Republican Caucus Unveils Education Priorities


On Thursday, Republican Minority Leader, Nic Kipke (R-Pasadena) and Minority Whip, Kathy Szeliga (R-Baltimore), outlined our education priorities.

  • allows for alternative education arrangements for students who are regularly disruptive. They would be allowed back in their regular classrooms when their teacher believes they are no longer prone to disruptive behavior. 
  • provides civil immunity to teachers and administrators who take appropriate action to stop acts of violence in schools - such as intervening to break up a fight between students.
 Predator-Free Schools Act of 2020  
  • ensures students who are registered sex offenders are not allowed in our schools and provides for alternative education arrangements.
 Accountability in Education Act of 2020 
  • establishes a hotline in the inspector general's office in which teachers, parents and students can report disruption and violence without fear of retribution.
Right to Learn Act of 2020 
  • allows students who are attending low-performing schools to transfer to better-performing schools.
  The Blueprint for Maryland's Future - Implementation  HB1300 - th is 199-page legislation,was recently introduced as "groundbreaking," but expensive. Built from the recommendations of the Kirwan Commission, this overhaul of the State's public schools is estimated to cost $4-billion. While we support the opportunity to impact the lives of Maryland's children, there is no funding mechanism in the legislation, and little to no accountability.  We still do not have a fiscal note to accompany the bill and I will be closely analyzing this long anticipated legislation.

Governor Hogan, in his "State of the State" address last week, committed to ensuring that every child regardless of what neighborhood they live in will have access to a great education. He believes, and I agree with him 100%, that we need to  hold all local school systems accountable for the billions of state tax dollars we are already investing, and make sure those dollars are getting into the classrooms where they belong.

If you are a resident of District 5 and attend a Carroll County High School, you are eligible to apply for the Delegate Susan Krebs' Scholarship.  All high school seniors planning to attend a Maryland college or university are encouraged to apply.
