June Forecast Shows Washington's
Economy Rebounding Swiftly

This week, the Washington Economic and Revenue Forecast Council released its June projections of economic activity and revenue collections. The Council, an independent arm of state government, provides the Administration and Legislature with these quarterly forecasts.
Washington State’s economy continues to outperform earlier expectations. According to the forecast:
- Washington will collect $807.6 million more than forecasted for the biennium ending on June 30.
- Collections in the 2021-2023 biennium (beginning on July 1) are now forecast to be $1.239 billion more than the March forecast.
- Collections in the 2023-2025 biennium are forecast to be $1.2 billion more than forecast in March.
Strong retail sales tax and real estate excise tax collections have driven revenue growth. Note that even in fiscal year 2020, when so much of the economy was shuttered, state tax collections continued to grow.
The optimistic state revenue projections may add fuel to the debate over the need for the new capital gains tax enacted in the 2021 session. Multiple parties are currently challenging the new law.

CKFR, located in the central portion of the County, is one of the largest fire service providers in Kitsap County. Within its boundaries and contracted areas CKFR provides Fire and Emergency Medical Services (EMS) response to approximately 115 square miles of land and serves a population of more than 72,000 citizens. In addition, CKFR is the County’s fastest growing fire agency as a result of a series of mergers, consolidations and contracts for fire and EMS protection services. Because of its peninsula type layout, CKFR has 40 miles of tidal waterfront with adjacent saltwater area plus numerous small lakes and ponds.

New Proposed Corporate Tax Rate |

President Joe Biden and congressional policymakers have proposed several changes to the corporate income tax, including raising the rate from 21 percent to 28 percent and imposing a 15 percent minimum tax on the book income of large corporations. The proposals are being considered to raise revenue for new spending programs and would repeal changes to the corporate tax made by the Tax Cuts and Jobs Act (TCJA) in late 2017.
The first corporate taxes were levied in 1909 at a rate of 1%. The rate reached 12% in 1918 for corporate income over $2,000. The all-time high was just under 53% in 1968, and it stood at 35% beginning in 1993 until it dropped to 21% in 2018 as part of the Tax Cuts and Jobs Act.

Transportation is key to a healthy, functioning economy. To get input from the business community on a possible legislative transportation package, AWB is hosting 10 transportation listening sessions in cooperation with chambers of commerce across the state. All are invited to attend.
“We usually reach out to employers when a statewide package is being considered,” said AWB Government Affairs Director Mike Ennis, “and given the passage of the cap-and-trade program and the low-carbon fuel standard, a potential federal infrastructure package, and the governor’s vetoes, we want to check in with members to see what everyone is thinking.”

Job Search Requirements Reinstated in July |

Those on unemployment benefits in Washington will need to show proof that they're looking for a job starting this month.
The Washington State Employment Security Department (ESD) is reinstating the job search requirement in July. The requirement was suspended at the beginning of the COVID-19 pandemic. However, it will be reinstated now that the economy is recovering, according to ESD.

The pandemic forced the hospitality industry to adapt and innovate. Some changes were temporary, but others are now permanent fixtures in a business environment that is forcing operators to stay as lean as they can. In March, the Washington Hospitality Association hosted a virtual roundtable to discuss innovative practices that Washington businesses were using to thrive during the pandemic. June 30 has finally come and gone, which means the state is now fully open. Washington hospitality businesses are allowed to reopen and serve guests at full capacity.
Washington Hospitality Association President and CEO Anthony Anton held a press conference last Tuesday to celebrate the reopening of the state.
“We’re excited, from 12:01 tonight, to welcome back hospitality to the state of Washington in its full form,” Anton said. “If you haven’t planned your summer vacation, places from Walla Walla to Long Beach to Downtown Seattle would be excited to have people coming back.”
While the state is fully open for all industries, there are still some guidelines in place.
Venue restrictions
There are a few exceptions to the reopening guidelines:
- Large indoor events with more than 10,000 people confined to indoor space are capped at 75% capacity. Masks are required for all attendees although no physical distancing is required.
- Events that have a vaccine verification process for attendees are allowed to operate at 100% capacity.
Mask guidance
While it is exciting to be fully open again, vaccination rates are continuing to lag in many areas of the state. The sudden spread of the delta variant is pushing some county public health officials to urge residents to continue indoor mask use. The association recommends businesses follow state, local, and CDC guidance to help keep employees and guests safe.
The Washington Hospitality Association will continue to work with the governor’s office and share the most recent information as policies and guidelines are updated.

Ducks for Silverdale Rotary's Annual Duck Race are now on sale from area Rotarians! Ducks are also available for purchase at the Silverdale Chamber of Commerce and Visitor's Center, located in the Kitsap Mall near Macy's.
The Silverdale Rotary Club hosts the annual Duck Race during Whaling Days, held the last weekend of July at the Silverdale Waterfront. When you purchase duck tickets you are contributing to programs that support our community.
Buying duck tickets changes lives. Thanks to community sponsorship and volunteer support, all money raised goes directly to programs that impact the lives of those in need. From feeding homeless children, supporting the Teen Center at the Haselwood Family YMCA, and Stand Up For Kids, to providing scholarships for graduating High School Seniors, dictionaries to 3rd Graders or supporting Corey’s Day at the Farm, the Silverdale Rotary Club supports our youth.

Bridging Bremerton

It's a Story Walk for the ages. On Saturdays in July, Kitsap Sun Reporter Josh Farley will host the third annual Bridging Bremerton, festivities that celebrate Bremerton's two bridges and all of the artifacts along the 3-mile trail that surround them. All walks will begin at 2 p.m. at locations around the bridge-to-bridge trail. All walks are free, just RSVP to josh.farley@kitsapsun.com or on Facebook and be prepared to walk about three miles!
2:00 pm, July 10. Meet Me in Manette: We'll explore the history of Manette and the bridge that connected it to Bremerton, then head on our traditional bridge-loop walk. Artist Jonathan "Fro" Perry and a team of artists will be painting the Manette free-wall and we'll get a taste of their work.
Oh, and we've saved a party in Manette for the end, with a tour of the new Living Room Realty space and discounts from many Manette businesses and restaurants.
