Interior Department Takes Steps to Restore Tribal Homelands, Empower Tribal Governments to Better Manage Indian Lands
|
|
WASHINGTON – The Department of the Interior today took several steps to honor our nation-to-nation relationship with Tribes and uphold our trust and treaty responsibilities to them. Today’s actions reverse a series of steps taken in the previous administration that undermined the ability of Tribes to establish and consolidate their homelands.
Taking land into trust is one of the most important functions Interior undertakes on behalf of Tribes. Secretary of the Interior Deb Haaland issued Secretary’s Order 3400, which re-delegates the authority to review and approve applications to place land into trust to the Bureau of Indian Affairs regional directors. The Secretary’s Order will not apply to gaming applications. This action reverses steps taken in 2017 that unnecessarily elevated land-into-trust decisions to the Department’s headquarters staff, increasing the complexity of the decision-making process and causing delays. 2021 RAISE Grant Opportunity
|
|
Projects for RAISE funding will be evaluated based on merit criteria that include safety, environmental sustainability, quality of life, economic competitiveness, state of good repair, innovation, and partnership. Within these criteria, the Department will prioritize projects that can demonstrate improvements to racial equity, reduce impacts of climate change and create good-paying jobs.

To help applicants navigate the application process, the U.S. DOT is offering a series of topic-specific webinars that delve into various aspects of the RAISE application process. These webinars are expected to quickly reach capacity but they will be recorded.

Notice of Funding Opportunity (NOFO) is due out soon
A Notice of Funding Opportunity for FY2021 TTPSF is expected soon. FHWA will establish a new funding category for "Systemic Roadway Departure Countermeasures" in FY2021. The opportunity will be published on Grants.gov and links will be provided on the FHWA TTPSF webpage.
Eligible projects for the TTP Safety Fund under the FAST Act include:
- development and update of transportation safety plans
- crash data assessment, improvement, and analysis
-
infrastructure improvements and other eligible activities as listed in 23 U.S.C. 148(a)(4).

Indian Affairs Begins Disbursement of $900 Million in American Rescue Plan
Principal Deputy Assistant Secretary – Indian Affairs Bryan Newland announced that the Bureau of Indian Affairs (BIA) has begun disbursing $900 million to federally recognized tribes under the American Rescue Plan (ARP) Act. ARP was signed by President Biden on March 11, 2021, and the funds will aid tribes as they address the COVID-19 pandemic and its damaging impacts on Indian Country.

Northeast Fort Gibson Bridge - Cherokee Nation
|
|
The Northeast Fort Gibson bridge was part of a 4.94 mile project located in both Cherokee and Muskogee county. The bridge is 212.38 feet in length and was constructed over an old country dirt road that had been abandoned for years due to the rough terrain and flooding. While the bridge was at a cost of approximately $609,739.60 the total project was $6,333,333.33. This project was engineered by Holloway Updike & Bellen out of Muskogee, OK and constructed by Rosscon, LLC also located in Muskogee, OK.
The entire project is anticipated to be completed by May 31, 2021.

Apply Now: Peer Exchange on the Systemic Approach to Roadway Departure
Fatal crashes involve roadway departure for 63% of cases in Tribal areas.
The systemic approach encourages proactive implementation of countermeasures at higher risk sites. FHWA will host a series of peer exchanges to discuss how Tribes, states, and local public agencies have implemented technologies to combat roadway departure using the systemic safety approach. These peer exchanges are part of the FHWA Every Day Counts Initiative: Focus On Reducing Rural Roadway Departure Crashes (FoRRRwD).
Tribal employees are invited to participate in this event. Only one application will be accepted from each Tribe. Dates are yet to be determined but days in June, July, and August are being considered. To apply, send an email to Adam.Larsen@dot.gov

MSAR will be required effective October 1, 2021 for all FHWA Emergency Relief projects. The Federal Highway Administration (FHWA) required an electronic, secure, and scalable mobile solution to replace the existing paper assessment and inspection reporting processes that support the Emergency Relief (ER) and Emergency Relief for Federally-owned Roads (ERFO) Programs.

Free Webinar: Fee-to-trust
May 19, 2021
12:00-2:00 p.m.
This webinar will begin with a historical overview of the fee-to-trust process. Following a brief presentation on this history, the panelists will cover pre-submission of a fee-to-trust package and discuss such topics as due diligence and title review. This webinar is the first of a three-part series on the fee-to-trust process. Parts two and three will be hosted in September and October, respectively.
Webinar is available at no cost but participants must register in advance.

Free Technical Assistance: FHWA MATCH Program
The FHWA's Local and Tribal Road Safety Mentoring, Assistance, Training, and Communication Help (MATCH) Program provides FREE, broad-based technical assistance to local and tribal agencies facing roadway safety challenges. The program connects agencies requesting assistance with volunteers who have specific expertise to help successfully address the identified challenges.
Technical assistance through MATCH is always free. Mentoring can be provided in the form of phone calls, email exchanges, web‐conferences, or site visits (on a limited basis). The level of mentoring varies depending on the needs.

- You don't need to have a disaster to set up MSAR. You can do pre-event setup.
- MSAR will be required effective October 1, 2021 for all FHWA Emergency Relief projects.
