Become a StormReady University or College
Weather can wreak havoc on campus communities, operations, and events, and it happens often. Americans live in the most severe weather-prone country on Earth, according to the National Weather Service, and 98% of all presidentially declared disasters are related to weather. They lead to approximately 500 deaths per year and nearly $15 billion in damage.
One way colleges and universities can prepare for and mitigate weather-related hazards is by participating in the National Weather Service's
StormReady® program, which is part of a national effort to build resiliency against extreme weather and water events. The idea is to reduce fatalities, injuries, and property damage, as well as improve hazard mitigation and response, and help community members make better decisions before, during, and after weather hazards.
Developed in Oklahoma in 1999, the StormReady program provides "StormReady" designations to colleges, universities, cities, commercial sites, government facilities, and other entities that meet three guidelines demonstrating preparedness for hazardous weather and flooding:
- Command and management: effective, efficient incident management and coordination via a flexible, standardized incident management structure
- Communication and information management: standardized communications frameworks and an emphasis on a common operating picture
- Preparedness: integrated assessment, planning, procedures, protocols, training and exercises, personnel qualifications, licensure, certification, evaluation, and revision
To receive the StormReady designation, community applicants also must:
- Have a 24-hour warning point and emergency operations center
- Have more than one way to get severe weather warnings, receive forecasts, and alert the public
- Have a system for monitoring local weather conditions
- Promote public readiness through community seminars
- Develop a formal hazardous weather plan, including training "severe weather spotters" and conducting emergency exercises

Global Information Sharing Toolkit
The
Global Information Sharing Toolkit (GIST) was developed by the U.S. Department of Justice, Bureau of Justice Assistance's
Global Standards Council (GSC) as part of its overall mission to coordinate the broad-scale electronic sharing of pertinent justice and public safety-related information by coordinating the establishment of a common, consistent, and standards-based approach to implementing justice information sharing solutions. GIST allows visitors to search for general areas of interest, look for a specific publication, or create their own individualized toolkit.
GIST is based on the Global Standards Package (GSP), which was created to achieve the interoperability and cost-saving aims of the GSC. The GSP is a collection of independently versioned standards that are assembled into a package of composable, interoperable solutions specifically supporting the exchange of justice information. The use of these standards is important to lower overall acquisition costs by leveraging the economies of scale inherent within local, state, tribal, and federal governments while enhancing data sharing and system integration across agencies.
GIST can be used in three ways to locate the global resources needed by public safety officials for use on their campus.
- Search allows the user to:
- Search for products by keyword, phrase, or document title
- Filter by selecting individual or combinations of filters
- View detailed information and related products
- Browse allows the user to navigate a classification hierarchy and:
- Discover category detail and meaning
- Move back and forth through the classification similarly to using a directory
- Leverage classification relationships to further product analysis
- View detailed information and related products
- Guide answers questions and to help the user generate a customized toolkit of solutions. The visitor can:
- Filter through the entire set of global products to create an individualized toolkit
- Return a result set of products tailored to specific needs
- Eliminate lengthy trial-and-error searching
- Receive suggestions of complementary products
Some of the topics covered in GIST include privacy and information quality (I want products about privacy, civil rights and civil liberties), intelligence (I would like to establish a process for collecting and reporting suspicious activity or I would like guidance regarding law enforcement responding to protests), and video evidence resources (what guidance is available for storing video files).
