City Manager's Weekly Report Update
This Weekly Report is sent every Friday and serves as the City Manager's "update" to City Council on items that
are useful for scheduling purposes and/or communicating with
constituents on matters of interest. It also
provides details on special events, and
City-wide accomplishments. Some examples include:

City Receives "Clean" Financial Audit
City Council at its December 11, 2018 meeting approved receipt of the Fiscal Year 2018 Comprehensive Annual Financial Report (CAFR) and Single Audit Report. The financial statements included in these reports were audited by the accounting firm of BKD, LLP and received unqualified (or "clean") opinion that the statements fairly represented the financial condition of the City in all material respects, as of June 30, 2018, and that no significant internal control deficiencies were discovered during the audit. The Single Audit Report covers the City's spending of Federal grant dollars and monitors compliance with the grant contracts. Preparation of these reports and facilitating the audit is a significant endeavor each year for the Finance Department staff.

December Sales Tax Up Over Previous Year
The general purpose sales tax remittance for the month of December (reflecting sales during October) was $4,533,699. This is an increase of $299,744 (+7.08%) over December, 2017 levels. General purpose sales tax receipts for fiscal year 2018-2019 to date are now 3.07% above prior-year levels.
The general purpose use tax remittance for the month of December (reflecting sales of goods purchased outside of the state of Oklahoma for use within Norman during the month of October) was $427,825. This is an increase of $154,963 (+56.8%) above December, 2017 levels. Fiscal year 2018-2019 use tax receipts to date are now 33.56% above prior-year levels.

Stormwater Division Hosts Builder's Workshop
On December 11, 2018, the Stormwater Division, in conjunction with Ideal Homes, Advanced Drainage Solutions, and GeoSolutions, Inc., hosted its biannual Builders Workshop at the Moore Norman Technology Center's Franklin Road Campus. This informative workshop for building and development stakeholders and City of Norman personnel presented information on such topics as the Lake Thunderbird Watershed TMDL and Best Management Practices available for use during and after development to manage both the quality and quantity of water being discharged from sites. Approximately 60 people were in attendance. Mr. Yosef Hooshyar was recognized for his innovative solution to waste management on his building sites.

At the November 27th City Council meeting, the Council approved a Revocable License Agreement with SLIDR for placement of e-scooters in the City right-of-way. Staff will met this week representatives from SLIDR regarding their future deployment. Staff has been in contact with representatives from Bird, Inc. and Lime Bike, and anticipate signed Revocable License Agreements
and required information
from those companies by the end of the month. If received, those agreements are projected to be on the January 8, 2019, City Council agenda for Council consideration. Additional discussion of future e-scooter operational licensing requirements and ordinances will continue in early 2019.

The Senior Center hosted their annual Holiday Potluck with the Norman Police Department on Thursday December 13th at 11:00 a.m.. The Police Department furnishes the main course, and the seniors and Citizens Police Academy bring the sides and desserts. This annual potluck is open to all seniors at no cost.

2019 Daddy daughter Dance Tickets On Sale
Tickets are on sale for the 2019 Daddy Daughter Dance. Over 300 tickets were sold the first day, but more are available. The dance will be on February 2, 2019, at the Embassy Suites. Last year the Parks and Recreation Department sold over 4,500 tickets to this annual event. Tickets can be purchased at cityofnorman.thundertix.com.

Irving Recreation Center Offers Winter Break Camp
Irving Recreation Center will host a Winter Break Camp for kids in grades K-5th during Norman Public Schools winter break. The camp will be closed on Christmas Eve and Christmas. There will be games, crafts, and other fun activities. Registration must be done in person at the Center.

Street Sweeping Schedule for the Month of December
The Stormwater Division will conduct routine street sweeping activities in December on all arterial streets from 48th Ave W to 12th Ave E and Indian Hills Rd to Post Oak Rd. Residential curbed streets within the following areas will also be swept this month depending on weather and other work requirements:
- I-35 to Porter Avenue between Indian Hills Road and Robinson Street
- Berry Road to the Railroad Tracks between Main Street and Imhoff Road

PARKS
On Tuesday, City Council approved a contract for the construction of the new Bicycle Skills Park on the land at the northwest corner of the Lindsey Street and 24th Avenue SE intersection. There has been a lot of positive feedback from the community in support of this new kind of park in east Norman. Construction
will commence with the manufactured banks and jump structures being produced by Progressive Bike Ramps from Joplin, Mo. Site work will be done once those features are ready for installation, as weather permits in the early spring; with completion expected before next summer. The project is being funded through Room Tax collections.
NORMAN FORWARD Ruby Grant Community Park
Staff met with the design team and local disc golfers (including one on the park ad-hoc committee) this week to discuss design details for the new course being designed at this park. Equipment, distances, layout, accessibility and signage were all discussed in a meeting prior to a site visit, where the disc golf area was explored and discussed. The local golfers will take some time in the coming week to help site-in the new holes and alternate tee and basket locations. The goal is to make this a course that will be able to host A-Tier, Professional Disc Golf Association (PDGA) Pro-Am events, as well as serve the daily users without conflicting with the other activities planned for the park.
Tree Ordinance
The Norman Tree Board presented the language for a proposed tree protection, preservation and re-planting ordinance to be considered by the City Council on Tuesday at a Council Conference Session. The proposal will be applied only to "street trees" in the right-of-way areas along city streets, as well as any trees applied-for and approved as "historic trees" by the City Forester. The proposed Ordinance will be finalized and forwarded for City Council consideration in January 2019.
Santa's Calling
The Parks and Recreation Department, along with the Cleveland County Courthouse, hosted the annual Santa's Calling event this week. Parents register their children in advance and then the child receives a fun call from Santa about the upcoming holiday. In total, 210 calls were made.
Winterfest @Legacy Park
As a result of the predicted inclement weather forecast, Winterfest was rescheduled to this Friday night at Legacy Park. The event includes performances from local elementary schools in Norman along with the Sooner Theater. The Norman Police Department will pick up Santa at the airport and escort him to the park where he will take free pictures in a photo booth with the families in attendance. The event also includes arts and crafts with the Pioneer Library and a Gift Wrapping contest with the winner receiving a $70 gift certificate from Target.

STORMWATER
Burlington Drive Drainage Improvements
In response to multiple citizen complaints regarding inadequate drainage and safety concerns along Burlington Drive over several years, the City's FYE 2019 Capital Fund includes a project to address the problem. In 2017, Public Works Stormwater Division began working with Cardinal Engineering to design improvements to the stormwater system along this street to prevent stormwater from ponding along the gutter or surfacing through cracks and joints in the street. Based on Cardinal's analysis, it was determined that the installation of a perforated pipe beneath the curb and gutter along both sides of Burlington Drive from 3621/3620 Burlington Drive to 1501 Pembrooke Drive connected to the stormwater pipe near 36th Ave NW on Burlington Drive was the most cost effective way to address the drainage and safety concerns reported by the citizens. Construction began on this project on October 29, 2018. This is a $82,464 construction project awarded to MTZ Construction, Inc., of Oklahoma City, Oklahoma.
The project involves the following items:
- Remove and replace curb and gutter, driveway, and paving
- Install 838 linear feet of 4" perforated pipe along the north and south sides of Burlington Drive
The contractor completed installation of the perforated pipe on the north side of Burlington Drive on November 9,2018. During the week of November 19, 2018, the contractor completed work on installing perforated pipe on the south side of Burlington Drive. ADA-compliant sidewalks have been completed on the north and south sides of Burlington Drive within the project boundaries, and final site stabilization and clean-up occurred during the week of December 3, 2018.
Bart Conner Drive Channel Repair Project
In response to multiple citizen complaints regarding flooding of the street at the intersection of Bart Conner Drive and Bart Conner Court along with the associated safety concerns over several years, the City's FYE 2019 Capital Fund includes a project to address the problem. In 2017, the Public Works Stormwater Division began working with Cardinal Engineering to design improvements to the grass-lined drainage ditch just south of the intersection of Bart Conner Drive and the detention area that runs parallel to Bart Conner Drive from the drainage ditch to 36th Ave NW. Based on Cardinal's analysis, it was determined that widening the curb opening to the drainage ditch, creating a 17-ft wide concrete channel from Bart Conner to the detention area to the south, and installing a 6-ft wide concrete flume at the bottom of the detention area was the most cost effective way to address the drainage and safety concerns reported by the citizens. This is a $156,384 construction project awarded to EMC Services, LLC, of Oklahoma City, Oklahoma.
The project involves the following items:
- Remove and replace curb and gutter and paving
- Install approximately 390 linear feet of 17' wide concrete channel south of Bart Conner Drive
- Install approximately 470 linear feet of 6' wide concrete flume in the detention area south of Bart Conner Drive
- Install 7 removable bollards at entrance to concrete channel at Bart Conner Drive
Construction began on this project during the week of November 12, 2018. The contractor has completed installation of the 6' wide concrete flume and began work on the 17' wide concrete channel south of Bart Conner Drive during the week of December 3, 2018.

MAJOR TRANSPORTATION PROJECTS
Main Street Bridge over Brookhaven Creek
Construction on the Main Street Bridge over Brookhaven Creek project began on Monday, August 13, 2018. This is a $4.9 million construction project awarded to Silver Star Construction Company of Moore, Oklahoma. This project has an expected completion date of June 2019. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being used. The
project includes replacement of the bridge structure and associated roadway and 2300 feet or stream restoration along Brookhaven Creek
. On Tuesday, August 14, 2018, a severe rain event caused the Main Street Bridge over Brookhaven Creek to collapse.
It was agreed to keep the bridge structure closed to traffic and replace the entire structure at one time to save money and time on the project.
The project involves the following items:
- Stabilize the banks along Brookhaven Creek.
- Construct a new box culvert bridge on Main Street and over Brookhaven Creek
- Concrete pavement on Main Street
- Install an access road along Brookhaven Creek
- Tree plantings
Next week the contractor's activities are as follows:
- West Main Street and Brookhaven Bridge were opened to traffic on Wednesday, November 21
- Begin placing asphalt base course on the north half of West Main Street
- Begin installing forms for the concrete curb and gutter on the north half of West Main Street
- Begin placing concrete on wing-walls and aprons either side of the reinforced concrete box culvert-bridge
State Highway 9 East Bridge over Little River
Construction began on September 10, 2018. This is a $5.3 million dollar construction project awarded to
Haskell Lemon Construction Company of Oklahoma City, and administered by the Oklahoma Department of Transportation. The project includes full replacement and widening of the State Highway-9 East Bridge over Little River, from two lanes to four lanes. The project will also reconstruct the east and west approaches to the bridge. The planned sequence of construction is to construct the south half of the bridge while keeping traffic on the north half. Traffic will be shifted to the south half of the bridge once it is completed, while the north half is under construction. The project is expected to be completed in March of 2019.
The project involves the following items:
- Widening the Little River Bridge over State Highway-9 East from two lanes to four lanes
- Reconstructing the pavement on the approaches to the bridge.
Next week the contractor's activities are as follows:
- Complete placing concrete of the South Highway 9 over Little River Bridge deck(Phase 1)
- Begin installing parapet wall on the bridge deck (phase 1)
James Garner Avenue - Phase I
Construction began on April 9, 2018. This is a $1.8 million dollar construction project awarded to Silver Star Construction Company of Moore, OK. The project includes reconstruction of the Acres Street intersection to improve safety and to meet Railroad Quiet Zone requirements. The project will create the extension of James Garner Avenue between the railroad and the new Central Library.
The project involves the following items:
- Constructing a new roadway and intersection on James Garner Avenue and Acres Street along with a new Legacy Trail
- Installing a new improved drainage system
Next week the contractor's activities are as follows:
- Install forms for the concrete curb and gutter system on Acres Street and on Jones Avenue
- Begin placing asphalt base course on Acres Street east of the railroad tracks and the Jones Avenue intersection

STREETS
Lahoma Ave. from Gray St. to Hughbert St.
The 2016 Norman Street Maintenance Bond Program includes Urban Roads Reconstruction Projects. The current two street projects are the FYE 2017 Lahoma Street from Gray Street to Nebraska Street and FYE 2018 Lahoma Street from Nebraska Street to Hughbert. These projects were awarded on March 13, 2018. The projects were bid together to allow continuity of construction and better unit costs for construction items. The projects were awarded to A-Tech Paving in the amount of $561,799.25 and $376,872.00 respectively. This work consists of reconstruction to widen the road to 26 feet and install curb and gutter to improve drainage. Existing sidewalks and ramps will be replaced to provide ADA accessibility. Driveways will be replaced within the public street right-of-way, and are designed to accommodate future sidewalks meeting ADA requirements. Construction began on March 19, 2018 and is expected to be completed by the end of November 2018.
Next week activities include:
- Continue installation of drainage structure at the north leg of the Lahoma Avenue and Acres Street Intersection
- Complete sodding bare areas throughout the project area.
- Continue clean up between Tonhawa Street and Nebraska Street
FYE 2019 Urban Concrete Streets
The FYE 2019 Urban Concrete Streets portion of the 2016 Street Maintenance Bond Program was awarded to Central Contracting Inc. in the amount of $1,778,400. This work consists of select concrete panel replacement on 17 streets located within 7 urban Norman additions. Work began October 8, 2018.
Current construction is underway on Beaumont Dr. through Brandy Wine Ln./Biloxi Dr.
FYE 2019 Urban Asphalt Streets
The FYE 2019 Urban Asphalt Streets portion on the 2016 Street Maintenance Bond Program was awarded to Silver Star Construction Inc. in the amount of $1,651,700. This work consists of select asphalt maintenance on 22 streets located within 7 urban Norman additions. Work began on October 8, 2018. Current Construction is underway in Ross's Addition at Chautauqua Ave. to Comanche St./Symmes St.

DEVELOPMENT
A new Starbucks coffee shop will be located on the southeast corner of Hwy 77 and Ann Branden Boulevard on Lot 1 Block 1 of Southlake Addition Section 11.
New public improvements consist of fire hydrants and sidewalk. Sanitary sewer and streets are existing, and the facility will utilize the detention pond east of the site to detain additional runoff. The general contractor has completed the site development work and is currently working on finishing out the interior.

SIDEWALK PROGRAMS
Repairs of sidewalk in 8 locations through the City Sidewalk Reconstruction Program are underway throughout Norman. Work began Oct. 1 and is expected to be complete by Nov. 8. The Citywide Sidewalk Reconstruction Program
, is intended to assist property owners in repairing existing sidewalks and constructing new sidewalks along an entire city block. Property owners who wish to participate in the Citywide Sidewalk Reconstruction Project will pay fifty percent (50%) of the estimated cost, with the City paying the remaining fifty- percent (50%) from funds allocated to this project.

TRAFFIC
Traffic Calming Program
Staff received no new traffic calming program inquiries this week.
A request for quotes has been issued for speed humps on Hamden Ave. This project is still expected to be complete early 2019.
During the week of December 17, 2018, speed trailers will be deployed at the following locations:
- 24th Avenue SE, between Ann Branden Boulevard and Stonebridge Drive (Ward 5)
- 12th Avenue NE, between High Meadows Drive and Rock Creek Road (Wards 6 and 8)
- 24th Avenue NW, between Robinson Street and Mount Williams Drive (Ward 8)

UTILITIES
Lake Thunderbird water level is at the top of the conservation pool; 100% full. The average daily water demand for the week was 10.6 MGD (Million Gallons per Day).
The contractor is finishing the outside walls for the new building that will house the Ultra-violet disinfection for the treated water.
COMCD
Mayor, City Manager and Staff met with the District Manager for COMCD (Central Oklahoma Master Conservancy District). This is a Bi-annual meeting set up to keep the Cities and District current and sharing information. Items discussed were the shoreline erosion control project at Lake Thunderbird, update to the title transfer of Lake Thunderbird to COMCD and pipelines and projects of the District.
