The City’s 27th annual Vaughan Celebrates Concerts in the Park presented by TD and event sponsor Tim Hortons will kick off virtually in June. The series will run on select Wednesdays from June 16 to July 28. This year’s schedule will feature professional entertainment for all ages with genres like disco, pop, oldies, reggae and rock. The launch of the series will feature the iconic, multi-Platinum and multiple JUNO award nominated band, Platinum Blonde.

The City of Vaughan is creating a vibrant centre for people to live, work and play within its downtown core – the Vaughan Metropolitan Centre (VMC). As part of this evolution, the City is undertaking the VMC Parks and Wayfinding Master Plan, which will guide the development of parks and open spaces, in addition to creating a signage strategy to make the area easier to navigate. The plan presents a rare opportunity to think boldly about the city, the way people understand and move through it and the role of parks and open spaces in modern urban life. The City is once again asking the public to join the conversation and provide input that will help define the plan going forward. As the school year comes to an end, parents are looking for activities to keep kids entertained this summer. Registration is now open for the City’s in-person summer camps and virtual programming. Children can enjoy everything from art and science to environmental studies and musical theatre, Vaughan has something for everyone!

In-person summer camps will run for one-week sessions starting the week of July 5 to the week of Aug. 30. The modified camp programs will follow the health and safety guidelines and procedures set out by the Province of Ontario and York Region Public Health. The City will continue to monitor the situation and make changes to camps, including camper group sizes and masking regulations. After a decade-long journey, an incredible amount of hard work and the many challenges we continue to face with the COVID-19 pandemic, Mackenzie Health is excited to share that our two-hospital future is becoming reality. We will be opening Cortellucci Vaughan Hospital as a full-service hospital for our community on Sunday, June 6.

Please note that until Sunday, June 6 at 10 a.m., the emergency department at Cortellucci Vaughan Hospital will remain closed. Read News Release.
As part of the City of Vaughan’s Beautification Strategy, new flowers, trees, pollinator-friendly plants and shrubs are coming to neighbourhoods across the community. This includes partial and complete horticulture and streetscape enhancements to each ward this year. Partial enhancements may include soil improvements; the addition of some annuals, perennials, shrubs or pollinator-friendly plants; the removal of dead or declining plant material; minor pruning; mulch; and minor design changes. Complete enhancements may include full soil improvements, along with the removal of top layers containing weed seeds and additions of soil mixtures; new annuals, perennials, shrubs, trees or pollinator-friendly plants; the removal of dead or declining plant material; minor to major pruning; new stones or mulch; and full design changes. With provincial COVID-19 orders keeping us home more than normal, many of us are turning our time and attention to enhancing our backyards. Before putting the shovel in the ground, check and see what permits are required for your project. The City of Vaughan is here to help you turn your yard into the oasis of your dreams – safely and correctly.

Before submitting a permitting request, the City is reminding citizens to refer to provincial and regional COVID-19 regulations. As per Ontario’s current Stay at-Home Order, residential construction can continue, but individuals must adhere to Public Health safety measures, including wearing a mask and practicing physical distancing. Another resource is Ontario One Call – a not-for-profit organization that facilitates excavation locate requests to ensure homeowners and infrastructure assets, such as buried cables, wires and cables, are safe when digging. A virtual meeting of the City of Vaughan’s Economic Prosperity Task Force took place in May. Task force Chair Councillor Sandra Yeung Racco led a discussion on fostering arts, culture and tourism in Vaughan. Current arts and culture events and vibrant public spaces were used as examples to further discuss what elevates a modern and thriving community. Participants also included City staff and appointed Vaughan residents and local business leaders.
 
The task force supports the Vaughan Business Resiliency Plan (PDF), which includes implementing economic resiliency strategies to maintain the competitiveness of Vaughan’s economy. It also works to support the City’s post-COVID-19 economic recovery plan, which will secure Vaughan’s place as the Region’s largest employment centre; enhance Vaughan’s key strategic economic drivers like the city’s downtown commercial zone, manufacturing and logistics, and the health and tourism industries; and leverage public spaces by supporting community events and the arts community. York University announced its plans to establish a new School of Medicine in Vaughan, focusing on training family and community doctors in an integrated setting. With a unique curriculum addressing the social and environmental factors affecting health in under-resourced and underserved communities, the new medical school will meet the growing demand in Ontario.

This project aligns with the City’s existing collaborative efforts with York University, including the Vaughan Health Centre Precinct (VHCP), a first-of-its-kind initiative in Canada that will identify transformational opportunities to maximize the best use of lands surrounding the Cortellucci Vaughan Hospital. In June 2019, Council approved moving forward with funding and undertaking the VHCP study. In October of 2019, a memorandum of understanding was signed between the City of Vaughan, York University, Mackenzie Health and ventureLAB. Read more.
Walk, ride or roll through your community neighbourhoods, parks and trails this spring! Vaughan is home to a growing network of sidewalks, cycle tracks, bike lanes, multi-use paths and recreational trails, and the City is proactively taking steps to promote and advance active transportation in the community. In addition to creating an integrated and connected city, this network offers an opportunity for residents to enjoy the outdoors and discover local neighbourhoods, nature walks and trail sites, all while getting active. 

Examples of some of these initiatives include the Great Walks of Vaughan program and the Vaughan Super Trail network:
  • Maple Nature Reserve Nature Walk: This 3.2-kilometre looped trail features an immersive nature experience over 35 hectares, including many opportunities for unique flower, plant and wildlife sightings. It is ranked at an “easy to moderate” difficulty level due to some rugged terrain and steep inclinations. For photos and more information, visit the Maple Nature Reserve Nature Walk webpage.
  • North Maple Regional Park Nature Walk: This five-kilometre trail is situated over 80 acres in the park and is surrounded by the natural landscapes of the Oak Ridges Moraine and the Don River. This trial is accessible and is ranked at an “easy to moderate” difficulty level due to its granular surface and some sloped areas.   • Peter Rupert Neighbourhood Walk: This 2.8-kilometre trail wraps around Golden Forest Pond, Cook Woodlot and Pheasant Hollow Park, and includes playgrounds, sports fields and picnic areas. Visitors can enjoy scenic landscapes, birdwatching and there is also a cycling path. It is ranked at an “easy” difficulty level due to its linear, flat and paved terrain.   • Sugarbush Nature Walk: This 2.4-kilometre looped trail features natural landscapes within a woodlot, a playground and community gardens. The historic Baker House is also on site. Dust off your shovels and put on your gardening gloves – it’s time for the 2021 Curb Appeal nominations! The Curb Appeal Program is an important part of Vaughan’s beautification mandate as it recognizes homeowners and businesses who demonstrate exceptional pride and effort in maintaining their properties. Each year, 750 Curb Appeal signs are awarded based on the following criteria:
  • Overall esthetic of the property is visually appealing
  • Property shows the use of variety, colour and textures in plantings and landscape
  • Design incorporates the use of shade trees
  • Property uses perennials as well as annuals
  • Property shows creativity in design and materials
  • Design uses drought-resistant plantings and other environmental measures such as rain barrels to collect water
  • Property uses mulch to help retain moisture

The City of Vaughan is accepting nominations for the 2021 Order of Vaughan. This award is the highest honour the City may bestow on an individual who exemplifies extraordinary citizenship. Do you know someone who is dedicated to bettering the community? Or an individual who advocates for the community and brings positive change? Nominate them for consideration. The City of Vaughan continues to take all necessary steps to support citizens, businesses and the greater community in the ongoing response to the global COVID-19 pandemic. In April, Council unanimously endorsed partnering with and supporting the Vaughan Community Health Centre’s (VCHC) services through enhanced communication and information sharing.

The VCHC is a not-for-profit, community-governed organization that has a mission to serve vulnerable residents, including youth, seniors and individuals living with mental health and addiction who may face barriers in accessing healthcare. VCHC offers wrap-around supports that aim to fulfil the community’s needs as the COVID-19 pandemic evolves, including delivering groceries, masks and sanitizer kits, and providing emergency financial assistance and information on safe and designated isolation centres.

York Region, in partnership with our local hospitals and community partners, continues to follow the Province’s three-phased Vaccine Distribution Plan. As vaccine supply increases, and as a result of no-shows or cancelled appointments, additional vaccine supply may become available and a small number of appointments may appear through the online booking systems. Residents should check back often for appointments that may become available. York Region will continue to publicly communicate new online booking opportunities through multiple communication channels, social media and media and community partners.

Appointments for vaccines can be booked by visiting york.ca/COVID19Vaccine. COVID-19 vaccines are available to the following:
  • First doses for 12 years of age and older who live, work or go to school in York Region - through the York Region portal, the provincial portal or pharmacy clinics
  • Second doses for Highest Risk Health Conditions, High Risk Health Care Workers and Indigenous Individuals
  • Second doses for individual who received AstraZeneca vaccine
  • Second doses for individuals aged 80 plus

Clinic dates and times vary for each location. Appointments are required. Walk-in appointments are not available. Please do not visit a vaccination clinic without an appointment – you will be turned away.

The province's declaration of emergency and province-wide Stay-at-Home Order has been extended to at least June 2.

All residents are required to remain at home with exceptions only for essential purposes such as essential work, groceries/pharmacy, health care, getting a vaccine, assisting vulnerable individuals or exercise and physical activity.

Please note the following public health safety measures are applicable to gatherings, workplaces requirements and face coverings:
  • Trips outside of the home should only be for essential reasons (work, school, groceries/pharmacy, health care, assisting vulnerable individuals or exercise and physical activity)
  • Everyone should stay home as much as possible and avoid all social gatherings
  • Physical distancing to be maintained for individuals outside of one’s household
  • Families should not visit any other household or allow visitors in their homes; individuals who live alone, including seniors, may consider having exclusive, close contact with one other household to help reduce the negative impacts of social isolation
  • No indoor organized public events and social gatherings are permitted.
  • Outdoor social gatherings of up to 5 people are permitted, maintaining social distancing
  • Gathering limit for religious services, rites or ceremonies, including wedding ceremonies and funeral services, is limited to 10 people indoors or outdoors
  • Virtual and drive-in wedding, funeral and religious services, rites or ceremonies are permitted
  • Individuals should work remotely whenever possible, and workplaces are required to screen all employees at the start of each day/shift
  • Face coverings are required in all indoor public spaces (with limited exemptions)
  • Businesses that are open must not permit patrons to line-up or congregate inside or outside unless they are maintaining 2 metres of physical distance
  • Businesses that can remain open must maintain regulated capacity limits

What’s open?
The following services continue to operate without disruptions:
Citizens are encouraged to take advantage of the services and resources that continue to be offered online - including Service Vaughan, an online reporting tool that allows citizens to submit service requests, report on non-emergency City services and track their submission 24 hours a day, 7 days a week. 
As part of the City’s responsible, measured and disciplined approach in responding to the global COVID-19 pandemic, a new online digital permitting­ service was launched in 2020, enabling citizens and building industry professionals to apply, track and pay for permits online. This portal streamlines city-building processes and is also helping support Vaughan’s local economy. Learn more.
The City of Vaughan continues to work closely with all levels of government to monitor the situation and to ensure people remain safe. As a result, the decision has been made to extend the closure of all City facilities to the public until further notice to help break the chain of transmission.

What’s Closed?  
The following City facility closures and program cancellations are currently in effect:
  • Vaughan City Hall
  • City Playhouse Theatre
  • Community centres, including all fitness centres, swimming pools and arenas
  • Joint Operations Centre
  • Vaughan Animal Shelter (except by appointment, for adoption purposes only)
  • Vaughan Public Libraries branches (except for curbside pickup at any library location excluding Maple Library)
  • Community gardens
  • All sports fields for team sports and organized play
  • All City run in-person events
At the City of Vaughan, health and safety continues to be the priority. Physical distancing protocols (2-metres apart) and masking requirements remain in effect and must be followed – including when visiting parks, trails, playgrounds and other outdoor amenities. By-law officers continue to operate, patrol and respond to calls on a priority basis, including enforcement of indoor and outdoor social gathering limits as mandated by the provincial government. All violations can be reported to Access Vaughan at 905-832-2281. Reports will be referred to the City's By-law and Compliance, Licensing and Permit Services department for investigation. Fines in the amount of $105 to $400 under the Parks By-law and $500 to $100,000 under the Emergency Measures By-law may be laid.
As COVID-19 continues to impact local businesses and entrepreneurs, the City remains committed to providing support and resources to help them navigate through these unprecedented times. The City’s Economic and Cultural Development department has been at the forefront, delivering more than 1,000 consultations and addressing more than 4,000 business inquiries since the City declared a state of emergency in March 2020. 

Virtual programs and new services are being offered to further support local businesses:

  • Virtual business advisory services to support with registering a business, business planning, accessing government assistance programs and more. Local businesses can access services through this online form

  • the Open for Business online directory, which lists essential services and businesses that remain open. Vaughan businesses can apply through this online form to be included in the initiative led by By-law and Compliance, Licensing and Permit Services.
  • Economic and Cultural Development services such as virtual consulting and the #ShopVaughanLocal campaign
  • Access to all business events and webinars hosted for businesses across York region via vaughanbusiness.ca/events
  • visitvaughan.ca – a new visitor website that offers an exploration of all there is to see and do in Vaughan, offering interactive content, including museum tours, educational webinars, roller-coaster rides and more
  • Businesses and entrepreneurs can find ongoing training and education to move their business online, pivot their strategy or start anew. Through programs like Digital Boost, Activate!Vaughan and Summer Company
Spring clean-up begins annually in April, weather permitting. The City of Vaughan uses both contractors and staff for our Spring and Summer Maintenance Program. Here is a summary of some of the programs:

Boulevard Maintenance
The start of this program begins in April with a spring litter cleaning blitz. It continues into May with boulevards litter being picked up prior to the cutting rotation and continues every 2 weeks. There are 14 rotations scheduled throughout this season and the summer months may have longer rotations due to the slow growth of grass during draught conditions. The City of Vaughan is working with York Region to sync the schedule so that both areas are cut on the same day.

Parks and Open Spaces
A spring cleaning blitz began on March 15 for all parks and open spaces. Litter pickup will continue on a two-week rotation with turf cutting.. Playgrounds are safety inspected daily.

Storm Water Management Ponds
These areas are cut twice yearly for access purposes only with a 10 foot mow strip, which is rough cut only in June and September. These ponds are not string trimmed along fence lines or manicured as they serve a purpose in maintaining storm water and require a natural habitat.

Street Sweeping
The City’s street-sweeping program will begin May 1st 2021. The initial city-wide sweep takes approximately eight to ten weeks to complete, depending on the weather. After this initial cleaning, street sweeping will continue throughout the summer and into the fall.

Boulevard Tree Pruning:
The City begins tree pruning services in early spring. The City of Vaughan uses a block pruning rotation to prune trees on entire streets. This includes but is not limited to: removing low hanging limbs, suckers, deadwood, and limbs growing towards houses of all trees on a street. The Block Pruning rotation allows staff to consistently and efficiently maintain safe clearances above roads (approximately 4.5 meters) and sidewalks (approximately 2.5 meters). Street pruning is contracted out to private tree companies. Hazardous abatement will be responded to via priority work orders.

Beautification
The City begins placing planters and hanging baskets on the Victoria Day weekend, with a target completion date for mid-June. Annual planting and shrub beds are started on the Victoria Day weekend with a target completion by the end of June. All time frames are weather dependent. Maintenance (pruning, mulching, weeding, litter, watering) of all beautification features is completed on rotation throughout the Spring and Summer.

Have you noticed any dark-coloured caterpillars on trees throughout Vaughan? These could be Gypsy Moth caterpillars – an invasive species that eats leaves from hardwood trees such as oak, maple, birch and aspen, as well as select shrubs. To help control the Gypsy Moth population, the City began city-wide treatment this month in heavily infested areas. Barrier bands have been placed on more than 300 trees and approximately 2,000 egg masses were removed from over 500 trees. To receive up-to-date information on the continued efforts to control the Gypsy Moth population, visit vaughan.ca/trees.

At this time of year, when Gypsy Moths are in either the egg mass or caterpillar stage of their life cycle, homeowners can take steps to protect trees on their property. More information here.
Barbecue season is here, and you may be getting ready to cook out in the warm weather. Vaughan Fire and Rescue Service wants to remind you of the importance of fire safety and prevention when grilling up a storm this season. Keep these safety tips top of mind:
  • Use barbecues outdoors only. They produce carbon monoxide, a scentless, poisonous gas that can be fatal in an enclosed space.
  • Ensure all burner ports are free of rust, dirt or cobwebs. Use a pipe cleaner or wire to ensure they are clear of any obstructions.
  • Check hose and cylinder connections to make sure they are in good condition. To look for leaks, brush a mixture of 50% soap and 50% water onto all hoses and connections and look for bubbles. Replace, repair or tighten any connections until bubbles are gone. Never use a match or lighter to check for leaks.
  • Clean out grease traps and keep grill areas free of debris.
  • Place the barbecue in a safe area away from combustible materials, buildings and fences. Radiant heat from a barbecue can damage siding on the exterior of a home or shed.
  • Light the barbecue with the lid open.
  • Turn off the gas and wait five minutes if the burner does not ignite. Keep the lid open, then try again.
Do you own an electric scooter? To keep all pedestrians and cyclists safe, micromobility devices that are motorized – such as e-scooters, e-bikes, Segways, electric skateboards and hoverboards – should not be used on sidewalks, cycle tracks, shared pedestrian and bike paths or recreational trails in the city. This does not pertain to people operating motorized mobility/medical scooters or wheelchairs. For more information, visit here.
The City has expanded its weekly green bin collection to multi-residential buildings in Vaughan that receive municipal waste collection. The new green bin program – to be completed in phases over two years – is part of an ongoing effort to reduce waste in condos and apartment buildings. Each participating household is supplied with a kitchen compost bin and educational resources necessary for proper organics storage and disposal. For more information, visit here.
Did you know an estimated 10,000 tonnes of plastic debris enter Ontario’s lakes and rivers each year? Plastic litter does not break down and can last hundreds of years in our environment. Don’t let that scare you – let it drive you to action! The City of Vaughan encourages everyone to take charge in preventing and reducing litter in their community. Read more.
 
What residents can do:
  • Use recycling and waste bins provided by the City in public spaces. If they are full, take your garbage home with you.
  • Keep your home and surrounding area free of litter. Prevent windblown litter by not overfilling your recycling bins.
  • Put heavier items on top of lighter ones to keep items from blowing away on windy days.
  • Consider purchasing additional City blue boxes or using a larger blue box (up to 121 litres, no lids or wheels) if you have too much material.
  • Recycle properly – masks, gloves, wipes and plastic bags belong in the garbage - not the blue box.

Less than 27 cents of every property tax dollar stays with the City to provide all the programs and services. Here is a breakdown of how residential property taxes are allocated:
  • 49 cents to York Region
  • 27 cents to City of Vaughan
  • 23 cents to local school boards (Province of Ontario for education purposes)
  • One cent to the Hospital Precinct Levy

Municipal services in Vaughan are provided by two tiers of government – the City of Vaughan and York Region. As an example, the City retains approximately $1,600 of an average $6,000 annual property tax bill to support critical services that residents rely on each day, including Vaughan Fire and Rescue Service; public works and road services; waste management; infrastructure replacement; maintenance of City facilities; Building Code enforcement; city planning; and by-law and compliance. These services and more remain important and operational during the COVID-19 pandemic.
As part of the 2021 Capital Works Program, the City of Vaughan will be replacing the existing watermain on Keele Street, from Jardin Drive (north of Highway 407 junction) to Langstaff Road and along Highway 7 within the Keele Street intersection.
The planned improvements include new sidewalk and streetlighting on the west side of Keele Street, between Bowes Road to approximately 200 metres north, to interconnect the existing sidewalks. The City has completed the design phase of the watermain replacement, and sidewalk and streetlight improvements. Construction is projected to commence in the summer of 2021. York Region is improving Keele Street from Steeles Avenue to the 407 ETR. These improvements will help accommodate growth and provide more travel options. Work is scheduled to begin the week of May 31, 2021 and is anticipated to be completed in fall 2023. This work may be rescheduled due to weather conditions or delays related to COVID-19 Public Health guidelines. York Region will provide advance notice whenever possible.
 
Improvements Include:
  • Widening the roadway from four to six lanes, with on-street bicycle lanes
  • Replacing the bridge over the CN railway tracks
  • Extending and creating a continuous sidewalk to 407 ETR on both sides of Keele Street
  • Upgrading all the intersections and street lighting to meet current Accessibility for Ontarians with Disabilities Act (AODA) requirements
 
The Keele Street improvements are being undertaken in phases to minimize disruption to travellers. In Phase 1, traffic will shift to the west side of Keele Street for work to occur on east side. View Notice.
A new story is waiting to be told on select City trails! Vaughan Public Libraries (VPL) and the City’s Public Works portfolio are bringing the library outdoors with StoryWalk – a global program that promotes literacy, health and exercise in communities around the world. As citizens walk along select City trails, they will discover large panels showcasing colourful pages of nature-based children’s books.

In line with the City’s disciplined and responsible approach to COVID-19, the following outdoor amenities reopened, effective Saturday, May 22:
  • Tennis, bocce and basketball courts
  • Sports fields and baseball diamonds – please note, team sports and organized play are prohibited under the current provincial direction
  • Skateboard parks
  • Uplands Golf & Ski Club
  • Splash pads
 
The City is reminding citizens to make safety the priority when using reopened park amenities and playgrounds – they are not sanitized. It is important that everyone stays vigilant and follows York Region Public Health protocols designed to ensure the entire community's safety.

Outdoor parks, off-leash dog parks, benches, gazebos and recreational areas can be used if persons using the amenity maintain a physical distance of at least 2 metres. In June, the City of Vaughan marks Recreation and Parks Month with free programming for all ages. City facilities remain closed due to COVID-19, so all programs will be offered virtually via Zoom this year. Pre-registration is required and is now open at vaughan.perfectmind.com. Activities include: Dinosaur Tracks, DanceFit, First Aid Basics, Zumba, Self-Defense and Cooking Lessons.

Each day of the week features a unique theme – from Movement Mondays and Fitness Fridays to Wednesday Wonders and Freestyle Saturdays, there is something for everyone. By popular demand, the City’s Recreation Services department is expanding its virtual playdates and party offerings to include seven different themed options available seven days a week. Kids can enjoy some much-needed friend time, virtually. Children ages four to nine years old can enjoy spending time with their friends from the safety of their home. Many themes and ideas are available.

Note: Individually wrapped supply kits are included in the cost and will be made available to the host for curbside pickup at a local community centre. Looking for a good book to read while spending more time at home? Vaughan Public Libraries (VPL) continues to offer services and programs online in response to COVID-19 and the ongoing provincial stay-at-home order. VPL’s fully digital library service is often enhanced to engage and educate residents of all ages. Available online, the web hub features a variety of free digital resources, including eBooks and audiobooks, films and television programs, music streaming services, e-learning courses, bilingual materials and more. York Region is updating its Transportation Master Plan (TMP) to create a long-term vision for the Regional road, transit and transportation network. Input from residents, travellers and the business community will help ensure the plan aligns with the needs of serving our growing and thriving communities to 2051 and beyond.

  • Stay home as much as possible and limit close contact to those in your immediate household

Getting outside and enjoying some fresh air with your family on a spring walk can be the highlight of the day, but it can quickly take a turn when you come across pet excrement along the way. The City of Vaughan is reminding pet owners to be good neighbours by picking up after their dogs. Not only is it the right thing to do, it’s also the law! You must pick up after your pets, whether on public or private property. The fine for failing to do so is $300. For tips, visit vaughan.ca/AnimalServices.
With understanding and some simple precautions, residents can learn to safely coexist with the wild animals who share our backyards. Tips include:

Be wildlife aware: Know your wildlife neighbours and keep a safe and respectful distance from wild animals.
Do not invite unwanted house guests: Keep your home properly sealed to exclude wildlife. Clean outdoor grills and secure recycling and compost bins.
Be a responsible pet owner: Free-roaming pets are vulnerable to a multitude of dangers.
Do not feed wildlife: Directly or unintentionally feeding a wild animal will increase its tolerance to people and pets.

What to do if a coyote or fox approaches you:
  • Stop: Pick up children and small pets.
  • Stand still: Never run from a coyote or fox.
  • Make yourself big: Wave your hands above your head.
  • Be loud and assertive: Shout, stomp your feet and clap your hands.
  • Slowly back away: Be assertive as you leave, so the animal knows it is not welcome.
