Winter Drawdown to begin November 1st

Per our Order of Conditions, the winter drawdown will begin the week of November 1st. 

Keep an eye out for the latest 'Blue Space Minute' which will talk about the use of drawdowns as a tool for lake management. 
Support Needed for Parks Petition 

We are so fortunate to have 3 public spaces located on the shores of Indian Lake: Morgan Park, Shore Park and the beach at the end of Clason Road. Our association has worked tirelessly to advocate for these spaces. At times, in the summer months, the number of visitors can overwhelm these facilities. 2020 brought this challenge to an entirely new level. The ILWA has recently submitted a petition to the Worcester City Council seeking review of these facilities so they can continue to be a place for all visitors to enjoy while following established guidelines for noise, parking and public safety. 

This petition will come before the City Council this Tuesday, October 20th at 6:30 pm. It is item 8k. See below to participate:

Lake Safety

The Morgan Park boat ramp is a public boat ramp, designated by a Land Management Agreement between the city and state originally signed in 1991. The benefits include state funding for boat ramp repairs and replacement, the latter which is projected as part of the master plan for Morgan Park. The challenges of providing access for all on our relatively small water body are many. And, the pandemic created a huge increase in families taking to the waterways this year. Some of the challenges on the water at Indian Lake are not necessarily new. Yet the number of personal watercraft that were attracted to Indian Lake this year that appeared to have no regard for safe boating laws has renewed the outcry for limiting or banning personal watercraft on the lake. 

ENFORCEMENT

The Massachusetts Environmental Police Inland Safety Bureau is responsible for policing inland waterways such as Indian Lake as well as a enforcing a wide variety of laws and regulations including the statutes regarding hunting, fishing, trapping, and off-highway vehicles. As with many departments, their staff is widespread and limited. Recognizing this many years ago, the Worcester Police trained several officers in enforcement on the waterways. We are fortunate in this respect as WPD can run registrations and issue citations as necessary to those violating boating laws. WPD increased their oversight of the boat ramp and waterway this summer and could be seen at Morgan Park nearly every weekend in July and August, sometimes even in a combined effort with the MA Environmental Police. Officers performed safety and registration checks, turning away or removing those not complying from the lake; removed vehicles illegally on Grove Street; issued numerous speed warnings in area of boat ramp as enforcement of no wake zone; and park gates were closed when lot was at capacity during dedicated enforcement times.  

WPD has indicated a boat to allow officers better access to the waterway would be extremely beneficial to their enforcement efforts. Please contact your City Councilor if you would like to see this move forward.

LAW DEPARTMENT ORDER

We appreciate Councilor Rose and Councilor Mero-Carlson filing an order before City Council recently asking the City's law department to determine what the process would be to limit or ban personal watercraft on Indian Lake. 

BOATER EDUCATION AND LICENSING

The state of Massachusetts is one of only 14 states that do not require boat or personal watercraft operators to attend boater education or pass a license exam. There is a bill on this topic which is currently in the Committee on House Ways and Means that will require all boaters and personal watercraft operators to pass a license exam. If you are in favor of boater education, please contact your local legislators and ask them to pass H.4229.

Fall Cleanup Saturday, November 7th 9-12 

Please mark your calendar for our fall cleanup on Saturday, November 7th from 9 am to noon. We will meet at Morgan Park at 9 am. Participants are encouraged to bring their own gloves. Masks must be worn at all times. 
Worcester Fisheries History & Improvement Project 

The ILWA is proud to collaborate with our friends at Lake Quinsigamond, Coes Pond, Bell Pond and the City of Worcester Lakes & Ponds Division to move the Worcester Fisheries History & Improvement Project to the next step. Originally part of a collaborative grant application to evaluate and improve our waterways to support a healthy fish habitat, we developed an Angler's Survey which was released last spring. Two amazing WPI students, Daniel Botelho and Mustafa Eracar, took the ball in promoting this survey, doing an analysis of the results and laying the groundwork for engaging the public in fishing opportunities at our local waterways. As an Independent Qualifying Project, Daniel and Mustafa had the unique challenge of accomplishing the project objectives in a 'virtual' format and they truly knocked it out of the park! 

While the grant was ultimately not received this year, the City of Worcester has made a commitment to move this project to the next level by engaging in further analysis of the Angler's Survey results in comparison to past state surveys to develop plans for short and long term goals to improve our fisheries!

Realignment of Shore Drive

At this time, the Shore Drive/Drummond re-alignment project is expected to be complete towards the end of November. This state project includes traffic light and sidewalks. The City of Worcester has made a commitment to extend the sidewalk all the way to the YMCA which will be a huge safety improvement for runners and walkers. 
Indian Lake Neighborhood Watch Meeting

The Indian Lake Neighborhood Watch Meeting meets monthly. At every meeting we receive an update on the neighborhood crime statistics from Worcester Police Officer Lisa Carlson. This meeting also encompasses quality of life issues in the neighborhood such as missing street signs, graffiti, illegal dumping, pot holes, abandoned vehicles, abandoned houses, etc. The meeting is typically attended by a City of Worcester Code Enforcement representative who is also available to answer questions about city ordinances.
