FEA Ethics Committee Updates Code of Ethics
The Board recently approved an updated version of the Code of Ethics – the updated version can be found here. The Ethics Committee, with the input and guidance of the FEA Board, updated the Code of Ethics to include a clarification that referral fees need be disclosed to clients in writing. The updates also include revisions relating to the removal of personal property references in light of the Tax Cut and Jobs Act. If you have questions or are interested in serving on the Ethics Committee, please contact Mike Anderson at Michael.Anderson@zionsbank.com or Julie Baird at Juliebaird@firstam.com.

Speaking of ethics, do you have a situation or questions that you would like to discuss or issues that you’ve seen, heard of, or fear?  David Gorenberg, Wilmington Trust 1031 Exchange LLC will be facilitating the ethics presentation at the annual conference. He would love to hear from you. Contact him DGORENBERG@WilmingtonTrust.com or (302) 636-6584.

GAC Update
The GAC news this month is all California.

Assembly Bill 91, The Loophole Closure and Small Business and Working-Class Families Tax Relief Act of 2019 became law on July 1, 2019. The law conforms California tax law to current Federal IRC 1031 (i.e. eliminating personal property exchanges), except for taxpayers with AGI of less than $250,000 (individual) / $500,000 (joint filers). This means that smaller California taxpayers under those thresholds would still be able to receive tax deferral treatment at the state level for like-kind exchanges of personal property. The text of the relevant section appears below the link to the full bill.
