COVID-19 Business News
Hogan Ends COVID-19 State of Emergency July 1

Governor Larry Hogan last week announced the end of the COVID-19 state of emergency in the State of Maryland, noting that the state has surpassed 6.5 million vaccinations and a positivity rate at a record-low 0.82%. Per the Governor’s order, the COVID-19 state of emergency will end in two phases:

  • All emergency mandates and restrictions will be terminated as of July 1. The statewide mask order will no longer be in effect for any settings, including schools, camps, and child-care facilities. However, private businesses and local governments continue to be able to set their own policies. Further, a federal order requiring masks and face coverings on public transit is still in effect.

  • Thursday, July 1 will mark the beginning of a 45-day transition grace period, where certain regulations will continue to be relaxed. This includes such provisions as renewing driver’s licenses, winding down emergency health operations, and the moratorium on evictions related to COVID-19.

County Minimum Wage Increases July 1

The minimum wage will increase in Montgomery County on Thursday, July 1. The number of workers employed by the business will determine the amount of the increase.

The County’s per hour minimum wage will rise to $15 for employers with 51 or more employees, $14 for employers with 50 or fewer employees, and $13.50 for small employers, with 10 or fewer employees.

Most employees must be paid at least the Montgomery County minimum wage rate. Employees age 18 and under, working under 20 hours per week, are exempt from this rate. Employees under 18 years of age must earn at least 85 percent of the State minimum wage rate.

Signed into legislation on Nov. 17, 2017, Bill 28-17 raises the minimum wage incrementally, each July 1, until it reaches $15 per hour in 2022. Information should be forthcoming from the County Office of Human Rights.
