Howdy Neighbors, 

Thank you to everyone who attended the District 10 Community Meeting on February 18th. We were joined by Congressman Chip Roy, incoming City Manager Erik Walsh, Diana Kenny, of the District 10 Homeless Task Force, and Morjoriee White and Tiffany Juarez from the Department of Human Services. If you would like a copy of presentations delivered at any District 10 meeting, please email us and we will be happy to coordinate. 

The Northeast Neighborhood Alliance will hold the next community meeting on March 18th, 7 p.m. at the Tool Yard (10303 Tool Yard).  

The District 10 office has been blown away by your invitations to join your neighborhood for board and community meetings. Please know that our offer is always on the table. Just send us an email at  District10@sanantonio.gov  and we will be there.

As many of you are aware, San Antonio remains the only major city in Texas without a homestead tax exemption on city property taxes collected. In response to this,  District 9 Councilman John Courage and I recently filed a joint  Council Consideration Request   (CCR)  directing attention to the creation of a Homestead Tax Exemption and increasing the Over 65 and Disabled Exemptions for City of San Antonio taxes collected. 

This issue is something I have researched thoroughly, advocated for  and written about in an  editorial over the past two years . Thanks belong to District 2 Councilman Art Hall,  District 3 Councilwoman Rebecca Viagran and District 8 Councilman Manny Pelaez for supporting this initiative by signing our CCR and to District 6 Councilman Greg Brockhouse for supporting the effort to bring a homestead tax exemption to San Antonians.  

District 10 has received countless emails regarding the draft version of the Climate Action and Adaptation Plan (CAAP) and we have asked you all to do one thing: Take the  official survey. This survey allows you the opportunity to rank your priorities on specific goals of the plan and provide your thoughts to the City as this plan winds its way through the committee process.  Survey data is incredibly important for a plan like this and we thank you if you have already completed it.

If you would like to learn more about the Climate Action and Adaptation Plan, you can request a group presentationemail the Office of Sustainability or attend a scheduled event listed on the SA Climate Ready  calendar. We can expect to see this plan appear on a Council agenda in a few months. If approved, the plan will be a part of the guiding principles for city budgets, building code revisions, state funding requests and grant applications, legislative agendas and more.

Boards and Commissions Openings

Affirmative Action Advisory Committee
The Affirmative Action Advisory Committee is comprised of an 11 member board appointed by the Mayor and each City Councilmember for two-year terms. The Committee evaluates and reviews the City's Affirmative Action Plan. Meetings are held each month at 111 Soledad, Rm. 123. For more information, click here.
 
Transportation Advisory Board 
(vacancy for consumers of taxis, rideshares, tour/charter services, limousines, pedicabs, or horse carriages): The Transportation Advisory Board is comprised of 11 members appointed by the Mayor and each City Councilmember for two-year terms representing the following categories: three (3) consumers; one (1) member large company taxicab industry; one (1) member co-op taxicab industry; one (1) member small business taxicab industry; one (1) member of tour, charter or shuttle service; one (1) member of horse carriage, limousine or livery service; one (1) member of hotel/motel association; one (1) member of Airport Advisory Commission; and one (1) member of Convention and Visitors Commission. The Board makes recommendations to the Director of the San Antonio Police Department, in reference to City Ordinances, Rules, and Regulations on the licensing and regulatory review process for transportation services licensed by the City. These services include taxicabs, limousines, tour/charter services, pedicabs, and horse carriages. Meetings are held on the fourth Monday of each month (excluding April and December) at 5:00 PM in the Municipal Plaza Building "B" Room, 114 W. Commerce. Meeting duration is usually one to two hours. Public hearings are held in addition to regular meetings. There is only one appointee per district. Where 2 are listed one is serving in a holdover capacity and a new category is being advertised.
 
SA2020 Commission on Strengthening Family Well Being
The SA2020 Commission on Family Well-Being is comprised of 11 members appointed by the Mayor and each City Councilmember. The Commission serves in an advisory capacity to the City Council on matters affecting the well-being of San Antonio residents and families. The Commission works in concert with stakeholders, SA2020, and the Department of Human Services to help meet the family well-being and safety net goals, indicators, and measure identified during the SA2020 process.

NEC Grant Applications Now Being Accepted



Grant applications are now being accepted for improvements to commercial properties along Perrin Beitel and Nacogdoches inside the NEC boundaries. Guidelines and the application can be found on the NEC website here. Closing date for applications is April 30, 2019. Be on the lookout for announcements on grant information sessions being hosted in March.

The Northeast Corridor (NEC) Enhancement Matching Grant Program assists owners and tenants of commercial properties within the designated NEC boundary with the cost of making façade, landscape, and signage improvements to their businesses.

The NEC Grant Program provides a 2:1 reimbursement for eligible renovation projects up to $50,000. For example, if the total cost of a project is $10,000, the grantee will be reimbursed $6,700 (or 67% of total project costs up to $50,000).

The designated Northeast Corridor (NEC) boundary includes: Perrin Beitel and Nacogdoches Roads between NE Loop 410 and O'Conner Road, Naco-Perrin Boulevard, portions of Thousand Oaks Drive, and portions of the Wurzbach Parkway.

The Wall That Heals


The Daughters of the American Revolution's Alamo Chapter hosts "The Wall That Heals," a traveling representation of the Vietnam Veterans Memorial, at the Fort Sam Houston National Cemetery February 28th through March 3rd. The cemetery is located at 1520 Harry Wurzbach Road, near the Wurzbach Entry Control Point at Joint Base San Antonio-Fort Sam Houston.
The new "Wall That Heals" exhibit features a three-quarter scale replica of the Vietnam Veterans Memorial in Washington, D.C., and a mobile education center that gives visitors a better understanding of the legacy of the Wall and educates about the impact of the Vietnam War.

Report dockless vehicle issues on 311SA mobile app
The 311SA mobile app now allows users to report dockless vehicle parking violations. Users can take a photo of the dockless vehicle issue and upload it to the app. Issues including improper parking, unsafe riding, blocking of sidewalks and vehicles that have fallen over can be reported. 
 
Issues can be flagged 24/7 on the app, which is free and available for download in the  iTunes and  Google Play stores. Additionally, residents can report violations by contacting the 311 Customer Service office, which is open seven days a week, or by  contacting dockless vehicle providers directly.
 
Dockless vehicle survey now open on SASpeakUp.com
The City is seeking feedback from San Antonio residents on the future of dockless vehicles through a new survey. More than 4,400 people participated in the City's first dockless vehicle survey in summer 2018, and these initial results helped inform the creation of the dockless vehicle pilot program.
 
Visit  SASpeakUp.com to take the City's dockless vehicle survey, which is available in English and Spanish.
 
Data reported to 311 and collected through the survey will help inform changes to the Dockless Vehicle Ordinance.
