The need for senior care services is on the rise in a big way. The Senior Care Management Executive Certificate is designed to address this need.

CURRICULUM
Taught using focused learning experiences and relevant case studies, the highly interactive Senior Care Management Executive Certificate covers a wide range of topics important to today's health care professionals. For the third year, LeadingAge is excited to offer a student program at the 2019 LeadingAge Annual Meeting & EXPO, October 27-30 in San Diego, for students enrolled full-time in undergraduate or graduate programs at accredited colleges or universities (ages 18 and up). Our goal is to expose and connect students to opportunities in the field of aging services.The LeadingAge Annual Meeting is the largest meeting of aging services professionals in North America.
LeadingAge's 6,000-plus members and partners include nonprofit organizations representing the entire field of aging services, 38 state partners, hundreds of businesses, consumer groups, foundations, and researchers. LeadingAge has developed a robust program that includes networking, leadership development, and career advice for one of the largest growing industries today. The student program begins the evening of Saturday, October 26 at the San Diego Convention Center.

NSPIRE demonstration open registration just announced
HUD has just posted information on registering for the NSPIRE demonstration. LeadingAge will be reviewing to release an analysis shortly but wanted to make sure you had the announcement as soon as possible.

As part of its continuing efforts to improve its physical inspection process, HUD is pleased to announce nationwide, open registration for the National Standards for the Physical Inspection of Real Estate (NSPIRE) Demonstration.
Public Housing Agencies (PHA) and Property Owners/Agents (POA) across the U.S. and its territories are welcome to register; however, HUD will begin the selection process with properties from Region III and will continue until a nationwide representative group is chosen.
PHAs and POAs will receive acceptance or rejection notification separately from the confirmation that their application has been received. Acceptance notifications will contain additional information such as terms and conditions of participation, and the process and implications of withdrawing from the Demonstration.
PHAs and POAs are encouraged to register one or multiple properties for acceptance into the Demonstration but there is no requirement to submit all properties within a portfolio. Submission of an application does not constitute acceptance into the program nor does it obligate the PHA or POA in any way. Once accepted into the Demonstration, participants may voluntarily withdraw any or all properties at anytime.

The Assisted Living Resident Profile Survey Results for 2018

of a report containing the results of the Assisted Living Resident Profile Survey (ALRPS) for the year 2018.
This report contains information concerning assisted living residents and assisted living program participants in New Jersey. The report summarizes the results of the ALRPS which focused on the following domains: facility characteristic profile; in-house resident profile; respite residential profile and discharged resident profile. We believe you will find this information very useful in determining how your facility compares with the statewide average for each of these measures.
The Department of Health (Department) would like to thank staff members from the facilities for completeing and submitting the survey for 2018. The response rate for 2018 was 99.6%. In addition, the Department appreciates the collaborative effort between the New Jersey Hospital Association, the Heath Care Association of New Jersey and LeadingAge New Jersey in working with the facilities to complete the survey.

Q&A: CMS Proposal to Reform RoPs
On July 16, 2019, the Centers for Medicare and Medicaid Services (CMS) announced a proposed rule to reform the Requirements of Participation (RoPs). CMS-3347-P Requirements for Long-Term Care Facilities: Regulatory Provisions to Promote Efficiency and Transparency has left providers with many questions, which we address below:
Q: What is the proposed rule?
A: Aimed at reducing regulatory burden by eliminating or reforming obsolete or burdensome regulations, CMS has proposed a rule that would make changes to 12 sections of the Requirements of Participation (RoPs) for long-term care facilities.
Q: When will this rule be finalized?
A: The public comment period closes in September. At that time, CMS will review all comments and determine how to proceed. If significant changes will be made to the proposed rule, CMS may issue a second comment period. If there is no additional comment period, the process will continue toward finalization. This process could take months.
Q: How does this proposed rule impact the upcoming implementation of RoPs phase 3?
A: RoPs 3 will be implemented in November 2019. Generally, the proposed rule does not change that. However, for some parts of RoPs 3 specifically addressed in the proposed rule, implementation will be one year from the date that the rule is finalized.
Q: When will the RoPs Phase 3 interpretative guidance be issued?
A: CMS is still aiming to release guidance on the aspects of RoPs 3 that are not impacted by this proposed rule sometime this summer. They have not provided an exact date.
Q: Will there be guidance on the elements of RoPs 3 contained in the proposed rule?
A: When CMS releases the RoPs 3 guidance, they will indicate those sections impacted by the proposed rule, and guidance will not be provided for those requirements at that time. After the rule is finalized, CMS plans to release guidance on the additional elements impacted by the rule.
Q: Aside from phase 3, what other aspects of the RoPs does this rule impact?
A: This rule also proposes changes to residents' rights to be informed of physician, grievances, transfer and discharge notices, retention of daily staffing data, PRN orders for psychotropic medications, facility assessment requirements, and life safety code. Q: Does this rule address anything beyond RoPs?
A: This rule also proposes changes to the informal dispute resolution (IDR) and independent informal dispute resolution (independent IDR) processes and the waiver of hearing for a reduction of civil money penalty (CMP) amounts. |

Persichilli to begin work at DOH next week
Gov. Phil Murphy's pick to replace former state Health Commissioner Shereef Elnahal, who stepped down last week, will begin work on an acting basis on July 29, the governor's office announced.
Judith Persichilli will serve as commissioner on an acting basis until she's approved by the Senate, which, as of today, had not scheduled a session to consider her appointment.
For the next week, Marcela Ospina Maziarz, who had been deputy commissioner for health systems under Elnahal, will serve as acting commissioner. Maziarz had been among the candidates Murphy considered prior to announcing his selection of Persichilli last month.
"Acting Commissioner Maziarz has done tremendous work in the Department. She will continue to serve New Jersey's residents well, both in this period of transition and in her capacity in ensuring that New Jersey's healthcare system is safe and effective," Elnahal said in a statement.
Elnahal started work today as the new president and CEO of University Hospital in Newark, where Persichilli had been serving as an interim chief executive since December.
Maziarz, a former staffer for the New Jersey Senate Majority Office, played a key role in developing some of the Murphy administration's policies for addressing racial disparities in health outcomes for infant and maternal patients. Those have included the health department's maternal data center, which tracks information on health complications, as well as the New Jersey Maternal Care Quality Collaborative.
"I am honored to continue the work the Administration has accomplished over the past 18 months, in particular, in improving maternal health and ensuring health equity for everyone. I look forward to addressing these and other health challenges as Acting Commissioner," Maziarz said.
