businesses have been allowed to operate under. 
Under the State of California’s stay at home order, “non-essential” retailers are closed and have only recently been allowed to open for curbside pick-up only. Meanwhile, “essential” retailers like Target, Walmart, and Costco have been allowed to stay open for in-store shopping with safety protocols in place because they sell groceries and other essential items in addition to non-essential products. 
In a letter to Governor Newsom, Supervisor Hahn urged that these restrictions be adjusted to the smaller retail shops that are losing business every day to big box stores. She has proposed updating the State’s public health order to immediately al low all retailers to open with: 

  • Limited capacity
  • Face covering or mask requirement for employees and customers
  • Physical distancing

Los Angeles County Department of Public Health COVID-19 Update
The Los Angeles County Department of Public Health (Public Health) has confirmed 35 new deaths and 1,072 new cases of 2019 Novel Coronavirus (COVID-19). Twenty-five people who died were over the age of 65 years old and five people who died were between the ages of 41 to 65 years old. Twenty-three people had underlying health conditions including 20 people over the age of 65 years old and three people between the ages of 41 to 65 years old. Three deaths were reported by the City of Long Beach and two deaths were reported by the City of Pasadena.
 
To date, Public Health has identified 43,052 positive cases of COVID-19 across all areas of LA County, and a total of 2,049 deaths. Ninety-two percent of people who died had underlying health conditions. Of those who died, information about race and ethnicity is available for 1,892 people (99 percent of the cases reported by Public Health) 39% of deaths occurred among Latino/Latinx residents, 29% among White residents, 17% among Asian residents, 12% among African American residents, 1% among Native Hawaiian/Pacific Islander residents and 1% among residents identifying with other races. Upon further investigation, 57 cases and two deaths reported earlier were not LA County residents. As of today, 6,093 people who tested positive for COVID-19 (14% of positive cases) have been hospitalized at some point during their illness. There are 1,506 people who are currently hospitalized, 26% of these people are in the ICU and 19% are on ventilators. Testing capacity continues to increase in LA County, with testing results available for over 412,000 individuals and 9% of people testing positive.

Please note: As of May 22, 2020, the City of Rolling Hills Estates has fourteen (14) confirmed cases. This number does not represent recovered cases as that data is not provided by Los Angeles County Department of Public Health.
