New Ordinance Strengthens Youth Tobacco Prevention Efforts in Golden
 
As part of the City of Golden's efforts to reduce youth access to and use of tobacco products, a new law will go into effect as of this Sunday, March 1. The law, Ordinance #2118, strengthens the City's existing tobacco licensing ordinance to now require that anyone in Golden who sells any form of tobacco product (including cigarettes, nicotine, and vapor products) obtain a license from the City. In addition, it is now illegal to sell any tobacco product to anyone under the age of 21, and employees must be 21 to sell, stock, or handle any tobacco product. Youth, as well as parents, guardians, and people who work with youth, should be aware that it is now against the law to purchase, attempt to purchase, or consume any tobacco, nicotine, or vapor product within Golden City limits if you are under the age of 21. Please note that this law does not apply to FDA approved nicotine replacement therapy products (patch, gum, lozenge, etc.).

A letter outlining the details about the new policy, along with updated signage, will be delivered to retailers this week by mail and/or in person.

Parents, guardians, and trusted adults are encouraged to talk to the youth in their lives about vaping and tobacco use and support them in their attempts to quit. Mobility and Transportation Advisory Meeting
 
The Mobility and Transportation Advisory Meeting (MTAB) will meet Tuesday , February 25 at 6 p.m.  in Council Chambers 911 10th St.

During the meeting, MTAB will consider a  Heart of Golden presentation and discussion. Immediately following, the board will adjourn into a study session to discuss a traffic calming ordinance and 2020 crosswalk list.

Sustainability Energy Strategy Task Force Meeting
 
Do you have great ideas about sustainability in Golden? Are you ready to dive in and turn the community's sustainability ideas into action? If so, mark your calendars for an upcoming sustainability task force meeting.

The Community Sustainability Advisory Board (CSAB) is looking for interested residents, local experts, and community activists to help in the following tasks:
  • Identify data and resources needed to determine impacts.
  • Review drafts of the 2020 Sustainability Strategic Plan.
  • Help campaign for top priorities.
This task force meeting will focus on energy and meets on Wednesday, February 26 from 5:30 to 7 p.m. in Council Chambers, 911 10th St. Refreshments will be provided and the CSAB meeting will immediately follow.

Nature Writing Book Club
 
Join fellow nature lovers to discuss the "literature of the environment" on Wednesday, February 26 from 6 - 7 p.m. in the library of the American Alpine Club in the basement of the American Mountaineering Center, 710 10th St. The club meets regularly on the fourth Wednesday of every month.

This month, the book selections include "Animals Strike Curious Poses" by Elena Passarello and "Biophilia: The Human Bond with Other Species" by Edward O. Wilson.

Regular City Council Meeting
 
City Council will meet Thursday , February 27 at 6:30 p.m.  in Council Chambers 911 10th St.

During the meeting, City Council will consider the following items:
  • Consent Matters - All items listed under Consent Matters are considered to be routine and will be enacted by one motion and vote. To see all items included in the motion, please see the meeting agenda.
  • City Council will receive an update with history, an overview and current status of the DeLong Park design, including plans for upcoming CIP spending.
  • City Council will conduct a public hearing on an ordinance to amend part of Chapter 18.04, related to the definition of "household," in order to provide a clearer understanding of how many individuals can live within a dwelling unit.
  • City Council will conduct a public hearing on an ordinance to amend part of Chapter 18.28, related to Accessory Dwelling Units (ADUs), in order to provide more flexibility for homeowners.
  • City Council will conduct a public hearing on an ordinance to grant approval for a PUD Amendment to allow a screened outdoor storage area on the Xcel Energy property at 18201 W. 10th Avenue.
  • City Council will conduct a public hearing on an ordinance to grant approval for a Local Historic Designation proposal for the City Tailor Shop, located at 1209 Washington Avenue.
  • Staff will give City Council a summary of feedback received so far and discuss future steps of the Heart of Golden 2020 process.
  • City Council will review the consultant team assembled to coordinate and prepare for the process to salvage useful equipment and building elements, recycle other building elements, and deconstruct the building at 311 10th Street over the coming months. City Council direction is anticipated.

Celebrate women at the 5th annual Jeffco International Women's Day on Tuesday, March 3 at Baldoria on the Water, 146 Van Gordon Street in Lakewood. Proposed Heritage Square Exchange Community Meetings
 
Jeffco Open Space (JCOS) will host two community meetings, on Tuesday, March 10 and Thursday, March 19 from 5:30 - 7 p.m., about the potential Heritage Square Land Exchange. Both meetings will take place at the Origins Hotel Red Rocks, 18485 W Colfax Ave.
 
In 2019, JCOS received a proposal for a land exchange with Martin Marietta Materials (MMM). The proposed HSE agreement includes the exchange of 64 acres of JCOS property to expand the current Specification/Aggregate mine located on US 40, north of I-70, for approximately 131 acres of MMM property.
 
The public is encouraged to join one of the upcoming community meetings to learn more about, and comment on, the proposed exchange. Each meeting will include a presentation and question/answer session.
Mental Health in Golden Community Conversation
 
Join Golden Community Partners on Wednesday, March 11 from 5 to 8:30 p.m. in a conversation about the value of mental health and community access to services.

The event features former Colorado First Lady Jeannie Ritter, a long-time advocate in raising awareness for mental health and Mental Health Ambassador for Mental Health Colorado.
Hear from a panel of mental health service providers, as well as people with powerful personal stories to share. Come engage in the sharing of ideas to help our community grow better together.

Organizations, businesses and providers promoting mental health and wellness in our community will be available as well.

Dinner is served at 5 p.m. and the presentation begins at 5:30 p.m. The event is free, but please  register in advance on eventbrite.com.

Fire Chief Welch wins spot in Fire Service Executive Development Institute
 
Golden Fire Department Chief Alicia Welch competed with new fire chiefs and chief officers from across the U.S. and Canada to win a spot in the 2020 cohort program of the Fire Service Executive Development Institute (FSEDI). In addition, Chief Welch was awarded a scholarship to cover many expenses associated with attending the program. 

The FSEDI is a year-long leadership-development program created and implemented by the International Association of Fire Chiefs to provide new and aspiring chiefs with the tools they need to successfully lead their departments.

Project Updates
West 8th Street/Trail Closure

8th Street Closure
This week, Confluence Builders will submit plans to city engineers for approval of a temporary crossing. The materials to build the temporary scaffolding that will serve as a crossing will also be delivered this week.
 
On another note, the Church Ditch culvert project that is causing the pedestrian bridge closure is experiencing delays due to recent weather and significant snowfall. Contractors have changed their schedule to work 6 days a week to try and catch up on the project. Any updates or new information will be posted on www.GuidingGolden.com

The Church Ditch Water Authority (CDWA) currently has West 8th Street and the surrounding pedestrian/bike trail closed in order to replace a culvert beneath 8th street. Under State law, Golden may not deny CDWA the right to maintain the ditch. CDWA has the right to close down streets and trails as necessary to work on the ditch. Church Ditch begins in Golden and runs 26 miles through Jefferson County and beyond.

The closure was originally expected to last a total of eight weeks, with a target date of March 17 for reopening the trail, however, weather might cause delays. The project requires a hard closure to remove the old culvert and replace it. At this time, the alternate route is down Washington Avenue.

We realize this is a significant inconvenience for trail users and we will continue to work with the CDWA contractors to shorten that duration in any reasonable way.

Ford Street Closure through February 29
 
Xcel Energy is performing maintenance on gas mains located under Ford Street, which will run through February 29.

Ford Street from 10 th Street to 7 th Street is closed for the work, but detours will be in place to guide traffic around the closure. It is not anticipated that this activity will close the adjacent Tucker Gulch Trail, which can serve as an alternate route for pedestrian and bicycle traffic.

Street and Lane Closures
  • Arapahoe St. between 13th and 14th (in front of Calvary Episcopal Church) has been extended. Due to the construction activity, parking spaces will also be lost during this time.
  • Through Feb 28: A parking lane at 1400 Maple St. will be impacted by construction traffic.
  • Through Feb 29: The closure of 17th St. between Washington and Jackson for construction staging and access for CSM's project at 1750 Jackson St has been extended until Feb 29.
  • Through Mar 1: 18th St. from Jackson to Washington - A parking lane and sidewalk will be impacted by completion of site work on 18th St., and relocation of dumpsters from 17th.
  • Through Feb 29: Ford St from 10th - 5th - A traffic lane will be impacted by Xcel work. They will be doing valve replacement.
  • Through Feb 28: 9th from 514 to the end of the street (west) - A traffic lane will be impacted by Xcel work. They will be doing valve replacement.
  • Through Feb 28: 1912 Illinois - A traffic lane is impacted by boring and conduit and fiber work.
  • Through Mar 5: Dumpster will impact parking at 17012 W 16th Ave
  • Through Mar 31: 1770 Elm St - Parking spots will be impacted by the placement of two dumpsters.
  • Through April 1: 8th St (around old Briarwood area) - A traffic lane, parking lane and sidewalk are impacted by the replacement of a box culvert going under 8th St.
  • Through Feb 26: 17th St from Arapahoe to Jackson - A traffic lane, parking lane and sidewalk are impacted by cable replacement.
  • March 2 - 5: Brickyard near Pine Ridge Rd - A traffic lane and sidewalk will be impacted for cell tower work.
  • Mar 3 - 10: Ptarmigan from Partridge to Norman - A traffic lane will be impacted by underground cable replacement.
  • Mar 7: Parking lanes in front of Buffalo Rose will be impacted by a wedding at the venue.
