When you work for an association where every four years about a third of the membership changes, you get used to members coming and going. As you probably know, we have more than 90 people serving on our various insurance boards of directors and advisory committees. Almost every year - and certainly every four years - there are vacancies to fill.
 
Recently we unexpectedly lost a board member who was a record setter. Union County Chief Clerk Dee Robinson served on the PCoRP and PComp boards of directors, and did so for 26 years. No one has served longer on either board. Dee and her husband Dennis passed away in early July, one day apart. Both had amazing public service careers.

I worked with Dee almost my entire time here at CCAP. She served on the Study Committee which helped us form PComp, and then on the board, where she was secretary-treasurer. She held the same position on the PCoRP board. We've always encouraged board members to speak up and ask questions, and that was something we did not have to say twice to Dee. Often when we were discussing an idea, or coverage, or new program, Dee would let us know if there was just no way that would work in counties (and why!). And if she thought something was a good idea you knew it had a very good chance of working well. She asked great questions and kept us on our toes - exactly what board members should do.
 
I had the chance to visit both her offices at the county - one in the courthouse, and then the new one in the administration building. The former was a pretty small office, and there was not a horizontal surface in it that was empty - stacks of paper were everywhere. Yet she knew where everything was (or so she claimed!). When her office moved to the new building and she told me it was a larger office, I didn't know what to expect, only to discover that just gave her more room for her "filing system."

Dee was a trusted advisor and friend and she did so much to teach us all about county government and how to do things the right way. She enjoyed being on the PCoRP and PComp boards, and as her health was failing, she hated missing board meetings. I'm so glad that I and others were not reticent in telling her how much we appreciated her.

Let's Cover Coverage for Covered and Regular Bridges!

Counties own a lot of bridges, and if you are one of the 52 counties in PCoRP, there is coverage available for things that happen to the bridges.

The easiest to address is liability coverage for when the county gets sued for something that happens related to the bridge. If you own the bridge, PCoRP's coverage includes liability for the bridge. For example, if someone had an auto accident on the bridge and alleges the design of the bridge contributed to the accident, and sues the county, PCoRP would respond. PCoRP members DO NOT have to provide a schedule of bridges in order to have this liability coverage.

Property coverage for bridges requires direction from the county as to which bridges, if any, are to be covered for property damage. PCoRP members DO have to provide a schedule of bridges for which they want property coverage. It also may be just certain bridges - members do not have to purchase property coverage for all their bridges. Keep in mind that your cost will be related to the value of the bridges you want to insure - just like any other property. Most PCoRP members do not insure their concrete bridges for property coverage, as there are state funds available for bridge replacement. It is more likely counties will decide to include their covered wooden bridges in PCoRP's property coverage.

Here are the key points about coverage for county owned bridges:
  • PCoRP can provide property coverage for county owned concrete bridges.
  • They MUST be scheduled - so choose which bridges you want property coverage for and list them on the annual application. Please be sure to provide a value for any bridges listed for coverage.
  • Covered Wooden Bridges (historic or renovated) can also be included in PCoRP property coverage - they need to be scheduled too. If you inform PCoRP you want a covered wooden bridge to be scheduled, they will also then be appraised by Industrial Appraisal to establish the cost to replace the bridge.
  • Liability coverage for bridges does not need to be scheduled - as long as the county owns the bridge there is liability coverage for it.

2019 CCAP Salary Survey is Now Available!

The 2019 CCAP Salary Survey provides salary information for almost 17,000 county positions from 58 Pennsylvania counties and county related entities! This year is the largest response in the history of the survey, so a BIG thank you to everyone who participated!
 
If you are already registered for access to the CCAP Salary Survey, your current username and password will continue to give you access to both the Position Details and Summary Details. If you need to register for access to the CCAP Salary Survey, please visit the CCAP website, at www.pacounties.org, click on the "Media" tab at the top of the page, scroll to the bottom of the page under "Demographics and Statistics" and click on the Salary Survey link. From there, under "Essential Links" you can register for access and view a webinar on navigating the survey.  Please note, the CCAP Salary Survey is free for all CCAP and SCHRPP Members and their approved staff. Others can purchase access for a fee, as explained on the webpage.

Remember to Earn Your Five Percent Credit!

Just a reminder, participation in the 2019 Unemployment Compensation Trust Risk Control Incentive Program can earn members up to five percent credit toward each of the quarterly contributions for next year! As explained in the
program document, members have the opportunity to participate via online training, onsite training, providing updated policies and procedures (as applicable) and by timely reporting of unemployment related matters. Member participation is verified through the completion of an Activity Report, which must be completed and submitted by Friday, September 13, 2019! New for 2019, Defense Counsel Satisfaction Survey for All Litigated Claims!

As you are aware, PCoRP is deeply committed to our members' satisfaction and our goal is to exceed your expectations. PCoRP solicits feedback in a number of different ways, and something new for 2019 is a survey solely related to our panel of defense counsel. Going forward PCoRP members will receive a survey following the conclusion of a litigated claim to allow for us to gauge the member's overall experience.

This survey asks about satisfaction, communication, knowledge, articulation, preparation and strategy, and overall performance of the assigned defense counsel. We do not require you to share your personal information on this survey and will not release your information if you choose to do so.

Welcome to Adrian Cole-Stephens, who started work at CCAP on July 8. She is a Claims Representative 2 working on PComp claims. Also new to the insurance staff is Morgan Cunningham our new Claims Coordinator. Morgan was an intern in the insurance department in 2018 and was a temporary employee since May. She graduated from James Madison University in May, with a Business Administration degree. Morgan will be overseeing daily receipt and distribution of property and liability claims, compiling monthly and quarterly Medicare Section 111 reports, and managing administrative claims including but not limited to auto glass claims.
