This Week in HoCo
Woodstock 50

As news continues to swirl around a Woodstock 50 concert, Howard County remains ready and able to help host a safe and memorable event. This is a remarkable opportunity to bring a piece of American history to our community this summer, in our own Merriweather Post Pavilion. When we heard that there was a potential to save this festival, we jumped at the chance.
 
We look forward to working with the venue and the promoters to complete the permit process and make this festival official. Right now, we are taking steps to complete the permit process, just as we do for every great event at Merriweather. Howard County is no stranger to hosting big concerts, from Virgin FreeFest to JazzFest, and more. We will continue checking all our boxes to ensure we put on an event of the caliber this historic festival deserves.
 
In 1969, a farmer with a vision made history, bringing people together under the banner of ‘Peace & Music’. Around the same time, the town of Columbia was founded here in Howard County with the same shared values of inclusion and communal love. Fifty years later, it feels like the perfect fit to bring a world-class festival to our world-class city.

New Bocce Ball Courts

It was especially bright and sunny in Howard County when we opened new bocce courts at Cedar Lane Park last week. They will serve as home to the  Special Olympics MD Howard County 's bocce league.
 
We strive to offer recreation opportunities that can be enjoyed by every person who visits our parks and facilities. With these new courts, our community has gained another inclusive place to play. Thank you  Howard County Recreation and Parks  for making this dream a reality!
Americans with Disabilities Act 29th Anniversary

On July 26th, 1990, the Americans with Disabilities Act was signed into law by President George H. W. Bush protecting the rights of all people with disabilities. This act protects against discrimination on the basis of disability and ensures that every American has public accommodation, regardless of ability. In Howard County, we stand with the disabled community and will ensure everyone has access to their rights under the ADA.

Hackground's Youth Summer Camp

After my first annual STEM Awards in May, I committed to visit our fierce community competitors. On my visit to  Hackground's Youth Summer camp in Maple Lawn, these bright students showed off their coding space, model rockets, robots, drones, and therapeutic vehicles retrofitted for children at Johns Hopkins Hospital. Thank you to founder and host, Prasad Karunakaran, and to Greenebaum for donating the space.
HCYP Baseball Raiders Black Baseball team

HCYP Baseball  Raiders Black Baseball team recently attended the All-Star Village in Cooperstown, New York to complete against other Little League teams from all over the country. This is a wonderful program helping our youth gain a major league experience while playing the sport they love. Read more about their experience here .

Senior Day at the Fair! From 10:00 a.m. to 3:00 p.m. on Tuesday, August 6, all adults age 62+ will receive free admission to this year’s 74 th annual Howard County Fair . Be sure to swing by the 4-H Activities Building to visit our Department of Community Resources and Services’ (DCRS) Office on Aging and Independence and learn about the County’s healthy aging program, exercise demos, bingo, prizes and more. 
A new take on the former 50+EXPOS, Master Aging: Engage, Educate and Inspire is the Office of Aging and Independence’s new conference-style event will feature interactive exhibits, seminars and workshops which highlight lifelong learning and leisure, technology and exercise. The event will also showcase the wide range of older adult programming and entertainment at our County 50+ Centers . Now at the halfway point, there are just four weeks left in this summer’s Department of Community Resources and Services’ (DCRS) Office of the Local Children's Board FREE cooking class program. Geared towards kids age 8 to 17, cooking classes are held every Wednesday (through August 21) from noon to 2:00 p.m.at the East Columbia 50+ Center in Columbia. In the upcoming four weeks, participants will learn how to make: veggie tuna salad and edible cookie dough (July 31); unicorn French toast (August 7); acai bowl (August 14) and veggie pasta (August 21). Classes are hosted by Healthy Little Cooks and held in partnership with DCRS and the East Columbia 50+ Center.

Department of Fire and Rescue Services Office of Emergency Management
When severe weather is headed our way, be sure you are in the know. Sign up to receive weather alerts to your mobile device and/or email by going to the National Oceanic and Atmospheric Administration (NOAA)'s website, www.weather.gov/subscribe , where you’ll find a list of available email and mobile application alert services. 
Too often we overlook the psychological resilience aspect when preparing for emergency and disaster situations. This August, the County’s Local Emergency Planning Committee (LEPC) will focus on Critical Incident Stress Management and will discuss strategies for building personal resilience, as well as ways of responding to the psychological needs of those impacted by an event. The meeting will take place on Thursday, August 15 from 9:00 a.m. to noon at Howard Community College’s Health Sciences Building. This meeting is FREE and open to the public. Comprised of representatives from local government, private businesses, non-profit o rganizations and residents, the LEPC strives to enhance Howard County’s preparedness and response to hazardous material incidents by working together to plan an d prepare for such scenarios. Department of Housing and Community Development

This Wednesday, July 31 is the FINAL DAY to apply for the County’s Department of Housing and Community Development’s current Moderate Income Housing Unit (MIHU) program enrollment period. An inclusionary zoning program, MIHU requires developers of new housing in certain zoning districts to sell or rent a percentage of the new dwelling units to households of moderate income. Office of Human Rights

Calling all Howard County students! In case you missed it, the deadline for applications for the County’s Human Rights Commission Student Commissioner position has been EXTENDED to this Friday, August 2. Established in 1969, the Commission’s duties include recommending a civil rights policy to the County Executive and the County Council; the authority to conduct surveys and studies concerning human rights conditions and problems; and the authority to file a complaint when there is reason to believe a pattern or practice of discrimination exists. The Student Commissioner serves a one-year term as a non-voting member. If you have an interest in human and civil rights, I encourage for you to apply today! Department of Planning and Zoning

As part of the County’s Ellicott City Watershed Master Plan process, our Department of Planning and Zoning (DPZ) has launched an Online Open House to provide information and gather feedback about the Plan. Paused after the 2018 flood, the goal of the Ellicott City Watershed Master Plan is to develop a comprehensive, community-driven vision for rebuilding a stronger and more resilient Ellicott City. The Online Open House focuses on several key downtown areas where significant changes to previously-proposed master plan ideas are likely, given the flood mitigation work under my EC Safe and Sound plan . The Open House is available now through Sunday, August 11, 2019. If you have questions or any technical difficulties with the surveys or Online Open House, please feel free to email planning@howardcountymd.gov .
Interested participants have until this Wednesday, July 31, to participate in DPZ’s Route 1 Corridor Master Plan virtual workshop . An online version of two public workshops DPZ held in June, this virtual workshop replicates the presentation, stations and survey held at the June workshops to gather input for refining the plan. The County hopes with this virtual workshop to learn more about what residents know about the corridor and their ideas on how it can be improved. As mentioned above, the Howard County Police Department (HCPD) has once again teamed up with National Town Watch Association to sponsor this year’s National Night Out (NNO). Reports of scams and deception burglaries typically increase during spring and summer months. Commons types of scams include driveway paving and resealing, tree trimming and removal, utility service for gas or water problems, and roof repairs or inspection. Recently, an elderly Ellicott City couple lost $14,000 after hiring two men to seal their driveway. The men targeted the couple through door-to-door sales and once hired, entered the residence, saw where the couple kept cash and later stole the money while they were distracted outside. While this investigation is ongoing, HCPD is encouraging residents to make note of these tips to protect themselves and loved ones, especially our elderly residents who are sometimes targeted for scams. Remember, if someone seems eager to look inside your home, or seems to be trying to distract you, close and lock the door immediately and call 911. Non-emergency solicitor complaints should be directed to 410-313-2200.
Here’s another video shared with HCPD via the "Neighbors" app. The video shows the individual tampering with the vehicle and includes a stare down between the suspect and the car’s dashboard camera. To help prevent theft from your vehicle, HCPD is offering residents these simple tips: never leave your vehicle unlocked; never leave valuables in your vehicle; keep any packages and shopping bags out of sight and in your trunk; and park in a well-lit area if able.

On Saturday, August 17, HCPD will host its first Women in Law Enforcement career fair. Set to take place from 10:00 a.m. to 2:00 p.m. at the County’s Public Safety Training Center, 2200 Scott Wheeler Drive in Marriottsville, this fair is geared towards women seeking a career in law enforcement. The event will feature police training demonstrations, a panel discussion, tours of the Training Center and more. In addition to HCPD, personnel from Anne Arundel, Baltimore and Montgomery County, Baltimore City, Mount Rainier and University of Maryland police departments, Charles, Frederick and Howard County sheriff offices, Maryland-National Capital Park Police, Maryland State Police and Maryland Transportation Authority Police will also be in attendance. Department of Public Works

REMINDER: This Wednesday, July 31, the County’s Department of Public Works (DPW) will hold an onsite public meeting at the storm drain between 9696 Riverside Circle and 9690 Gwynn Park Drive in the Gwynn Acres neighborhood of Ellicott City. The meeting will take place from 6:30 to 7:30 p.m. and will discuss an outfall stabilization project at the site, which is currently under design. Improvements to the site will include the repair of approximately 425 linear feet of a severely eroded storm drain outfall channel to reduce erosion and sedimentation in the Little Patuxent River. DPW hold a public meeting on Tuesday, August 13 at 7:00 p.m. at Howard County Library System’s Elkridge branch , to present the plans for a repair project at the Calvert Ridge stormwater management pond, located adjacent to 7078 Calvert Drive in Elkridge. The project will improve water quality treatment of stormwater and to improve the functionality and maintainability of the stormwater management system.   • Cedar Lane Water Pumping Station Construction (Capital Project W-8328) – Project to construct a water pumping station at 10793 Hilltop Lane. The station will provide a backup water supply to increase reliability in zone. The project is not expected to impact the flow of traffic in the area. Weather permitting, the project is expected to be completed by late November 2020.
 
Ellicott City
 
  • Glenmar Pond Repair (Capital Project D-1159) – Project to repair a storm water management pond located between Debbie Court and Mitzy Lane. Originally expected to be completed by late February, weather permitting, this project is now expected to be completed by late July 2019.
  • Spring Ridge Drainage Improvement (Capital Project D-1166) – Project to improve backyard stormwater drainage along Springway Road. Originally expected to be completed by early June, weather permitting, this project is now expected to be completed by late July 2019.

For residents in the County’s eastern edge (see outlined portion of map) who receive curbside trash and recycling curbside collection provided by our Bureau of Environmental Services, I’ve got great news to share. The County’s curbside food scrap collection program is expanding to your area this fall! This week and next, be sure to keep an eye out for the Bureau’s mailer, that will include information about our “Feed the Green Bin” program and how you can register to participate. By simply separating your food scraps, you can help us reduce the amount of trash we send to our landfill, help us save money and in turn, produce a value resource. Department of Recreation & Parks
Play bocce? Our Department of Recreation & Parks’ Cedar Lane Park West now features four new synthetic-turf bocce courts. Unveiled last week at a ceremony, the courts will serve as home to the Special Olympics Maryland Howard County bocce league . When not reserved by Special Olympics, the courts will be open to the public during normal park hours, 7:00 a.m. to dusk, or as posted. To check on the bocce courts availability, call 410-313-4626.
 
In addition to the bocce courts, the parking lot located near the park’s west entrance was renovated and several ADA-compliant parking spaces were added near the courts.
Online registration for Howard County Recreation & Parks’ 2019 Fall Activity Guide OPEN’S at 6:00 p.m. this Wednesday, July 31 for Howard County residents. Residents interested in applying in person, over-the-phone or mail-in may do so beginning the following day. Registration for non-Howard County residents begins the following week. This week we wrap up another great Park and Recreation Month . I hope you and your family were able to take advantage of all the great activities our Department of Recreation & Parks had going on this July to help you get your “Game On.” Recreation & Parks will be wrapping up this month-long celebration with a FREE ice cream sundae and children’s craft event this Wednesday, July 31 from 11:00 a.m. to 2:00 p.m. at our Gary J. Arthur Community Center . I encourage everyone to stop by and say “hi” to our wonderful staff! 
Swing on by Recreation & Parks’ Centennial Park south this Wednesday for its weekly summer Sunset Serenades concert. Bring a blanket, picnic dinner, family and friends, and coming enjoy an evening of beautiful music by the lake. This week’s musical line-up is Columbia Big Band . In addition, the Department’s Traveling Bands mobile will be making a pit stop at the Chrysalis at Merriweather Park this Sunday, August 4 at 10:00 a.m., along with musical guest, Mr. Jon & Friends . Parents’ Choice Award winning music for kids and their families, Mr. Jon & Friends make music for kids and their families that inspire fun, laughter and dancing.

Join our Department of Recreation & Parks' for its first Sunset Serenades concert of the 2019 summer concert season. Held Wednesday nights at 7:00 p.m. at Centennial Park South, this year's Sunset Serenades concert series will run from July 10 to August 7. So grab a blanket or lawn chair, bring your family and friends, and come enjoy a picnic dinner while listening to the sounds of summer by the lake! Set to take place at 7:00 p.m. in the County’s George Howard Building, located at 3430 Court House Drive in Ellicott, at this meeting, the Master Plan Advisory Team will provide feedback on key issues during the drafting of the Master Plan for Ellicott City and the Tiber-Hudson Watershed. The purpose of the Master Plan is to help define a comprehensive community-driven vision for rebuilding a stronger and more resilient Ellicott City. The plan will incorporate a watershed plan in a way that many traditional master plans do not. Ellicott City's unique topography, hydrology, road network and mill town heritage will require a tailored, well-planned roadmap for long-term rebuilding. August 4 - Traveling Bands Concert: Mr. Jon & Friends (Children’s Music)

August 6 - Drop-In Opioid Overdose Response (Narcan) Training

Join in the fight against the opioid epidemic by learning how you can help save someone’s life from a opioid overdose. The first Tuesday and last Thursday of each month, Howard County Health Department offers FREE Opioid Overdose Response Program (Narcan) trainings between 3:00 and 6:00 p.m., on a drop-in basis, at Health headquarters. Simply show up and Health will teach you how to administer Narcan, the opioid reversing medicine. Howard County Police Department has once again teamed up with National Town Watch Association to sponsor this year’s National Night Out (NNO). This annual community-building campaign promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods safer, more caring places to live. HCPD will host this year's kick-off party at Long Reach Village Center in Columbia. The party starts at 6:00 p.m. and all Long Reach residents and those nearby are encouraged to attend. A community-based workshop to help adults manage Type 2 diabetes or for those who are pre-diabetic.
