ONCC Annual Meeting - June 5

During the past two months of sheltering in place due to the COVID-19 pandemic, ONCC standing and ad hoc committees have met through Zoom teleconferencing to continue the important work ONCC provides to our communities.

While we will not be meeting in person for the Annual Meeting, ONCC member participation will be critical to vote on and approve the following resolutions and leadership positions:

RESIDENTIAL SOUND INSULATION PROGRAM RESOLUTION
The approval of the Residential Sound Insulation Program Phase 19 Resolution is necessary to ensure that eligible homeowners are enrolled by this summer and contracts go out to bid in a timely manner. Without approval of this resolution, dwellings may not be sound insulated by the completion of the OMP in 2021.

THE 2020-2021 SLATE OF OFFICERS
The ad hoc Nominating Committee met and recommends the current slate of officers:

Mount Prospect Mayor Arlene Juracek—Chair
Mr. Joseph Annunzio—Vice Chair
Dr. Raymond Kuper—Treasurer

The election of officers will take place at the June 5 meeting.

GOVERNANCE COMMITTEE - IGA AND BYLAWS RECOMMENDATIONS
The ad hoc Governance Committee will present revisions and recommendations for the current ONCC bylaws for approval and recommended changes to the Intergovernmental Agreement (IGA). Recommendations for the IGA will be sent to the City of Chicago Legal Department to draft the IGA that will be in place for the next five years. Upon approval from the Chicago City Council, ONCC members will be required to renew their IGA before December 2020 in order to continue membership in the ONCC.

FINANCIAL STATEMENTS
ONCC Treasurer Dr. Raymond Kuper has reviewed expenditures for March, April, and May. Financial statements for these months need approval.
COVID-19 Impacts on O'Hare Operations
At the May Technical Committee meeting, CDA Consultants Landrum & Brown provided an update on the impact of the COVID-19 pandemic on O’Hare and the general aviation system. O'Hare has seen a 70 percent reduction in flights. Dedicated passenger operations went from 2,000 flights to 600 flights a day, while cargo demand increased from 60 percent to 90 percent. Read More

Dives into Runway Configurations for FQ21
With several important decisions behind them, the Fly Quiet Committee tackled runway configuration options for FQ21 at their May meeting.
RSIP Gearing Up for
Phase 19
CDA has hit the ground running on Phase 19 of the Residential Sound Insulation program, which will be the final phase of sound insulation under the O'Hare Modernization Program noise contour. The full ONCC is expected to approve the Phase 19 Resolution in June, authorizing work to begin. Homeowner briefings have been held, and the first group is expected to go out to bid in the 4th Quarter of 2020. All sound insulation under this noise contour must be completed by the time the final runway is completed.
ONCC/CDA/FAA Leadership Meeting
Representatives from the ONCC, CDA and FAA met on May 18, 2020 via video conference. Topics discussed included 3rd Runway availability and intersection departures during FQ21 and Runway 9C/27C Outreach. These meetings are essential to maintaining open dialog among the organizations.
