NIH Plans Early Renewal of PIV Cards (HHS ID Badges)
The Division of Personnel Security and Access Control (DPSAC) will immediately begin to preemptively renew NIH PIV cards that are set to expire between June and August 2019.

In addition to the approximately 3,000 badges that are expiring during the summer months, DPSAC is preparing for the arrival of summer students and fellows who will join the NIH workforce and require new badges. DPSAC is completing this badge smoothing exercise so that it can continue to provide excellent and timely customer service to all individuals as they join NIH.

DPSAC, in conjunction with the NED team, plans to process 300 forced renewals every two weeks beginning mid-February through the end of May. By accelerating the renewal process for these selected badge holders, they will have sufficient time to renew their PIV cards. Facilitating continuous, uninterrupted physical/logical access needed to achieve NIH’s mission is a high priority for DPSAC.  

Completing Badge Renewal Tasks in NED
The NED Team will be distributing the list of affected individuals to the administrative community. Once the NED team generates the renewal task for these individuals, a task will be awaiting sponsorship in the AO’s inbox.

The overall success of this effort will be dependent on AOs completing badge renewal tasks as they appear in their NED inboxes. Once the badge renewal task is complete. individuals will receive an e-mail asking them to schedule an appointment. Most badge renewals will be conducted at DPSAC's Badge Issuance locations in Building 31, Room 1B03, which accepts walk-ins, and Building 10 (South Lobby), which requires appointments.

Q . I’ve been told that a Special Government Employee (SGE) may be eligible for an NIH Legacy badge, a Restricted Local Access (RLA) badge or a PIV badge. Can you explain under what circumstances the SGE will be issued one of these badges?  
 
A. You are correct that all three options are possible. In the majority of cases, in which the SGE requires only an ID badge (and not NIH network and e-mail access), the AO enters the SGE into NED and requests an ID badge. An NCIC case is created in BITS and processed by the NIH Police. The SGE only needs to go to the NIH Police to pick up his/her NIH Legacy badge.
 
For SGEs who require both an ID badge and NIH network access/e-mail, the type of badge issued to these individuals (RLA or PIV Card) is dependent on their length of employment.

Applicants who are employed less than six months will undergo a SAC check and be issued an RLA badge. Applicants employed at NIH over six months will undergo the appropriate background investigation and be issued a PV card. In both instances, the AO enters the individual into NED and requests an ID Badge and NIH network access/e-mail.
A case is created in BITS and processed by DPSAC.

To complete the process, the SGE will need to come to DPSAC twice: the first appointment will be for enrollment, and the second will be for RLA or PIV badge issuance.  
Do NOT lend your ID badge to anyone! Lending your ID badge is prohibited. The issuance of ID badges is based on strict identity proofing and the determination of one's suitability for a specific position classification. To do so is a criminal offense!

Return Your Badge When Leaving NIH
If you plan to leave the employ of NIH, whether you’re an employee, contractor or affiliate, you will need to turn in your HHS ID Badge (or RLA Badge) to your Administrative Officer so that s/he can deactivate your badge in NED. The AO will turn over the deactivated badge to the badging office.


ALT cards -- should be returned to the  IC ALT card coordinator - NOT to DPSAC.
 Administrative Officers (AOs) who wish to obtain sponsor authority must complete the sponsor training. To access the training module, click on: Sponsor .

Upon completion, the AO should sign and e-mail a copy of the certificate found at the end of the training module to Alex Salah at: salaha@ors.od.nih.gov . Upon receipt of the certificate, Mr. Salah will authorize the AO as a Sponsor. 

Note: ONLY individuals with an Administrative Officer role in NED are eligible to be HHS ID Badge/PIV Card Sponsors.
