Bruce Andrews
Managing Partner and Senior Vice President of Global Public Policy, SoftBank

Bruce Andrews joined SoftBank on October 1, 2018 and serves as Managing Partner and Senior Vice President of Global Public Policy. Prior, he was a Managing Director at Rock Creek Global Advisors, and international economics and trade consulting firm. During the Obama Administration, he was confirmed as the Deputy Secretary of Commerce on July 24, 2014. Andrews was named Acting Deputy Secretary of Commerce by President Obama and Secretary Penny Pritzker on June 9, 2014. Prior to this, Andrews served as Chief of Staff to the Secretary at the U.S. Department of Commerce, a post which he began in October 2011. Prior to joining Commerce, Andrews served as General Counsel for the U.S. Senate Committee on Commerce, Science and Transportation, where he served as the chief counsel for the Committee and was responsible for policy, legal and jurisdiction issues. Before joining the Committee staff, Andrews served as Vice President of Governmental Affairs for the Ford Motor Company, where he oversaw the company’s federal and state government affairs. Prior to joining Ford, Andrews practiced law as an attorney in the Public Policy and Telecommunications Groups at Arnold & Porter. He was also a founding member of the firm Quinn Gillespie & Associates (QGA), where he worked with clients on a variety of issues related to transportation, technology, judiciary, telecommunications and financial services. Andrews began his career on Capitol Hill where he served as Legislative Director for Representative Tim Holden (D-PA), Legislative Assistant for Representative Gus Yatron (D-PA) and on the staff of Senator Alan Cranston (D-CA). Andrews, a Syracuse, New York native, is a graduate of the Georgetown University Law Center and Haverford College. He, his wife and children live in Washington, D.C.

Michael Davis
Head of Defined Contribution Plan Specialists, T. Rowe Price

Michael Davis is the head of defined contribution plan specialists for the Americas division of T. Rowe Price, the organization responsible for the firm's institutional business in North America. He also is a member of the Americas leadership team and plays a key role in guiding the division’s U.S. defined contribution investment-only (DCIO) strategy. Michael is a member of the T. Rowe Price Trust Company Board of Directors. He also is a vice president of T. Rowe Price Group, Inc., T. Rowe Price Associates, Inc., and T. Rowe Price Investment Services, Inc. Michael’s investment and regulatory career began in 1992, and he has been with T. Rowe Price since 2016. In his current role, he leads the team responsible for expanding the firm's reach and strategic engagement capabilities in the U.S. DCIO segment. Michael is a public speaker for T. Rowe Price and advocates for clients by helping them approach retirement planning with better outcomes in mind. His background and experience working at the U.S. Department of Labor (DOL) make him uniquely qualified to provide expertise on retirement policy changes, including the SECURE Act. Prior to T. Rowe Price, Michael spent 17 years with J.P. Morgan, where he ultimately became managing director and head of the western U.S. region for J.P. Morgan Asset Management. In 2009, he was appointed deputy assistant secretary for the Employee Benefits Security Administration of the DOL. After four years at the DOL, he joined Prudential Financial as senior vice president and head of stable value and later served as director of institutional client relationships at Calvert Investments. Michael earned a B.B.A. in finance from the University of Texas at Austin and an M.P.P. in public policy from Harvard University, Kennedy School of Government. He is a Series 3, 7, 63, and 24 registered representative. Michael also is a member of the executive committee for the DC Institutional Investment Association and an advisory board member for the Aspen Institute Forum on Retirement Savings.

Tucker Foote
SVP and Head of Government and Corporate Affairs, Mastercard

Tucker Foote heads the strategy creation and execution of political and legislative engagements throughout North America for Mastercard. This includes leading, among other things, campaigns to protect and promote payment security, innovation, technology, antitrust, privacy, platform-based opportunities, artificial intelligence, and cybersecurity. Mr. Foote also leads the Mastercard’s global trade operations, where he advances strategies to open new markets around the world and protect existing operations. At Mastercard, Mr. Foote has received numerous industry honors, including being recognized as a Top Lobbyist by The Hill every year since 2011 and the Power 100 from Washington Life. Previously, Mr. Foote served on the staff of the House Financial Services Committee, ultimately leaving as Senior Professional Staff in 2005 to join Mastercard. His responsibilities on the Committee included oversight of regulated financial institutions and credit card industry practices, as well as expanding consumer access to credit, eliminating predatory practices in the lending industry, and evaluating money laundering legislation and terrorist funding mechanisms. Mr. Foote is a graduate of Yale University where he majored in Economics.

Amy Friend
Board of Directors, Varo Bank

Amy brings a deep understanding of financial regulatory issues to FS Vector with over 25 years of experience shaping banking and consumer financial protection law and regulation. Amy was Senior Deputy Comptroller and Chief Counsel at the Office of the Comptroller of the Currency (OCC) from February 2013 to November 2017 where she served on the agency’s executive committee and oversaw all of the agency’s legal activities and licensing functions. Amy led the team that developed the OCC’s strategic initiative on responsible innovation resulting in the establishment of the Office of Innovation and the Special Purpose National Bank charter for fintech companies. Before taking on this role at the OCC, Amy was a Managing Director at the Promontory Financial Group where she advised financial services companies about regulatory compliance and governance. Amy also held a number of positions in the US Congress, including Chief Counsel to the Senate Committee on Banking, Housing, and Urban Affairs where she led the Committee’s work in crafting responses to the financial crisis, including the Dodd-Frank Act, and Minority General Counsel to the House Committee on Banking, Finance and Urban Affairs (now the House Committee on Financial Services). Amy served as Assistant Chief Counsel to the OCC, focusing on consumer privacy, data security, and credit reporting, and as an associate in the law firms of Jenner and Block, and Brownstein, Zeidman, and Schomer. Amy serves on the board of directors of Varo Bank, NA, the first fintech to receive a full-service national bank charter. She is also a director of FinRegLab, a newly established non-profit organization that conducts research and tests new technologies and data to inform public policy and market practices with the goal of improving financial services and expanding access. Amy is a co-founder of ALLRISE DC, a Washington DC-based organization that encourages and supports women's leadership in financial services through mentoring, networking and education. She also serves as a senior advisor to the Alliance for Innovative Regulation (AIR), a nonprofit dedicated to modernizing the financial regulatory system. Amy holds a B.A. from the University of Pennsylvania (magna cum laude, Phi Beta Kappa) and a J.D. from Georgetown University Law Center (cum laude) which honored her with a distinguished alumna award.

Andrew Olmem
Partner, Mayer Brown

Andrew Olmem is a partner in Mayer Brown's Washington DC office and a member of the Public Policy, Regulatory & Political Law practice. Prior to joining Mayer Brown, he served as the Deputy Assistant to the President for Economic Policy and Deputy Director of the US National Economic Council (NEC) where he oversaw the development and coordination of all domestic economic policies, including for financial services, technology, telecom, energy and infrastructure. During his tenure in the White House, Andrew played a key role in the passage of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, landmark legislation to address the economic downturn due to the coronavirus, and leading the administration’s regulatory reform initiatives. His work coordinating economic policy has been publicly praised by the leadership of US financial regulators. Andrew joined the NEC in 2017, where he worked for then-NEC Director Gary Cohn and current Director Larry Kudlow. He previously served as the Special Assistant to the President for Financial Policy at the NEC, where he devised and coordinated the administration’s policies on financial services, housing finance and fintech. He led the administration’s successful efforts to pass the Economic Growth, Regulatory Reform and Consumer Protection Act, the most significant financial services legislation in a decade. He also developed the administration’s housing finance reform initiative to end the conservatorships of Fannie Mae and Freddie Mac. Before joining the White House, Andrew was a financial services partner in private practice. He previously served as the Republican Chief Counsel and Deputy Staff Director for the US Senate Banking Committee under former Senate Banking Committee Chair and current Senate Appropriations Chair Richard C. Shelby (R-AL). During his more than seven-years at the Banking Committee, he helped craft a wide-range of financial services legislation, conducted prominent congressional investigations and participated in the consideration of legislation in response to the 2008-2009 financial crisis, including the Emergency Economic Stabilization Act (TARP) and the Housing and Economic Recovery Act. As a leading staff negotiator, he played a significant role in the deliberations on the Dodd-Frank Act, the most important financial services regulatory legislation since the New Deal. Andrew began his legal career practicing corporate and securities law at Mayer Brown in its New York office. Before attending law school, he served as an assistant economist for monetary policy at the Federal Reserve Bank of Richmond.

Cheyenne Hopkins
Managing Director, FTI Consulting

Cheyenne Hopkins is a Managing Director at FTI Consulting and provides public affairs communications solutions for financial services clients. Ms. Hopkins focuses on multi-stakeholder communication campaigns related to regulatory matters, crisis response, media relations and litigation communications. With nearly two decades of experience, she has led financial communications campaigns, media relations and public affairs strategy for various financial services firms. Ms. Hopkins has led public affairs strategies for large banks and advised various financial firms facing public affairs and crisis situations. Prior to FTI Consulting, Ms. Hopkins served as a Senior Vice President of Public Affairs Strategy for the Bank Policy Institute, an industry trade group representing the 40 leading banks. She was a Senior Vice President of Financial Services Policy and Capital Markets at Edelman, where she developed communications plans for various clients ranging from large banks, housing finance, insurance, fintech firms, hedge funds, private equity, and regulatory agencies. Ms. Hopkins spent over a decade as a reporter covering financial services for top tier media outlets, including Bloomberg, American Banker and Reuters. She was a Treasury Department and regulatory reporter during the 2008 financial crisis.
