Hot Issues 

ADU's
The Los Angeles City Planning Commission moved forward with a proposed ordinance for Accessory Dwelling Units. VICA strongly supports the construction of these units as a proven and immediate solution to the housing crisis. VICA will continue to advocate for relaxed ADU regulations as it moves to the City Council.

Open Spaces
VICA attended a ribbon cutting ceremony on Wednesday for the opening of Metro's  new landscaped plaza in front of the historic Lankershim Depot in North Hollywood. The park recreates the public space that was originally opened at the depot more than 100 years ago.

Wildfires
Hundreds are still  waiting to return to their properties in the Woolsey fire area. Public works and emergency officials said that infrastructure reconstruction and safety inspections are responsible for the delay. 

Transportation
Metro secured a $100 million federal grant to extend the Purple Line to West Los Angeles. The subway project will whisk commuters from the Westside to downtown in less than half an hour and is expected to generate 78,000 new daily trips on the county's growing rail system. The project is scheduled for completion in 2026.

New Sheriff in Town
Alex Villanueva beat incumbent sheriff Jim McDonnell in a historic upset in the race for Los Angeles County Sheriff . McDonnell's defeat marks the first time an incumbent sheriff has lost in more than a century.

Climate Goals
California is falling short on climate change goals because driving is increasing. According to the California Air Resources Board, carbon emissions per capita from vehicle travel in California were increasing, making it more difficult to reach the state's ambitious climate goals. 

Nursing Strike Avoided
Los Angeles County officials and the labor union representing county nurses reached an 11th hour deal Monday night to avert a labor strike that was set to begin Tuesday morning. 

Los Angeles City Council Approves Sidewalk Vending Ordinance
After years of advocacy work by VICA and the business community, the Los Angeles City Council passed an ordinance regulating sidewalk vending. The ordinance establishes a permit system for vendors subject to specific restrictions such as limitations on selling near entertainment venues. Though severely limited in what they could regulate after the passage of Senate Bill 946 (Lara), VICA commends the City Council for working within the limitations of state law to pass an ordinance that respects the concerns of the business community. The passage of the ordinance is only the first step in the process of implementing new rules and regulations for sidewalk vending in Los Angeles. Over the next year, the city will continue to work on crafting the permit system.

Regional Planning Commission Postpones Decision on New Housing Fee
On Wednesday, VICA advocated strongly against a proposal to add a new one percent fee on major developments in unincorporated Los Angeles County, including residential developments with five or more units, exacerbating the housing crisis when most agencies are trying to make housing less expensive to build. The revenue raised would be used for a poorly-defined list of arts projects. Developers would have the option to provide an on-site art installation but community benefits such as innovative architecture or attractive landscaping would not count towards the art fee. Commissioners raised the possibility of also subjecting affordable housing development to the fee. VICA is relieved that commissioners voted to continue the item until February to allow staff to work with VICA and others in the business community to address these concerns.

Board of Supervisors Approves Anti-Housing Measure
VICA advocated against the Interim Rent Stabilization Ordinance at the Los Angeles County Board of Supervisors, which imposes a 180-day moratorium on rent increases. VICA was disappointed by the Board's decision to approve this anti-housing policy, which will devastate the housing market. This ordinance will disincentivize the development of more housing, limit funding available for maintenance and repair of older buildings, make it very difficult to evict bad tenants causing problems for other residents, and inflate prices for non-rent-controlled units. Despite the passage of this measure, VICA will continue to advocate for sensible solutions to our current housing crisis.

CalOSHA Updates Electronic Filing Requirements
CalOSHA has updated its requirements for electronic submission of Form 300A "Summary of Work-Related Injuries and Illness" for 2017. Previously, California employers did not have to comply with the electronic filing requirement, but now must submit their 300A data for 2017 to the federal OSHA Injury Tracking Application (ITA) by December 31, 2018.
